Port Jeff village trustee candidate on finding creative responses to local issues

Lauren Sheprow, former media relations officer at Stony Brook University and daughter of the former village mayor Hal Sheprow, is running for trustee. During an exclusive interview last week, Sheprow addressed her family’s background in village politics, her experience in media relations, Upper Port revitalization, the East Beach bluff and more.

What is your background and why would you like to be involved in village government?

I’ve been working my entire life in public relations, communications and media relations — that’s about a 40-year career. I most recently was working at Stony Brook University as the Chief Media Relations Officer and prior to that I was at Mather Hospital and the public relations director for that hospital. I enjoyed those jobs immensely.

I retired from the University officially on December 31 and didn’t initially consider or think about running for trustee. My father was the mayor of Port Jefferson during a timeframe of 1979 until 1994. He was a trustee before that and a planning board chairman prior to that in the village of Port Jefferson. He also was an EMS and ambulance person for the Port Jeff ambulance. As I was growing up in that household with my siblings — I have a sister and five brothers — we all watched that, we saw him do that and it had a big impression on me. It was ingrained in me that it was an important thing to give back to the community. 

It had been in the back of my mind for a while that I did want to do something, whether it be as trustee or to do something in a different realm. I did not have time to do that while I was working at Stony Brook because that was a 24/7 job and I would never have had the time it takes to run for trustee, let alone serve. 

When I learned about and was reminded that these two seats are up for reelection, I started really thinking about it and thought that I could contribute based on my historic perspective because I grew up here and went to the schools here from pre-K to graduation. My children attended Port Jeff schools. I have twin girls who graduated in 2010 and a son who graduated in 2015. 

I’ve done a lot of volunteer work here and I’ve learned a lot about working within organizations to help things grow and improve and just foster community excellence. I was a youth baseball coach for the village of Port Jefferson, volunteered on the Port Jefferson recreation committee and I was appointed to the Country Club Advisory and Management Council. Now I am the president of the Tuesday Tournament Group, which is actually a league that’s run as a board-run program. That’s a lot of work, too.

All that said, the point is I’ve been giving a lot of my time and I’ve been noticing and recognizing where there are opportunities for the village to see strategic growth and opportunities for impact and change.

What are your key takeaways from your father’s time in public office?

My father’s legacy of community involvement has always had a tremendous influence on my choices in life. He juggled so much — with help from my mother, of course. He was first and foremost an aeronautical engineer at [Northrop] Grumman, which is what brought us to Long Island in the first place. He also served, largely as a volunteer, as mayor, trustee, planning board chair and on the ambulance company as a volunteer EMS.

He had such a tremendous impact on this community with the annexation of the Hill Crest, Pine Hill, Ellen Drive, Laurita Gate and Jefferson’s Landing developments, and the acquisition of the country club being his two most significant contributions. 

I hope to be able to emulate his community service and give back by being elected as a trustee of Port Jefferson village. 

How is your background in media relations applicable to the work of a trustee?

I really feel like as a trustee, one of the most important things you can do is communicate to your constituency and communicate in a way that is transparent, concise, responsive and addresses the questions you are getting with answers and then potentially solutions.

At Stony Brook and at Mather Hospital, we had numerous inquiries and activities that had to be addressed at the same time. It was like drinking from the fire hose at Stony Brook, so you had to prioritize, you had to find the information that was going to be responsive to the questions you were getting from all angles — including from faculty, from administration, from students and from the media. We were responsive and accountable to everyone, and we had to do it in a way that was with the consensus of leadership. 

We needed to get answers quickly, accurately and comprehensively. That really trained me for a lot of adversity. It trained me to work in a calm and thorough manner, not to be driven by agendas or a sense of urgency, but to be driven by getting the information you need that is right, accurate and has the consensus of the people who are working on the things you’re trying to learn about. 

I think that bringing that skill set to a position on the Board of Trustees in Port Jefferson will help me really dig into some of the issues that are being expressed by villagers right now and look for solutions that are supported by facts, law and the code. The code really defines how you can move through a process, so I think relying on the code and the law is a really important part of what it means to be a public official. 

