They say seeing is believing, and administrators from the Port Jefferson School District are hoping that rings true for homeowners in the district.

Paul Casciano, superintendent, Sean Leister, deputy superintendent, Danielle Turner, athletic director, principals from the three schools, architect John Grillo and other administrators took interested community members on two guided tours over the past week to examine the classrooms, hallways, buildings, grounds and athletic fields slated for renovations and repairs should a $30 million bond proposal pass a vote scheduled for Dec. 5.

Several residents have expressed concerns with committing to the 15-year payment plan with the looming possibility of a substantial loss of revenue from the Long Island Power Authority, with litigation pending against the energy provider. At least one resident who attended the high school tour said the LIPA specter might impact her vote.

“I for one, as a citizen, am concerned about what [the LIPA situation] means for our taxes, and really that’s the only reason I would say ‘no’ to this,” the resident said.

Other residents raised questions about why certain aspects of the bond, for the most part referring to upgrades associated with athletics, can’t be done during regular annual budget appropriations.

“We try and do the smaller items — when I say smaller I mean around $200,000 — through the budget process,” Leister said in response. “But for a capital project you’re talking millions, and that’s much harder to add to the budget. It would cause a big spike in the tax rate.”

Casciano further explained the thinking behind presenting the bond, which administrators have been working on since 2015, to residents this year at the end of the high school tour.

“We have a responsibility to give [the residents] an opportunity to decide what they want to do given their budget, given their beliefs, and everything else,” he said. “If they’re not supportive of it, we get that, but if we don’t give them the opportunity then I wonder if we’re fulfilling our responsibility to do what we’re supposed to do.”

A tour of Edna Louise Spear Elementary School and the adjacent district offices was held Sept. 20. Around seven Port Jeff residents attended the first walk-through, according to social media posts by at least one attendee on a private Facebook group comprised of a few thousand villagers.

Following the Sept. 20 tour and public comments made by the Port Jefferson Village Board in opposition of pursuing permission to borrow the money, members both in favor and against the bond referendum have taken to the group page to publicly state their case. Perhaps as a result of the warming debate over virtual avenues, about 30 people attended the physical tour of the high school and middle school Sept. 25.

A common refrain from district administration since the topic was introduced in depth during a Sept. 12 board of education meeting is that the projects designated in the bond proposal are too urgent and too expensive to address within standard annual budget appropriations or with an unappropriated reserve fund. The district currently has about $1.5 million in unappropriated surplus, according to Leister. State law allows districts to keep up to 4 percent of its total budget in reserves to be used on unforeseen expenses.

About $5.9 million of the proposed project would go toward upgrades associated with athletics, with the largest sticker price belonging to the replacement of the grass varsity football field with a turf surface.

“We’re a small school but we run a very full athletic program,” Turner said. Overuse of the grass high school football field has resulted in the football and lacrosse teams needing to relocate for practices, on occasion, and even for some games during the last calendar year. A turf field and lights at the athletic fields on Scraggy Hill Road would alleviate crowding issues with sports practices, according to Turner.

Upgrades at the adjoining high school and middle school building would cost $13.6 million and $2.2 million, respectively. The construction of a three-story addition to the high school building would add up to six brand new classrooms at a cost exceeding $7 million.

“We want to make sure that the kids have every opportunity to expand programs, to expand course offerings and space is something that we need,” said Christine Austen, the high school principal. She added she understands the decision is ultimately up to the community.

Fixes at the elementary school would total nearly $4 million, and the adjoining district office portable building would be demolished and relocated to the grounds of the high school at a total cost of $4.3 million.   

The elementary school elements of the proposal include fresh air ventilators for 12 classrooms in the building’s 200 and 300 wings. It would also include the construction of two new classrooms to be used by the guidance department and resource room teachers, who currently are periodically educating some students in a hallway, according to Tom Meehan, elementary school principal.

“With these improvements everyone would have a home — we wouldn’t be juggling,” Meehan said.

Casciano said there is a possibility the board of education will decide to split the referendum into multiple propositions, rather than an “all or nothing” vote, though it would not be more than two propositions. If passed, the upgrades would cost a taxpayer who pays $8,000 annually in school taxes to pay an additional $396 annually.

