Project part of near-decade-long attempt to revitalize area

Beginning at the end of April, Port Jefferson Station residents will start to notice new rustic lights being installed along Route 112 near Joline Road as part of the early stages of a long-awaited project.

The installation of the rustic lights is part of the main street project, which dates back to a 2008 hamlet study done by Louis Antoniello, a former Port Jefferson Station/Terryville Civic Association president and Lee Koppleman, a longtime Suffolk County planner. When the first phase of the project is complete, the lights will be installed at various points throughout Main Street in Terryville on Route 112 between Bicycle Path and Route 347.

Antoniello, who co-chaired the initial hamlet study with Koppleman, said the idea to install these rustic lights came about due to answers from a questionnaire put to residents several years ago. 

“They told us what they liked about the area and what they didn’t,” he said. 

Antoniello, a Terryville resident, said many residents expressed the desire for the preservation of important buildings in Port Jeff Station, more open space and, most importantly, they wanted an identity. That identity would start with improving Main Street. 

The former civic president also said people in the community wanted places to go on Main Street where they could go shopping, eat and enjoy the area. 

“The area [Port Jeff Station] has a lot of history and landmarks,” Antionello said.

Another factor in the project is to repair buildings and get businesses to come that will benefit the community. 

Antoniello said the process to get the funds needed to begin the lights installation took a long time to come about. 

He first spoke with Sen. Ken LaValle (R-Port Jefferson) about the proposed lights project and with his assistance was able to get  approved a $150,000 grant from New York State in November 2016 to help purchase the lights. 

Despite being approved, Antoniello said the money was not received until almost two years later. 

“I contacted the governor’s office on my own and asked for assistance,” he said “This began the process of getting the money released.”

The former civic president said the state holds on to grant dollars for months, sometimes years. This, he was told, by elected officials is common practice. Once the money was released, he worked with engineers and the Town of Brookhaven Street Lighting Department in preparation for the lighting structures to be installed. 

The $150,000 grant will cover the Nesconset Highway/Joline Road section installation. This comes after the installation of the lights on the eastern side of Route 112 by the new ShopRite center. Antoniello said he plans to try to get another grant from New York State and will be applying to the Downtown Revitalization Grant Program to get additional funding for the Main Street project. 

This won’t be the first time Port Jefferson Station has applied for the downtown revitalization grant. 

“They said we aren’t a true main street, we have too much traffic and we don’t have enough buildings,” Antoniello said. “It’s a lot of excuses — hopefully this time it will be different.”

Brookhaven town Councilwoman Valerie Cartright (D-Port Jefferson Station) said the antique lighting project is a long-standing community project connected to the revitalization of Route 112 and promoting and enhancing the existing “main street corridor.”

“Many current and past members of the civic association were very involved with supporting and championing this project,” Cartright said. “Main street is the heart of any downtown community and the antique light project helps create a sense of place in the community. This in turn helps to attract additional businesses to the area.”  

Some of the lights are already installed near Uncle Giuseppe’s Marketplace and residents are already taking notice.

“Somebody told me it looks great and are glad that they are finally up,” Antoniello said. 

The Terryville resident also had ideas for other proposed projects in the area, including putting a historic marker on Patchogue Road, as it served as the road for stagecoaches back in the 19th and 20th centuries.   

He also plans on helping with the construction of a community park located at the intersection of Route 112 and Nesconset Highway where the Port Jefferson Chamber of Commerce-owned train car resides. Antoniello said once funding becomes available they will move forward with constructing the park.

A native of Shoreham is in need of help. 

Lisa Pepper-Byron, a mother of three young daughters ages 2, 6 and 7, was diagnosed with medulloblastoma, a cancerous tumor that starts in the brain and spreads to the spine, in December 2018. 