In the same way that at Stony Brook that I would ask as many questions as I could and get as many responses from as many different sources as I possibly could to make sure the response is accurate, concise and responsive, I would do the same in this position as trustee and follow up and communicate in the same way I have done my entire career.

What are the most critical issues facing the village?

I think the most interesting things that are happening right now are the revitalization of uptown Port Jefferson, one. Two, what’s happening at the country club right now. I see opportunities in both areas. And the Mather Hospital project is another very interesting issue that’s going on right now. Those are three of the most important things going on in the village right now.

In terms of the uptown Port Jefferson revitalization, the progress that’s going on there is tremendous. There’s a lot of interest from new developers. Attending the meetings of the Board of Trustees and following the progress, what I have learned is that there are new developers coming forward to propose new projects and to me that’s very exciting. Shovels in the ground means progress and creates excitement. It fosters the axiom that, “If you build it, they will come.” I believe that’s happening right now. 

The other issue or opportunity I see is bringing the country club back to all village residents. What I would love to work on is bringing the country club back to the community so that the community can enjoy it, not just as a golf course but as a place to foster a social and cultural environment. That’s what the purpose of the country club acquisition was originally, it’s in the original documentation. Let’s go back to the future and find a way to welcome all residents back to enjoy that facility in the way it was meant to be enjoyed.

And I’ll touch on the bluff for a second: the bluff and the country club are not one and the same. The bluff is village property. The village has got to safeguard its property, it’s got to safeguard those beaches and that groin. There is a roadway down to East Beach and there is a groin between that roadway and the country club parking lot. As the erosion continues, that groin will fail and you will lose access and you will lose the beach. That is one of the things that will happen if that bluff were not restored. 

It’s the village’s responsibility to take care of that property and this is the best way to do that right now. To me, it’s a no-brainer. And it’s not to preserve the building. It’s to preserve village property, the safety and security of village property. That’s what the role of the Board of Trustees is: to preserve and keep safe for the residents of the village, the property and the community.  

As trustee, my commitment is to get to the bottom of the issues at hand and proactively engage concerned villagers in the process.

How can residents play a more active role in village decision-making?

The village offers ample opportunities to become involved in the decision making process, as is demonstrated by the numerous committees, councils and volunteer organizations that exist, including the page on the village website called “Get Involved.” 

There is an opportunity for a more robust and active recruitment for volunteers within these organizations — an experience I encountered while on the CCMAC and the Recreation Committee, which is currently dormant. 

Succession-planning on boards and committees is important, and village trustees as well as those board chairs should be thinking about that from the moment they begin their tenure, so when someone decides to resign or a term limit is reached, there is a resource already in place to step in with no down time. The Trustee Liaison to each respective committee or board should be responsible for that. 

It’s also clear that communication is an important factor and some in the village feel they aren’t getting the information they need to have an impact on decision-making. As someone who has worked in the strategic communications field for nearly four decades, I can say without hesitation that the communications resources and efforts from the village are robust and in accordance with village code. From the e-newsletter, to the YouTube Channel and streaming and posting to the archive live meetings, to the social media efforts, an incredibly responsive website, and other forms of email outreach, plenty of communications redundancy exists. 

What is also important is that residents know that if they want to express a concern or get involved, they will be acknowledged and responded to in a timely manner and can feel confident that their representative on the Board of Trustees will help resolve the issue at hand. As trustee, my commitment is to get to the bottom of the issues at hand and proactively engage concerned villagers in the process.

Is there anything else you would like to say to our readers?

I love this community, but that’s not what makes me stand out because I know everyone that’s running for these two seats loves this community as well and wants to see it thrive. 

Vision, coming up with creative solutions that don’t add an extra burden on the taxpayers, and knowing how to get things done is what set me apart at Stony Brook and at Mather Hospital and will serve me well as a trustee. I’m a questioner, a problem-solver and a communicator, but I also understand how difficult it can be to navigate the bureaucratic labyrinth from working at Stony Brook for so long, and at Mather. Both entities provided me with great insights into how to get things done within the public sector. 

I will hit the ground running. I have been attending board meetings, following the planning board and zoning board of appeals issues, and I have engaged in conversations with a number of people to understand what is most important to them and thinking about how it may be addressed or how to raise it as an issue. This is my commitment.

What turned out to be a stressful summer has ended up working out.