A public meeting regarding the bond is scheduled for Oct. 2 at the elementary school in the board of education meeting room at 7 p.m.

During his annual address, Stony Brook University’s president celebrated the past and looked forward to the future.

President Dr. Samuel L. Stanley Jr., delivered his State of the University Address to the Stony Brook campus community Sept. 27.

He said the first graduating class of 1961 consisted of approximately 40 students. In 2017, the university granted 7,313 degrees and certificates, including master’s and doctoral degrees that did not exist the first year.

The number of buildings has also changed on campus from a few to 136 structures.

Stanley said the students attending the university come from more diverse backgrounds compared to bygone decades. Diversity he said is something Stony Brook is committed to.

“We hope to reflect the diversity of the state we live in as well as the country we live in,” he said.

Stanley said while the number of international students has increased since 1957, this is the first year the amount of freshmen from other countries has decreased. He said he has received feedback that a number of international students are hesitant to study in the United States due to changes in immigration policies. The president is a supporter of the Deferred Action for Childhood Arrivals plan instituted by former President Barack Obama (D). He said students protected by DACA at the university come from tough economic backgrounds yet succeed academically and epitomize the American Dream. He said SBU is committed to working with legislators to create a pathway for the students.

“Stony Brook University I hope has communicated to the campus and the world our support for these students,” he said.

Stanley said the university is trying to change the way it recruits in order to create more diversity within the crop of faculty members, as well.

Another development at Stony Brook through the years has been the change in athletic success. The president said most teams originally operated as club sports, then developed into Division 3 and eventually Division 1 teams.

Stanley touched on the addition of Southampton Hospital as part of the Stony Brook University medicine family, which occurred this past summer.

“It’s really going to improve service at both hospitals,” he said.

The president said with a $1.7 billion budget, Stony Brook University Hospital serves 400,000 patients and offers a Level I trauma center, while the newly dubbed Stony Brook Southampton Hospital serves 100,000 with a $175 million budget.

He said the university is currently working on the Medicine and Research Translation Building and construction is scheduled to be completed in spring of 2018. The eight-level 240,000-square-foot building and 225,000-square-foot new Bed Tower will create opportunities for scientists and physicians to work side by side in the hopes of advancing cancer research and imaging diagnostics.

Stanley also addressed the university’s $24 million deficit, and he said he knows SBU can overcome it. The president said the biggest issue was the failure of the state as the university has not been included in state allocations in recent years

“I absolutely support faculty and staff getting raises, they are completely appropriate,” he said.

Despite the deficit, hundreds of faculty members and students have been welcomed to Stony Brook University while the number of administration positions has decreased. The president said administrators are “working harder than they ever been before to help the university.”

Stanley has asked department heads to look at their needs when an instructor leaves, and to consider if the workflow can be adjusted if the position cannot be filled. The goal, he said, is to have the least amount of impact on students.

The president said The Campaign for Stony Brook to raise funds for scholarships and research is $559.2 million toward a $600 million goal. It strives to reach the goal by June 30, 2018.

The Three Village Central School District board kicked off its first meeting of the school year with a celebration of one of the district’s teachers receiving a national award.

Teacher of the year

Fifth-grade teacher Kate Hunter’s achievement was the highlight of the evening.

“I feel like it’s déjà vu all over again,” Minnesauke principal  Brian Biscari said.

Over the past year, the principal and the board have congratulated Hunter for her accolades as New York State Council for the Social Studies Outstanding Elementary Social Studies Classroom Teacher Award. She had received a similar award earlier from the Long Island Council for the Social Studies. This time, Hunter received a standing ovation for being named National Council for the Social Studies Elementary Level Social Studies Teacher of the Year, which recognizes “exceptional classroom social studies teachers.”

Hunter, who has taught fifth grade for 10 years, began her career in the district at Minnesauke in 2003. This November, she will attend the national NCSS conference in San Francisco, where she will receive her award and present some of her work.

The meeting’s agenda also included a presentation from the director of elementary curriculum and a policy update about home schoolers. Additionally, the school board heard concerns about a summer reading assignment.