Earlier last month, members of her family created a GoFundMe page in her name. Pepper-Byron now resides in Concord, North Carolina, along with the majority of her family and was working as a wedding planner before she was diagnosed, and she currently lacks health insurance. Since she has started radiation treatments, she is unable to work and support her family, according to the GoFundMe page. 

Jamie Pepper, one of the Shoreham native’s sisters, said her sibling is a giver and tries to be the best role model she can be for her young daughters.

Pepper-Byron grew up and lived on Long Island for much of her life, graduating from Shoreham-Wading River High School in 2002 and during her high school days worked at Mr. G’s Pizza in Wading River. The mother of three only moved to North Carolina in the past few years. 

The GoFundMe campaign has already raised close over $7,300 of the $200,000 goal within a month, with 127 individuals having donated. The is a currently trending campaign on the site. 

“Lisa is really overwhelmed with the amount of support she has been receiving,” Pepper-Byron’s sister said. “She is doing her best to remain strong during this
difficult time.”

Pepper-Byron recently underwent surgery to remove two tumors from her brain to try to prevent the cancer from spreading to her spine. After the surgery, she began another round of chemotherapy. 

“Our family is very grateful for the amount of love and generous contributions Lisa has been receiving on her GoFundMe campaign,” Pepper said. 

All funds collected from the campaign will go for treatments, medications, a reliable vehicle and short-term expenses for her and the family. The family hopes people support the campaign so that Pepper-Byron can undergo her chemotherapy treatments without the worries of all the expenses involved. Following a months-long search process, the Rocky Point school district has selected Scott O’Brien as its next superintendent of schools. O’Brien will succeed Micheal Ring, who is set to retire this summer after 11 years of service to the school district, the last nine years as superintendent of schools. The school board named him to the position at its April 16 meeting.

“During the application process, it became evident that the candidate best suited and qualified to lead our schools into the future was already part of our administrative team,” said board president Susan Sullivan. “In his many years working in our district, Scott has cultivated strong connections with parents, students and residents alike. This, combined with his passion for education, convinced the board that he will continue to serve our district well in this new role.” 

O’Brien, who currently serves as the district’s interim assistant superintendent, has nearly two decades of educational experience in the Rocky Point school district. He served as a principal in the district prior to his current position, most recently for Rocky Point Middle School and previously for Frank J. Carasiti Elementary School.

O’Brien earned his doctorate in educational leadership and accountability at St. John’s University, professional diploma in educational administration at SUNY Stony Brook, master’s in literacy from Dowling College and bachelor’s of science in psychology and special education from Le Moyne College.

“Rocky Point has always felt like a home away from home for me, and I am honored and humbled to begin this new professional journey here,” the incoming superintendent said. “This district is well-regarded for the robust educational offerings we provide to students at all levels … I look forward to working collaboratively with the staff, students and community to take our district to the next level of excellence.”

Several businesses have already converted to renewable products

Come January next year, Suffolk residents will likely be slurping down their iced coffees using paper straws, instead of the usual plastic.

As Suffolk lawmakers passed bills aimed at reducing plastic and polystyrene waste in the county April 9, food business owners will need to begin the process of adjusting to the new restrictions on plastic straws and polystyrene, more commonly known as Styrofoam, food service products. 

As per the new bill, food establishments would be required to provide straws and stirrers by request only, and they would have to be biodegradable — not plastic. For customers with a disability or medical condition, plastic straws will be made available by request.

“The scale of the worldwide single-use plastics problem has become an ever-increasing threat to our environment and everything that relies on it, including human health,” said Legislator Kara Hahn (D-Setauket). “The plastics crisis is more urgent than people realize.”

Some businesses in Suffolk County have already made the switch over to biodegradable options. Local’s Cafe in Port Jeff doesn’t use plastic straws and stirrers, and only uses paper goods, while Soul Brew in St. James said they switched over to paper goods at the end of last summer.  

Constantinos Drepaniotis, co-owner of the Setauket Village Diner, said he and others have advocated for the environment and said the bans are quite a big step in right direction. 