James Luciano spent half his life working at the PJ Lobster House in Port Jefferson. Originally located on the corner of Main Street and North Country Road in Upper Port, the business was forced to move into the former Ocean 88 space at 134 Main St. 

Luciano started working at the original location in March 2000. A friend at the time asked him to help in the kitchen. 

“I was in high school at the time,” he said. “I started working in a kitchen, and then I just slowly worked my way up.” 

At only 18, during his first year of college, Luciano began managing the restaurant. He said that at the time the Lobster House’s original owners — a lobsterman and his wife — didn’t have anyone who could do the day-to-day chores. That’s when he stepped up and the rest is history.

“I kind of took over at that point, and then slowly evolved it from being a fast-food fish market into a full-scale restaurant. I oversaw the whole operation,” he said. 

While being a student by day, he helped change the shape of the spot. He separated the fish market and the dining room into what its layout has been known for since. He got real plates, china and alcohol — not just beer and wine. He helped expand the menu from two pages to 10.

When Luciano finished school, he decided it was time to either move on or take full charge. That’s when he officially purchased the restaurant.

“The original landlord actually gave me the loan to buy the Lobster House from the previous owner because he wanted a long-term tenant,” he said. “He gave me a 14-year lease and the loan to buy them out. Then we just expanded over the time.”

According to Luciano, that lease was up last July. For more than a year before that, he started sending the landlord letters and making phone calls to find out what the next steps were in the terms of their agreement. 

Luciano said the landlord was short, and then eventually stopped answering his inquiries altogether. 

“I was getting kind of nervous,” he said. “What’s going to happen? What are we going to do?”

He said he met with developers from The Gitto Group. Then he found out that they were in talks to buy the property, where his location sat, for a new planned apartment complex. The group already owns The Hills at Port Jefferson Village, across from Port Jefferson train station, and The Barnum House at the corner of Barnum Avenue and Main Street. The group is also in the middle of creating The Brookport, an apartment complex going up where the old Cappy’s Carpets building once stood.

With the cost of the property being too much for Luciano to buy back on such short notice, he and his team began scrambling to find a new home for the Lobster House. As a member of the Port Jefferson Business Improvement District, he was able to talk to the owner of the mall on Main Street who gave the idea to move into the former hibachi space in the back. 

“We talked some numbers, we made a deal and it worked out very beneficial,” Luciano said. “And then we got hit with a pandemic, so then we were like, ‘Well now, what?’”

The cost to move was expensive and with capacity limits, indoor dining restrictions and PPP loan confusions, the COVID-19 crisis made the situation harder. 

“It was a rollercoaster ride, for sure,” he said.

But as usual, Luciano made the best of the situation. He began the buildout of the new location throughout the summer with a skeleton staff due to COVID restrictions. 

“That being said, I’ve been going 24/7 since the pandemic,” he said. “My last day off was March 23 last year, other than Christmas.”

With the help of the village, local fire department and the Town of Brookhaven, the new PJ Lobster House was able to open the first week of December 2020. 

“As soon as we unlocked the door, we’ve been busy ever since,” Luciano said. 

The move allowed the restaurant to have lunch specials and more dining space. He brought in a sushi chef and a big bar for quick bites and a drink. 

Luciano said that at first he was angry, stressed and betrayed. But six months later, it’s all water under the bridge.

“You know, like the old saying goes, you make lemonade out of lemons,” he said. “That’s pretty much what we did here, and I think having to be pushed to move was really beneficial because we really evolved into this animal.”

And while business is better than ever, new struggles ensued in light of the pandemic. Hiring a kitchen staff has become near to impossible and the state Liquor Authority often made threatening visits to Luciano’s business. Parking has been “a nightmare,” and even swayed him to purchase a parking kiosk from the village where older clientele can pay for parking without using the QR reader meters in the back lot. 

“We get a huge amount of people that complain on a daily basis about the parking and how to pay for the parking,” he said. 

The new kiosk, which personally costed him $2,500 to obtain, now helps visitors pay with a card rather than their phone.

But he continues to power through.

“Overall, I’m extremely happy with the location,” he said. “The clientele is much different, the relationships we’re developing with the people now is much different than what we had uptown.”