Toni Williams-Mulgrave expressed dismay about the summer reading assignment, “Leaving Fletchville,” for

R.C. Murphy Junior High School’s eighth-graders. A Ward Melville graduate and educator herself, Williams-Mulgrave, who is African-American, has a niece who read the assignment.

She told the school board that she was disturbed by the stereotyping and racial slurs in the book.

“Someone has to speak up, and we have to start the communication so that our society can grow — so that the stuff that’s going on across the world doesn’t happen here,” she said.

The family had met with district officials during the summer, and the reading assignment was canceled before the start of the school year.

The book, about siblings who’ve moved to a place where they are “the only black people in town,” was nominated for the 2010 Red Maple Award for seventh- and eighth-grade Canadian literature.

In a prepared statement, board president William Connors said that the district’s decision “to eliminate this year’s summer reading project was based on the interest of our students and primarily the connection one aspect of the book had to national events transpiring this summer — events that occurred well after the book was chosen.”

“Our district is strongly committed to creating learning environments that promote acceptance, respect and inclusivity as well as a rich curriculum encompassing the literary classics and emerging prize-winning authors,” Connors said. 

District superintendent Cheryl Pedisich also addressed the matter. In her statement, she said that the district’s program review committee will review independent summer reading assignments this year and make “any recommended changes” they believe will further benefit students.

Elementary curriculum

Director of elementary curriculum  Nathalie Lilavois unveiled the first part of a program that she said would

help boost the district’s goal of guiding students towards becoming “skilled problem solvers, perceptive thinkers, quality producers, lifelong learners and self-directed learners.”

Lilavois’ first focus is elementary math. She explained that she prepared a document that lays out the district’s elementary-level math curriculum and articulates how it aligns to the math learning standards. Lilavois made the material available to teachers on an expansive, interactive website that makes it easier for them to use in the classroom.

The site is organized by grade and then by topic. It has core-aligned resources, including GoMath —  the district’s math program — and other websites that provide supplemental information and approaches to each focus area. The online project also enables teachers to suggest their own resources and ideas.

Lilavois will continue to build the site for all elementary subject levels and is developing the English language arts program this year.

In other business, the district updated several policies as required by statute. It also amended a policy to allow homeschooled students in the district to participate in noncredit and nonathletic extracurricular activities such as clubs.

Two parents are suing the Kings Park Central School District over a 2015 sexting incident, claiming handling of the matter humiliated their sons and violated their freedom of speech.

Andrew J. Fenton, of Fort Salonga, and Thomas Phelan, of Kings Park, filed a lawsuit after their sons were among more than 25 students suspended for having received a sexual video via text message.

The lawsuit, filed Sept. 19, 2017, in U.S. District Court for the Eastern District of New York, alleges the “suspension of [the students] for receiving a video, unsolicited, which they did not show or send to anyone else, and which bore no nexus to an ensuing school disruption was arbitrary and capricious.” Both Fenton and Phelan seek damages for “humiliation and anguish” of their sons and their records expunged of the suspension.

On Nov. 4, 2015, dozens of Kings Park High School students received a video on their cellphones of two 14-year-olds having sex while at home, according to court documents.

When an assistant principal saw a ninth-grader playing the video in the high school’s cafeteria Nov. 6, school officials began an extensive investigation. The phones of all students who still had the video were temporarily confiscated, according to court documents. School district officials allege both Fenton’s and Phelon’s sons still had the video.

Under Kings Park’s Guidelines for Implementation of School Discipline Policy, “inappropriate texting and use of social media” and “selling, using, transmitting or possessing obscene material” are considered Level IV infractions punishable by up to five days suspension and parental contact.

On Nov. 9 and 10, Kings Park High School Principal Lino Bracco sent certified mail to Fenton and Phelan notifying them that their sons, sophomores at the time, would be suspended for one day for “inappropriate use of an electronic device.” The letter warned that the students were “prohibited from entering upon school grounds for any reason and should remain home under supervision.”

Fenton said he did not receive the Nov. 9 letter in time, and his son was escorted out of the high school on Nov. 10 by two uniformed police officers, according to court documents.

By letter dated Nov. 18, Superintendent Timothy Eagen made an offer to parents that they could submit a request for their child’s disciplinary record to be reviewed, and barring any similar incidents, the suspension would be expunged.