Drepaniotis’ diner hasn’t used Styrofoam food service products for close to two years and has begun reaching out to vendors for plastic straw alternatives. He has considered distributing reusable straws to his customers as well. 

While the price of these alternatives has concerned business owners, the restaurant owner said it is business’ responsibility to be proactive and help in this environmental cause. The owner said he will not let the cost affect the business and it will adapt. 

The Styrofoam bill would bar businesses from using items such as cups, trays and containers that are made from polystyrene, as well as ban retail stores from selling those products. It will require businesses in the county to use biodegradable products, though the bill would exempt items used to store uncooked eggs, raw meat, seafood and poultry. Changes would take effect Jan. 1, 2020.

The U.S. Department of Health and Human Services classified styrene as a potential human carcinogen and, according to the U.S. Environmental Protection Agency, polystyrene manufacturing process is the fifth largest creator of hazardous waste in the United States. 

“[Styrene has] recently been upgraded from a possible carcinogen to a probable carcinogen — a cancer causing chemical,” Legislator Sarah Anker (D-Mount Sinai) said at a Feb. 13 press conference advocating for the bills. “Long Island has some of the highest cancer rates in the country.”

An employee from Tiger Lily Café in Port Jefferson said she dislikes plastic straws and hopes the new ban will potentially get people to bring their own reusable straws, mentioning that it is very expensive right now to purchase biodegradable alternatives, like paper straws. 

While acknowledging the ban would be good for the environment, she said the cost is something a lot of entrepreneurs will have to deal with. The employee also hopes as the demands for these paper goods increase eventually the prices will go down and manufacturers will make it more cost effective. 

Other businesses have been using alternatives to polystyrene containers. Setauket Pita House said it doesn’t use Styrofoam food containers and currently uses aluminum foil containers.   

Officials also passed a third bill that would prohibit the sale of single-use plastic cups, utensils and beverage straws from county beaches and parks. 

Last month, the Legislature approved a companion bill that would replace existing water fountains with new ones designed to allow bottle filling at county facilities and county-owned parks that have water dispensers. 

The bills will now go to the county executive’s office to be signed into law.

For the members of the Centereach and Newfield high school robotics teams, they have spent months and countless hours building and perfecting their robots in hopes of getting to their ultimate goal they set out at the start of the season. After both teams performed well at Southern New York State VEX Championships earlier this month, the duo has earned a spot in the VEX World Championships taking place April 24-27 in Louisville, Kentucky.

Nicholas Parrinello, Centereach Cougears Robotics adviser and technology teacher, said it all comes down to the student involvement.

“It is not a mentor- or teacher-built robot — it’s all them,” he said. “They come up with the design, test them and make sure it performs well.”

The second iteration of the CHS robotics club/team has been around for the past three years, and Parrinello said this has been the team’s best year culminating in the team being a semi-finalist at the state championship in March.

“To see your name on the screen in second place is a big deal,” he said. “It makes the time you put in worth it — it’s fulfilling.”

Cory Fitzgerald, Newfield Roverines Robotics adviser and technology teacher, said for his students it’s more than a club to them, it’s a culture that they get into and something they want to get better at.

“We had a very young team this year,” the NHS robotics adviser said. “We thought this would be a rebuilding year but we came in and did really well.”

The Roverines won the state championship in 2017 and 2018, and this is the third time the team will go to the world championship. Returning and new team members had some big shoes to fill after a majority of the team left for graduation.

Fitzgerald said initially in the beginning of the season the team didn’t fare too well in its first competition, getting eliminated in the semi-final. For some members of the team this was the first taste of defeat as up until that point they had never lost a competition, and they had made it to the finals of every competition they had been to in the past four years.

“It was a wake-up call for some of these students,” he said. “They came back to this room and disassembled the robots right down to the base and built another one from scratch.”

To the team’s credit, they bounced back winning, its next two regional competitions.