The fish market has now gained regular customers, who have started bringing their friends. 

“We’ve developed that hometown restaurant the village was kind of lacking where everybody’s going to,” he said. 

While Luciano spent his entire career, from teenage busboy to owner, in Port Jefferson, the Coram native and resident said he’d eventually want to settle down here, full time.

“I told the Gittos that I’m waiting for my penthouse on the top from the building that you took from me,” he joked.

The former Café Bada-Bing finally went “bada-bye.”

Steps away from the train station in Port Jefferson, construction crews began to knock down the former vacant bar on April 12.

Last known as the Bahia Bar & Discotec, the plot will soon be home to a new mixed-use site with 45 units of housing and more than 3,000 square-feet of ground floor commercial space to be called Port Jefferson Crossing.

Village Mayor Margot Garant put her hard hat on and got behind the bulldozer, to help knock down its first wall. 

“This is a revitalization project that’s been going on now for many years,” she said. “We’re finally out of the planning process and into the building process.”

This is the first step toward giving Upper Port its much-needed facelift, including revitalizing the train station, building affordable and safe housing for young people and senior citizens close to the LIRR.

According to the IDA, Port Jefferson Crossing is a $24 million project that will construct 45 units of residential workforce housing in the heart of Port Jefferson.

The affordable housing component will be given out based on a lottery system, and will be located at 1609-1615 Main Street, currently the site of two vacant buildings.

“The public private partnership with the Brookhaven IDA, Suffolk County and the Village of Port Jefferson is instrumental in bringing Port Jefferson Crossing to fruition,” said Roger Pine, vice president of Development of Conifer, in a statement. “This is a long-term partnership that will bring continued revitalization to areas most in need in Long Island.” 

Garant added that this project was a collective effort of several state agencies to bring life back to uptown, and Suffolk County Executive Steve Bellone (D) complimented the mayor for her efforts. 

“Some good things are happening,” he said. “You’re making things happen here on the local level. You’re doing the things necessary to create   vibrancy, to create opportunity to create a place that people will flock to here, right around this train station.”

He said that a mixed-use building like this one will make the region more attractive to young people.

“We need to build a growing sustainable innovation economy,” he added. “You’re at the fore-front of doing that work and making it happen. And certainly, building more affordable housing in our downtown is key, not only to revitalizing and creating more vibrancy downtown, but to creating a prosperous economy.”

The land-clearing demo will take about two weeks before its ground-breaking event and the actual building.

A Port Jefferson Village trustee wants to look to the past for inspiration while visualizing future construction.

Village board member Bruce Miller publicly introduced a draft of a resolution Dec. 4 born out of a meeting of the Architectural Review Committee, which if passed would require new buildings in the village’s commercial districts both uptown and downtown to adhere to designs consistent with Port Jeff’s “Victorian, maritime heritage.”

“We have a village for which there are a lot of reasons for people to come to Port Jefferson, either to visit, to live or to establish a business, and we believe that the charm of the community is part of that,” Miller said during the meeting. “We feel that we would want to emphasize our strong points. Development has been somewhat haphazard in the past, and we have a number of architectural styles. The core architectural style is a Victorian style.”

Miller, one of three members of the architecture committee, was outspoken about the look of various construction projects already underway in the village in February.

“This is a Victorian village but we’re turning it into hodgepodge lodge here,” he said during a meeting. “There’s just no cohesion here.”

Miller admitted after reading the drafted resolution during the meeting he didn’t expect immediate action from the board on the matter, but rather to begin a conversation with the hope of a resolution similar to the one proposed eventually reaching the point of a board vote.

“We have a number of mixed styles that have been constructed over the years in the village, and we, the committee, feel that establishing a brand — establishing Port Jefferson as a Victorian, maritime village as far as image is concerned and architecture — is important and helpful,” he said. “Sometimes developers want to build things that are maybe in the style that they prefer. Maybe they want to build things that are just cheaper to construct. We feel that this resolution highlights some direction for the future in terms of what will be more attractive to bring people to Port Jefferson in terms of visiting, tourism and property values.”

The committee’s other two members also attended the meeting and voiced support for Miller’s resolution.