Both parents retained Middletown-based attorneys, partners Robert Isseks and Andrew Smith, who sent letters dated Dec. 9, 2015, requesting the suspensions be immediately removed from the students’ records alleging “they never possessed the message in school or on school property.”

Both parents said Kings Park school district’s cellphone policy also infringed on their sons’ right to free speech. “The only way that [he] or any other student could possibly make sure that he did not find himself in an ‘incident similar in nature’ during the coming year is if he stopped receiving text messages all together,” reads the Dec. 9 letter.

An appeal was made to New York State Department of Education, whose Commissioner Mary Ellen Elia ruled Nov. 10, 2016, that the district’s “suspension of [the students] for receiving a video, unsolicited, which they did not show or send to anyone else, and which bore no nexus to an ensuring school disruption, was arbitrary and capricious.” Elia ordered Kings Park school district to annul and expunge the suspension.

Eagen said that as at press time, Kings Park school district had yet to be served with the lawsuit.

“Parents will sometimes address a particular issue through a media solution rather than an administrative or due process solution,” Eagen said. “However, in choosing this path, sometimes parents will share certain personal and/or confidential information that then becomes a part of public record.”

The superintendent said the district’s policy and practice is to not comment on specific student disciplinary matters and/or pending lawsuits.

Attorney Smith could not be reached for comment by press time. Principal Bracco did not return phone calls requesting an interview or comment.

At a recent meeting of the Three Village Drug & Alcohol Awareness Program — a support group that seeks to educate all and assist parents and family members of teens and young adults battling substance abuse —  I spoke with a young mother of elementary-school-age children. She was there to learn about this growing danger that has taken so many lives in Suffolk County. She is afraid for her children. They are growing up in a society where drug overdose deaths have become routine. She wants to protect her children from becoming victims of substance abuse.

This mom has been on a crusade to make parents aware of the dangers, knowing that this is a Three Village problem and it will take community awareness and extensive effort to combat it. So she speaks to parents of young children wherever she finds them to encourage them to be part of the solution. She told me the majority response from parents is: “Not my kid. She’s an A student.” Or, “Not my kid, he’s an athlete.” Or simply, “My child would never get involved in that.”

I’m here to tell you that you need to take your head out of the sand.

The significant drug problem at Ward Melville High School when my sons were in attendance in the 1990s was not publicly acknowledged by the school district — or anyone else other than the parents whose children “got into trouble.” Mine did not. They were honor grads, heavily involved in extracurricular activities.

However, in a conversation with one of my sons, years after graduation, I learned he had used drugs with some regularity while in high school. It turned out I had been one of those clueless parents. But I was one of the lucky ones.

Lucky, because back then, when a teenager bought marijuana, it was just pot. It was not the cannabis of today, which may be laced with illicit and scary drugs by dealers seeking to hook kids on stronger stuff. Lucky, because he did not have a propensity, and his “recreational” use never rose to the level of addiction.

Full disclosure: As a college student in the 1960s I experimented with marijuana as well. My equally clueless mother discovered a small baggie of weed in my room. She trashed it, never saying a word to me. In that era, just knowing she knew was enough to get me to stop.

The school district has finally acknowledged the fact that addiction is a disease requiring treatment, not a moral lapse requiring punishment.

According to “School district welcomes new drug and alcohol counselor” in the  July 20 edition of The Village Times Herald, the district has hired a substance abuse counselor. Heather Reilly, certified social worker, will be tasked with rotating through the secondary schools one day each week (including the Three Village Academy alternative high school program), providing substance abuse counseling, educating faculty about warning signs and drug lingo, and creating educational curriculum for sixth-graders in collaboration with elementary health teachers. She will also be available to work directly with families.

While this is a laudable first step, it’s not nearly enough. Change will not happen without a concerted community effort. Parents need to accept the fact that this is a real problem affecting Three Villagers across the cultural and economic spectrum. Yes, it could even be your child.

Folks must come to grips with the fact that chemical dependency is a potentially fatal illness and that 90 percent of sufferers go untreated. They need to acknowledge that kids who are addicted to alcohol and/or opioid drugs are not “bad” kids. They are youngsters whose brains are not fully developed, who made bad choices that led to a tragic outcome. It’s time for all of us to learn all we can about prevention and to come together to end this plague.