“The students have really progressed this year,” he said. 

Team members of both teams reflected on their accomplishment and journey to get to Worlds.

“It’s exciting. It’s only our third year and its rewarding [to get to Worlds] after going through so much,” Victoria Heffern, president of the Centereach robotics team, said.

The CHS senior said when they first formed the team everything was new to them, and they were testing the waters and gaining experience. The team got better in their second year and they built on that coming into this season.

“It’s amazing how far we’ve come,” 11th-grader team member Kumpu Ide said.

Team member Erik Swanson said everyone spends a lot of time working on the robots trying to make it the best they can.

“We have shown to the district what we can do and what we are capable of,” the 11th-grader said. “It has allowed us to do more things. Without their support I don’t think we would be able to do what we are doing now.”

This year’s VEX robotics competition challenge is called Turning Point. The game is played on a 12’ x 12’ square field and there are two alliances, one red and one blue, that make up two teams each. The alliances compete in matches consisting of a 15-second autonomous period, followed by a two-minute, driver-controlled portion.

The goal of the game is to get the highest score than the opposing alliance, and they score points by completing a number of tasks including shooting balls at a colored flag, flipping caps to their designated color and climbing on a platform.

Carlie Flanagan, president of the Newfield robotics team said the team is looking forward to the upcoming competition.

“It’s a great experience,” the team president said. “It’s a competition, and we take it seriously, but we also try to have fun. There are a lot of teams that go once, but we are really lucky that we’ve been able to go the past three years.”

Kevin Swayze, lead builder and driver for the team, said it can get nervewracking sometimes during the elimination rounds in events, but it also builds confidence and he believes it’s a good experience overall.

“It’s really great. You meet people from different states and countries,” he said. “It’s fun, and it’s something you don’t get exposed to often.”

With the rise in demand of STEM-based education curricula in schools, the high schoolers agree that the exposure from being in the club has increased their interest in robotics, engineering and programming. Also, it has opened doors for them in their pursuit for a potential career down the line.

“A lot of the kids in the club have an interest and want to pursue it,” Parrinello said. “It is very fulfilling for me to see students excel.”

The CHS teacher said when students start in 9th grade, they are kind of green, and he tries to push them in a direction beginning with showing them the basic fundamentals of building a robot.

“People graduate, and the next class comes in there’s always those couple of kids that are really interested in it and that’s what I look for,” he said. “You look for the students that are inventive.”

Fitzgerald expressed similar sentiments saying he has a great group of students and a lot of them have a passion of going into the robotics field as well.

“By being here they are getting hands-on experience, learning how to write code and build robots,” he said.

Both Heffern and Flanagan plan on attending Worcester Polytechnic Institute in the fall to study robotics. CHS senior Aidan Donnelly plans on creating a VEX robotics team at his college.

The returning members on both teams hope to expand the club and team in the coming years 

“We want to expand the program and possibly have multiple teams, so everyone can get hands-on experience,” CHS 11th-grader Ide said.

NHS team member Jackson Mazer said around 50 students expressed interest in the club this past year. A majority of them were freshmen.

“One of our goals [in the beginning of the season] was to make it to this competition. Now all of our goals is to go further and maybe win this thing,” CHS 11th-grader Swanson said.

Village to call March 21 Crazy Sock Day

While a nice pair of socks draws the eyes down to the feet, John and Mark Cronin of John’s Crazy Socks ask that one look up, at the whole person and see what an individual can do, no matter the limits

As part of their ongoing speaking tour, John and Mark Cronin of the Huntington-based John’s Crazy Socks, spoke to members of the Port Jefferson School District Special Education PTA and students April 8 about their inspiring story and the continuing strength of individuals with differing disabilities. 

The Huntington father-son duo’s story began back in 2016 when John Cronin, a 22-year-old entrepreneur with Down syndrome, was trying to figure what he wanted to do after he graduated from Huntington High School. 