“Because of the recognized history of the Victorian architecture in Port Jefferson Village, and because I believe that upper Port and lower Port should be coordinated in that effort, I feel that trustee Miller’s suggestion has merit and I would appreciate some thoughtful consideration be given to that,” said Kathy Schiavone, a six-year member of the committee.

Jackie Mooney also spoke during the meeting, calling her committee member’s suggestion “a very good one.”

Heritage Open Days, England’s largest festival of history and culture established in the mid-1990s to increase appreciation for the country’s cultural assets according to its website, points out several architectural characteristics considered to be of Victorian style, including patterned bricks, terraces, stained glass, front porches and high towers with pointed roofs. Many homes in the village share the characteristics associated with Victorian-era architecture. Certain village events, like the Charles Dickens Festival, are even billed as odes to Victorian-era culture..

None of the other Port Jeff Village board members commented on Miller’s proposal during the meeting.

Port Jefferson Village’s vision for upper Port revitalization became a little clearer this week. The village was awarded a $500,000 grant from Empire State Development, the state’s economic development arm, as part of the Restore New York Communities Initiative, which was created to support municipalities in rehabilitating blighted commercial properties.

The money will be used for infrastructure and demolition needs on five adjacent parcels near the intersection of Perry Street and Main Street, about a block north of the Port Jefferson Long Island Rail Road station. This comes on the heels of the village receiving a $250,000 grant from Suffolk County earlier in January as part of its Jumpstart program for transit-based improvements around the train station. The village is calling the multiphase project Uptown Funk.

“Now being recognized by New York state regional economic development dollars, that’s the exclamation point at the end of the sentence,” Village Mayor Margot Garant said in a phone interview. “I think the momentum is picking up behind us.”

The ultimate plan is to transform the area into a mixed-use, housing and retail area.

“This combined New York state and Suffolk County funding will be the turn-key to bring Uptown Funk alive, attracting young professionals, families and visitors to the area, spurring regional economic growth,” the village’s grant writer Nicole Christian said in a statement.

In an interview after receiving the Jumpstart money from the county, Garant stressed the importance of inter-municipal cooperation in trying to reach her goal of turning upper Port into a suitable gateway for the harborfront village.

“We’re working with all of these different agencies — largely state agencies — but to have the county executive and the county behind us giving us this kind of money, they’re investing in what we’re doing here,” she said. “They see the big picture, and I think that’s one of the things that made Steve [Bellone] a little unique in his role as county executive. He’s done this before in other areas and he knows what needs to be done.”

The village took the step to commission a blight study in May 2016 in order to qualify for an urban renewal plan, which is required by New York state general municipal law. Because the study concluded the cluster of parcels was indeed a blighted area, the village will have the option to impose eminent domain over property owners should an agreement not be reached for the village to purchase the property, or if owners do not comply with the revitalization plans, according to Garant. The Mayor has said throughout the process she does not foresee the need for eminent domain to be used, but it is a “tool in the toolbox” should the village find it necessary. She added that she has spoken to property owners in upper Port who are excited to get the process started.

At a public hearing to discuss the urban renewal plan earlier in January, some people in the community were concerned about a lack of affordable housing in the area.

Barbara Sabatino, a Port Jefferson resident who owns Port Jeff Army Navy, a retail store in the blighted area, said she is in favor of revitalization, but acknowledged that redevelopment could push out hardworking families who can’t afford an increase in rent.

“Other than the people who rent a room out of their house — and there’s an awful lot of those in Port Jeff Station — I don’t see any safety net for those people,” she said. “If you want to clean up the area and make it more attractive, we need to change the mixture of tenants.”

Garant responded to Sabatino’s concerns.

“I think it’s a careful balance between wanting to keep young families and senior citizens and people who want to afford to live in the village as a family unit or individually, and other situations where you have people who bring other people in to help them pay the rent,” she said.

Other members of the village board have voiced their support for the project and desire to improve upper Port.

“I’m really happy to see the village moving forward on this particular issue,” trustee Bruce D’Abramo said during a board meeting in September. “It has been a clear goal of mine since I became a trustee to do something about upper Port, and this is one of the mechanisms that I’m happy we can embrace.”

The village has put out requests for qualifications to begin the process of selecting a private developer or developers, and they expect to begin the project sometime in the spring.