There’s a lot you can do. For starters, attend the monthly meetings at the Bates House in Setauket. Dates and times are listed on Facebook on the Three Village Drug & Alcohol Awareness Parent Group page — along with other helpful information. Learn when and how to begin to talk to your child about the dangers of alcohol and drugs and your family’s rules concerning underage drinking and substance abuse. A good place to begin is at New York State’s online site www.talk2prevent.ny.gov.

The next meeting at the Bates House, located at 1 Bates Road in Setauket, will be held Sept. 24 at 7 p.m.

Mother urges a switch back to elementary school

Students in Mount Sinai are expected to grow up a little faster than those in other districts. While a majority of neighboring towns keep their fifth-graders in the elementary school, Mount Sinai, since the early 1990s, moves its 10- and 11-year-olds up to the middle school.

A mother challenged the concept during an Aug. 23 board of education meeting when she asked administrators to consider making fifth grade part of the elementary school again in the future.

The conversation has been ongoing ever since.

Renee Massari, a mother of two elementary school students, proposed the idea last month, saying she didn’t see the academic or social benefit of having fifth-graders learn under the same roof as eighth-graders. In fact, she believed the drastically different environment negatively affected the young students — who occupy their own wing on the second floor of the building.

“I’ve seen it through many of my friends’ children here — many of them don’t excel,” Massari said during the meeting. “It’s almost like they feel deflated because it’s difficult for them to handle those responsibilities expected of our fifth-graders. Because [realistically], they aren’t middle schoolers.”

Massari explained to the board that, from her understanding, the fifth-graders’ premature graduation to the middle school was prompted solely by a lack of classroom space in the elementary school. She asked if an administrator could evaluate current classroom space, adding the school has seen a declining enrollment rate over the last few years.

“Ideally, I would love for the fifth-graders in this district to have the same transition that 99 percent of the districts on Long Island have,” Massari said. “We can house them in the elementary school, a building they’re familiar with, and keep the same program where they transition from classroom to classroom and get them exposed to that before going to a whole different building.”

Board Trustee Robert Sweeney agreed with Massari and said the decision decades ago to move the students into the next building had nothing to do with education and everything to do with space and misjudgment. He also urged the board to reevaluate the concept.

“It’s a fallacy to have elementary students up there,” Sweeney said. “I think we have to look at it because there’s no educational benefit [to it].”

Superintendent Gordon Brosdal, an admittedly “old school guy” who said he would even like to see the sixth grade in the elementary school, told Massari her proposal would be explored — but classroom space, or lack thereof, in the district’s smallest building remains an issue. He said it will take a lot more than one available classroom to bring back the fifth-graders to the elementary school and expansions on the building would be costly.

“But in the meantime, what we have to do is make sure the nurturing environment continues in the fifth grade,” Brosdal said.

Teachers, he said, know to treat their students with the same level of care and support elementary school students experience. And although the move up offers a completely new setting, with lockers and classroom changes and multiple teachers during the day, Brosdal sees it as a good transition opportunity.

“Plus, they’re kind of isolated and not mixing with the older grades when they don’t have to,” he said. “At the same time, I understand parents feel their kids are not ready to move up because of maturity and a lot of other reasons, and want them to remain in a nurturing environment.”

In the weeks following the meeting, Brosdal reached out to elementary school principal Rob Catlin, and together they projected six classrooms would be needed in the building to accommodate the roughly 175 students in the current fifth-grade class.

One would be hard-pressed to find three available classrooms, according to Catlin, who is currently in the process of meeting with parents about the issue.

“I’ve heard the same concerns from a couple different people now and I’m reaching out to some parents for some meetings to talk about it,” Catlin said. “As the year goes on, and if the topic continues, I’m more than happy to keep talking. But it’s in an early stage right now.”

Mount Sinai resident Beth Erdmann, whose children are in seventh and 10th grades, said every parent experiences panic in the midst of the elementary and middle school transition but soon realize it’s not a big deal.

“I’ve heard the same concerns from a couple different people now and I’m reaching out to some parents for some meetings to talk about it.”