Mark Cronin, John’s father, said together they looked at job programs and a college, but the younger Cronin didn’t see a lot of choices he liked.

Around that same time, the business the father worked for shut down overnight, leaving him suddenly unemployed. 

That’s when the son came up with the idea of going into business with this dad.

“[He’s] a natural entrepreneur — I don’t see something I want to do, so I’ll create it,” the father said. 

The 22-year-old entrepreneur went through a few ideas for a business until he ultimately went with crazy socks, stating that he didn’t like the selection he found at stores. 

The duo opened John’s Crazy Socks Dec. 9, 2017, and initially were only expecting a few orders. Instead, they were flooded with requests, and people enjoyed the in-person deliveries and the personal card they received with their orders.  

“We learned people wanted to buy socks, and buy them from John,” the elder Cronin said. 

From there, the company has grown to offering more than 2,300 different styles of socks, and the duo now sells internationally. Last year, they shipped over 144,000 orders, accumulated over $5.5 million in revenue and have raised $280,000 for the company’s charity partners.  

The father said their goal is to inspire, show the strengths of people with differing disabilities and their abilities.

“We are showing the brighter side of what people can do,” he said. 

Currently the business has 23 employees who have some type of disability, and according to Mark Cronin, every person working for them earns their place through hard work.

“There is no charity here, everyone earns a job,” he added. 

Over the years, the pair have advocated for jobs for individuals with disabilities. They have gone to Washington, D.C., and Capitol Hill with a special message. “People are ready and willing to work, let’s make that possible.”

The father and son were in Detroit speaking to the National Down Syndrome Society recently, and earlier last month they went on a tour of Canada with the state department.

“They are employing people with disabilities. It is important for Port Jeff SEPTA, these men and women need jobs after high school and what are they going to do.”

“We really wanted to bring him into the village and show our students what is possible,” she said. “They are employing people with disabilities. It is important for Port Jeff SEPTA, these men and women need jobs after high school and what are they going to do.”

The duo was also presented with a proclamation from the Village of Port Jeff. 

Village trustee Stan Louks presented the Cronins with the proclamation stating that every March 21 in the village will be known as Crazy Sock Day. While he added they did not have anything specific planned for the date, they are working out some kind of celebration that could help bring the community together.

“A great deal has to go to Karen Sullivan,” the trustee said. “SEPTA was not in the village and [it was] inactive — Karen really brought it back to life.”

Sullivan said this is the organization’s one-year anniversary, and for close to 17 years Port Jeff didn’t have a special education PTA. 

“It’s very exciting to collaborate with the school district and the village,” she said “Mayor [Margot] Garant has been with us every step of the way.”

Horseback riding is a sport that requires full commitment, courage and a particular skill set, one based on mental fortitude and bravery to even get up on the horse. 

For members of the Old Towne Equestrian’s middle school team, they can’t picture their lives without their horses. Now their collective passion, as well as their recent successes in tournaments throughout the season, has propelled them to the Interscholastic Equestrian Association National Finals taking place April 26-28 in Pennsylvania.

Myrna Treuting, head coach of the team, couldn’t be prouder of the girls. 

“We’ve had a pretty strong team this year,” she said. 

To get to nationals, individual and team performances throughout the season are crucial in getting the points necessary to qualify. First, if the team has enough points, it qualifies for regionals, and the top two teams then go to zone finals. The Old Towne team won the IEA Zone 2 Final March 16, securing a spot in nationals and bringing home a trophy back to the Old Towne Equestrian Center barn. Two members of the team: seventh-grader Maggie Graney of Garden City and eighth-grader Ali Treuting, Myrna’s daughter, also qualified individually to compete at nationals.   

“This is the first time that the middle school team has [collectively] qualified for nationals,” the head coach said. 

According to Treuting, the team is the top ranked middle school team in all of New York State. 

Fellow coach Lauren Sobel said the journey has not been easy. 