“When it’s your first child, it seems too soon and scary, but they are in their own wing and it’s a nonissue,” Erdmann said. “There were no adverse effects to my children … fifth and sixth grade are still treated as elementary. The location is just in the middle school. I was worried and bothered at the time, [but] my kids were fine.”

Debra Wesolowski agreed, having gone through the transition multiple times with four children.

“Once they were there, I couldn’t imagine them in the elementary school,” Wesolowski said. “Kids are a lot more mature now than years ago … you see how mature and responsible the fourth-graders become as the year goes on [and] by the time they graduate from fourth grade they have outgrown the elementary school and need to advance to the next stage. The middle school does a great job transitioning them.”

But Jennifer Ruger Lazarou, an elementary school teacher, feels the kids are too young.

“I think keeping them in the elementary school one more year is a good idea, and will still make them just as prepared,” Lazarou said. “I teach in a K-through-six building and can’t even imagine the sixth-graders being exposed to middle school any earlier.”

Brosdal said district office and building administrators have begun the exploration of a move.

“It is too early in the process for the board to make a decision one way or another,” Brosdal said. “The expense of such a project would impact the district’s budget and bond proposal.”

Elwood school district board of education will weigh putting two proposals before voters this November for a total of $38 million in districtwide repairs and upgrades.

Superintendent Kenneth Bossert presented refined bond propositions Sept. 18 at Elwood Middle School Auditorium in which school officials have continued to gradually shave down and refine their list of desired projects into two propositions.

“We need to make sure to put up a budget that is below the state tax cap and maintains all programs and staffing we offer to our students,” Bossert said. “We see the scope of this, there are projects that are desperate needs that cannot be included in the budget without decimating our instructional program.”

The first proposition is for $34.5 million in capital projects and renovations that takes aim at health and safety issues in the schools. These funds would be used for major projects including the replacement of the roofs in each of the four buildings — Harley Avenue, Boyd Intermediate School, Elwood Middle School, and John H. Glenn High School — due to existing leaks and flooding issues; fixing sidewalk and pavement cracks; renovating cafeterias and auditoriums including air conditioning in some spaces. 

“It is cost prohibitive to add AC to all spaces,” Bossert said. “We would like to have large group gathering spaces that would be air conditioned. There are some very hot days where school is in session and there is not always a place we can bring our students to be cool.”

Several other projects take aim at legal issues required under state law including upgrading facilities to be compliant with the Americans with Disability Act, the latest state codes on fire alarms, drainage improvements and asbestos abatement for future construction.

The proposed Proposition 2, as presented by Bossert, requests $3.72 million for enhancements to the district’s athletic programs.

“The reason it is separate is there was division among opinions in the community,” Bossert said. “Some members of the community were strongly in support of this proposed $3.72 million as something they can afford to invest in, other factions said, ‘We don’t feel that way.’ The board wisely chose to make it a separate proposition.”

Proposition 2 would include a concession stand for the athletic fields with an outdoor bathroom, a synthetic turf field and sidewalks to make the fields ADA compliant, a new press box and scoreboard for the varsity baseball field.

The superintendent said if the board of education votes to move forward Sept. 28, the residents will cast their ballots on Nov. 28. The average estimated cost to taxpayers for Proposition 1 is $221 per year, or $18.32, for a home with an assessed value of $3,800; and if both propositions pass the average cost would be $333 per year for a home with an assessed value of $3,800.

Bossert stressed to residents that Proposition 2 for athletic enhancements can only be passed if Proposition 1 for districtwide repairs is approved by voters.

Bossert said the district will also be adding a calculator to its website to allow property owners to insert their home’s tax value to determine what their individual tax increase will be if Proposition 1 is approved, and if both propositions are approved.

“Elwood is not a village, not a town, but it is a school district,” Bossert said. “I believe our community takes good pride in our schools and I want that to be reflected.”

Huntington High School found itself in the crosshairs of New York Gov. Andrew Cuomo’s (D) latest initiative that takes aims at cracking down on Long Island gang activity, much to the surprise of school officials.

Cuomo announced Sept. 13 his plan for deployment of a new Gang Violence Prevention Unit, which will deploy state troopers to monitor gang activity and recruitment in the alleged top 10 “high-risk” Suffolk County schools. Huntington High School made the list.

The prevention unit will immediately assign 10 state troopers, one to each of the 10 schools in the six targeted districts which includes Brentwood, Central Islip, Huntington, Longwood, South Country Central and Wyandanch. Cuomo said these districts were chosen as they were identified by local law enforcement as having the highest concentration of gang violence and vulnerability to recruitment efforts.

In addition, the prevention unit will coordinate with the Suffolk County Police Department to launch an “Educate the Educators” program, aimed at helping teachers and faculty recognize early warning signs of gang involvement.

“Our number one job in government is to keep all New Yorkers, and especially our children, safe,” Cuomo said in a statement. “By partnering with our schools, we will be better prepared to stop gang activity before it starts and end this heinous cycle of violence. This is just one step in our ongoing efforts to eradicate the threat of MS-13 and ensure that every student remains on a path to a bright future.”

Huntington Superintendent James W. Polansky said he was “deeply disappointed” by the manner in which the governor presented the initiative. Polansky made clear to residents it was not a coordinated effort with the district in a letter sent to the community dated Sept. 14.

“Much of our dismay stems from the fact that at no point were we approached,” Polansky said in a statement. “At no point did any state official or otherwise reach out and ask what we need or don’t need. At no point did anyone request a visit or invite a conversation of any sort. At no point have we received even fragments of information about this proposal.”

Upon questioning state officials about Cuomo’s proposed plan, Polansky said the district received a thorough apology and admission that the “ball was dropped.”

The superintendent stated in his Sept. 14 letter that Cuomo had mischaracterized the Huntington school district and that his words, “frankly, offend all members of the school community.”

“In fact, numerous students were the first to point this out first thing in the morning,” Polansky wrote. “Unfortunately, we continue to witness education and politics rarely prove to be a productive combination.”

As of Sept. 19, a state trooper has not been assigned to Huntington High School as part of the prevention unit, according to school spokesman Jim Hoops. The district does have a school resource officer assigned from Suffolk County police since 2004 to monitor issues that arise, which is shared with the South Huntington school district.

The Port Jefferson School District has been asking the community to weigh in on a $30 million bond proposal to complete a litany of districtwide projects, and Monday night village leadership spoke out.

The Port Jefferson Village Board, which includes several members who previously served on the Port Jeff board of education, collectively took the position during a meeting Sept. 18 that now is not the time for the district to be asking taxpayers for permission to borrow millions for upgrades and repairs. Village Mayor Margot Garant and other board trustees cited the unclear financial future of the village and district due to pending litigation against the Long Island Power Authority.

“I’m going to strongly encourage the board of education, respectfully, to postpone this until a resolution is reached with LIPA,” Garant said in a phone interview after the meeting. “I want to commend them for looking at investing in the school system to improve the quality of education. We really want to resolve this issue so this community can stop putting off the plans to invest in our facilities and education.”

The village has no official jurisdiction over the district, though a vast majority of the village’s taxpayers also pay school taxes to the Port Jefferson School District. Both entities stand to potentially lose substantial tax revenue in the coming years should a settlement or decision in the LIPA case be reached, as LIPA has contended it pays too much in property taxes to operate the Port Jefferson Power Station, now that sweeping energy-efficiency upgrades have drastically reduced the regular need for the plant.

“We have deep respect for our mayor’s viewpoints as well as the various opinions of our residents,” district Superintendent Paul Casciano and board President Kathleen Brennan said in a joint statement via email in response to the village’s position. “Our board of education and district administration have been conducting public meetings and seeking feedback through multiple venues. Our goal is to develop a final proposal for our residents’ consideration that meets our responsibility to educate our community’s children in a safe, secure and welcoming learning environment.”

Garant suggested the village board is in a uniquely qualified position to comment on the district’s proposal given each of the individual members backgrounds prior to serving the village. Trustees Bruce Miller and Larry LaPointe were previously on the board of education, Trustee Stan Loucks is a former school district athletic director and Trustee Bruce D’Abramo is a former school district facilities manager.

“I think if they’re going to ask for these things they ought to ask the public to vote on them in discrete segments so that the public has the chance to say, ‘Yes, we want this but we don’t want that,’” LaPointe said during the meeting. “I hesitate to criticize another board, I know they’re trying to do what’s best for everybody. It’s just an awfully big nut.”