“They are very dedicated, hardworking and they show great sportsmanship,” she said. “Going to nationals is very exciting for us.”

Sobel said most of the girls have been riding at the barn their whole careers, and started at a very young age, some before they could
even walk. 

In preparation for nationals, the coaches have made sure the riders are securing extra practice and are getting used to riding without stirrups. 

In many of the competitions, riders draw the name of the horse they will ride out of a hat the morning of the event. It is a way of evening the playing field as many riders become comfortable riding with their own horses. 

Treuting said it’s the luck of the draw sometimes, and it doesn’t come down to the horse but to the skill of the rider. She mentioned her team has experience riding many different horses and can easily adapt to a new steed. 

“I think going to nationals is a great opportunity to advance and learn to ride different horses  outside of your comfort zone,” seventh-grader Tess Hairston of Selden said. 

Graney added the season has been pretty good, and it’s really cool to go back to nationals this year. The young girl had qualified individually for nationals last year as well. 

The members of the team are close with one another, and though they don’t go to school together, they relish the time they spend with each other at the barn. 

“It is exciting, you get to learn together and get to grow as friends,” Hairston said.  It’s nice because we get to see each other more often and do things that we love.”

Treuting has owned the Old Towne Equestrian Center for close to 30 years and started a horseback riding team about 15 years ago, just around the time IEA was created. The organization’s mission is to introduce equestrian sports to students grades four through 12. 

In addition to the middle school team, Treuting coaches a high school team and the Stony Brook University Equestrian Team as well.   

“I think we can do quite well at nationals, we have a very good team,” she said. “We are so proud of them, they work hard and they deserve it.”

After a nearly two-year site-plan process, the Northport Village Board of Trustees unanimously approved March 26 the proposed Northport Hotel at 225 Main St. 

The hotel project, once complete, will include a 24-room hotel, a 124-seat restaurant with 50 additional seats in the lobby and bar area.

“This is probably the largest investment on Main Street since the [John W. Engeman] theater,” the Suffolk County Industrial Development Agency Executive Director Tony Catapano said.

His agency approved in February a $1.3 million payment-in-lieu-of-taxes agreement for the hotel. The 15-year agreement offers the hotel savings on mortgage recording and sales and property taxes.  

Catapano said the agency determined the tax incentives would save the hotel developers about 29 percent over the span of the 15 years. By 2035, the hotel would be paying full taxes estimated at $174,268 a year. Once the hotel is built, the owners will pay about $87,000 in taxes the first year with 3 percent tax increases each following year, according to the agency. 

Catapano said the agency projects approximately 66 jobs will be created during the construction period. Once in full operation, the agency expects the hotel would also create about 40 jobs with an average salary of $34,000. Construction is expected to take 12 to 18 months.

The executive director noted that while the tax agreement will save the developers money, developers are also spending $1.3 million on the hotel’s parking structure.  

“This will be a positive for Main Street,” Catapano said. “The hotel is going to be a tourist destination for people outside the region and for residents in Northport.”

Despite being a substantial investment for Main Street, many Northport residents have expressed concern about accessibility and how the hotel could exacerbate parking issues in the village. Hotel co-owner Kevin O’Neill — with Richard Dolce — did not respond to repeated requests for comment. Both men own the Engeman theater.

But O’Neill responded to residents concerns at a Jan. 29 village public hearing saying the hotel’s parking lot would be able to facilitate about 150 cars. 

Similarly, a study released in December 2018 determined there are plenty of parking spots if people are willing to walk.

The Village of Northport hired Old Bethpage-based Level G Associates LLC to perform a paid-parking study of Northport. Their survey, which took place from August to October 2018, concluded the village’s 615 parking spaces are sufficient, with a slight exception of summer evenings.