LaPointe’s position was similar to several community members, who during a Sept. 12 board of education meeting suggested voting on the bond proposal as an all-or-nothing referendum, rather than in smaller pieces, would make it less palatable for many taxpayers.

“I haven’t made a decision, but one of the things that will probably sway me is if this is an all-or-nothing,” resident Drew Biondo said during the board of education meeting. “If it’s all or nothing, I don’t know which way I’ll go.”

District administration presented the $30 million capital bond proposal to the board of education and the public during the Sept. 12 meeting, featuring a three-story addition to a wing of the high school, additional classrooms at the high school and elementary school, a turf football field at the high school, lights for the elementary school field and many more improvements. The district’s total budget for the 2017-18 school year is about $43 million. If approved by the community with a vote tentatively scheduled for Dec. 5, construction would begin in 2019 and payments would be made annually beginning at about $1.5 million and concluding with a final $2.5 million installment in the 2033-34 fiscal year. The district would accrue nearly $10 million in interest over the life of the 15-year payment plan.

“Regardless of what happens with LIPA, we need to take care of the schools,” Casciano said during the last board of education meeting.

The village has reached out to set up a meeting to discuss the proposal with the district in the coming weeks. A survey soliciting public input on the proposal will remain accessible on the district website until Oct. 9.

A 10-year-old Kings Park boy struck by an SUV on his way to the school bus was airlifted to Stony Brook University Hospital with serious injuries, according to Suffolk County police.

A William T. Rogers Middle School student was walking across First Avenue, near Carlson Avenue, at about 7:54 a.m. Sept. 15 to board his school bus, police said. The bus had its flashing red lights on and stop sign activated to warn approaching motorists.

Pasquale Izzo, 81, of Kings Park, was driving a 1998 Dodge Durango northbound on First Avenue when he allegedly attempted to pass the school bus, and ignored its flashing lights. Izzo failed to stop his vehicle and struck the student, according to police.

The 10-year-old boy was airlifted to Stony Brook University Hospital with serious, but not life-threatening injuries, according to police. Izzo was not injured. 

Kings Park Superintendent Timothy Eagen notified district parents that it has additional mental health staff available at the middle school to provide  support to those students who witnessed the accident, students who know the injured student and anyone else, as needed.

“Unfortunately, this incident is a terrible reminder that we cannot always assume that motorists will follow traffic safety rules at all times,” Eagen said in a message posted on the district’s website.

Under New York State Law, drivers who pass a stopped school bus can be fined $250 for the first violation and face up to a maximum fine of $1,000 for three violations in less than three years. Individuals convicted of three violations in a three-year span may have their driver’s license revoked.

Kings Park Central School District announced the bus’s route has been changed in order to avoid any potential future tragic accidents at the intersection, and so that the student involved and those who witnessed the accident don’t have to return to the scene of the accident on a daily basis.

The neighboring Commack school district sent out an email to parents reminding them to, “Please drive slowly with no distractions, and be especially vigilant of where our precious children are playing, walking, riding or standing.”

Most school bus-related deaths and injuries occur when children are loading or unloading from a bus, according to New York State Department of Motor Vehicle’s website, not in collisions that involve school buses.

The driver’s vehicle has been impounded for safety checks and the incident is under investigation. Suffolk County’s 4th Squad Detectives are asking anyone who witnessed the accident to call 631-854-8452.

The state department of motor vehicles has recently issued several safety recommendations for drivers sharing the roads with school buses:

* When a stopped school bus flashes its red light(s), traffic that approaches from either direction, even in front of the school and in school parking lots,  must stop before  reaching the bus. Drivers should stop at least 20 feet away from the bus.

* Before a school bus stops to load or discharge passengers, the bus driver will usually flash yellow warning lights. Drivers should decrease speed and be prepared to stop.

* When you stop for a school bus, do not drive again until the red lights stop flashing or until the bus driver or a traffic officer signals that you may proceed. *You must stop for a school bus even if it is on the opposite side of a divided highway.

* After stopping for a school bus, look for children along the side of the road. Drive slowly until have passed them.