On a typical weekday, from 10 a.m. to 2 p.m., Level G Associates found 60 percent of Main Street metered spots were taken and Main Street lots were full as well. However, the study cited roughly 100 available spaces in the waterside lots and Lot 7, located off Woodside Avenue by the American Legion hall.

“These are normal/healthy parking patterns for an active [central business district],” the report stated.

On Friday and Saturday evenings, Level G Associates found most metered parking spots and lots on Main Street were full. However, the study found “ample available parking” in the free waterside and Woodside Avenue lots that are within reasonable walking distance for downtown employees or visitors.

The only time traffic experts found an issue with the village’s parking was on summer nights, from 5 to 9 p.m. The study found the village’s parking is 95 percent full, often due to concerts and special event attendance, and could be improved through the addition of 72 spaces.

Many have attributed New York state of having “the champagne of drinking water,” though in recent years concerns over water quality have grown, especially on Long Island.

After toxic chemicals have been found in Long Island’s drinking water, 1,4-dioxane, has been found to be the chief concern on the Island, and currently it is not regulated by the state.  

The chemical has been designated by the U.S. Environmental Protection Agency as a likely carcinogen associated with liver and kidney damage after a lifetime of exposure to contaminated drinking water.

In March, 1,4-dioxane was found in private drinking wells of two homes on Oakside Drive in Smithtown where results showed concentrations higher than 1 part per billion, which is the proposed recommendation by the New York State Drinking Water Quality Council in December 2018. It is not a definitive standard, and the state Health Department is expected to propose a water standard for 1,4-dioxane in the near future. 

As a result of the uncertainty surrounding the Island’s drinking water, the Suffolk County Department of Health Services, beginning on March 25, sent informational letters and planned on visiting the 29 homes served by the wells along Smithtown’s Landing Avenue, Oakside Drive and Valley Avenue. From there, each homeowner would set up an appointment with the SCDHS and its staff will come and secure water samples from the wells.  

Grace Kelly-McGovern, public relations director at SCDHS said as of April 10 every homeowner received a letter regarding the surveys and 15 of the wells at these homes have already been sampled. Three more homeowners have requested samplings, but the department has yet to receive a response from the other 11 homeowners.

According to Kelly-McGovern, once the samples are collected, they will be sent to the Hauppauge SCDHS lab, along with the New York State lab in Wadsworth, and will be tested for 1,4-dioxane and other contaminants.  The process should take one to two months. She added it could take several months until homeowners are notified of the results of the samples. 

A concern of 1,4-dioxane is that it can’t be removed through conventional treatment methods and involves a complex process of mixing the contaminated water with hydrogen peroxide, treated with ultraviolet light and then gets sent to tanks filled with carbon where the rest of contaminants are filtered out. The Suffolk County Water Authority’s Central Islip treatment system currently has the sole advanced oxidation process system capable of removing 1,4-dioxane on Long Island, though it required state approval to get it. 

At a forum in early February, the Long Island Water Conference estimated the cost of treatment systems for close to 200 water wells contaminated by 1,4-dioxane to be at $840 million. Implementing these treatment systems, they said, could lead to higher water rates for homeowners. 

The conference coalition asked for additional state aid and for a delay in when they would have to meet the standard. 

As the issue for Long Island’s water providers continues, the SCWA board voted to create the first tiered-rate structure in the agency’s history April 1. 

The new rate structure took effect the same day and the base drinking water charge for all customers will increase from $1.95 per thousand gallons to $2.028 per thousand gallons.

The new tiered rate will be $2.34 per thousand gallons for all consumption over 78,540 gallons per quarter. Customers will only pay the tiered rate on water above 78,540 gallons per quarter, and the standard rate up until that point.

According to the authority, the action is in accordance with an initiative undertaken by the New York State Department of Environmental Conservation, which established a goal for suppliers of reducing peak season water use by 15 percent by 2021 in order to ensure the sustainability of water resources.

“Conservation rate structures have been adopted all across the country to encourage Americans to adjust their water-use habits for the long-term preservation of available water resources,” Jeffrey Szabo, the SCWA chief executive officer said in a press release. “We expect the new rate structure to help protect ratepayers who are careful in their water use and help provide the continued viability of our aquifer system.”

The 1,4-dioxane chemical has also been found in industrial solvents. A March study released by the Citizens Campaign for the Environment indicates the chemical is present in 65 of 80 household products tested, including baby products, shampoos, detergents and body washes. According to Adrienne Esposito, CCE executive director, the products were tested by the ALS environmental laboratory in Rochester which is certified by the state Department of Health. 

The CCE argues that the chemical could end up down the drain and seep into drinking water through septic systems or wells. 

Similarly, state Assemblyman Steve Englebright (D-Setauket) has introduced a bill that would ban household products containing 1,4-dioxane in the state except in trace amounts. The bill is currently in committee.

The wind was whipping along the shores of Port Jefferson Harbor April 3, ironically as local and state officials, along with representatives from energy corporations, advocated in support of a proposal to build an offshore wind “hub” in Port Jefferson to use wind for renewable energy. 

Danish energy company Ørsted, the largest energy company of its home country, teamed up with Eversource, a Massachusetts-based energy company, in submitting a joint bid to the New York State Energy Research and Development Authority. Their project, a wind farm called Sunrise Wind, would be located over 30 miles east of Montauk Point, but using Port Jeff as its base of operations.

Fred Zalcman, head of government affairs for Ørsted, said once the wind farm is operational the hub in Port Jeff would create up to 100 permanent full-time jobs as well as temporary construction jobs while the hub and its facilities are being built. 

“When completed in full scope [the project] will provide up to 500,000 households with clean and renewable electricity,” Zalcman said. “All without any visual impacts to Long Island beach goers and residents.”

Suffolk County Executive Steve Bellone (D) praised the proposal for promoting the transition to clean energy on Long Island. 

“This is about jobs and economic development,” he said. “We have talked about the importance for Long Island transitioning to clean energy — and that transition needs to happen quicker than a lot of people thought.”

The operations and maintenance hub in Port Jeff will provide dockage for a 250-foot service operation vessel. The ship would come to port every two to four weeks for approximately one to two days at a time to exchange crew and materials for the wind farm. The vessel will be able to accommodate about 60 technicians and 40 crew members.  

The county executive mentioned the proposed project is an opportunity to create a “21st century industry of high paying jobs.”

“These are the jobs of the future, and these are the jobs we want to see on Long Island and in Suffolk County,” he said. 

Zalcman said if they are awarded the bid by the state, they would need to break ground and begin construction in Port Jeff within 18 months to meet deadlines. Development could last through the mid-2020s.  

Kevin Law, president and CEO of the Long Island Association has been promoting offshore wind for the past 10 years, and he said it works. 

“We now have multi-billion-dollar international companies looking to invest in our region,” Law said. “I’ve always said our energy challenges are economic development opportunities.”

Ørsted is also the owner and operator of the Block Island Wind Farm, the first and only operating wind farm in the U.S. currently. Last year, they acquired Deepwater Wind, the company originally handling the Block Island project, and now are responsible for New York’s first offshore wind project, the South Fork Farm under contract with the Long Island Power Authority.

Maria Hoffman, chief of staff for Assemblyman Steve Englebright (D-Setauket), said the bid amounts are not made public until after the awards are announced. Each of the four major developers seeking the NYSERDA funds submitted several proposals with varying megawatt capacities.

In conjunction to the project, Ørsted announced in February it will invest $10 million to create a National Workforce Training Center at Suffolk County Community College to train students in offshore wind and renewable energy technology. The creation of the hub in Port Jeff and the training center are contingent on NYSERDA selecting Sunrise Wind in its pending offshore wind request for proposal. 

NYSERDA has said it plans on announcing the winner of the award within the month, according to Ørsted officials.
