Working Families Party voters of Huntington Town will get the chance to choose between five town board candidates in a primary election on Sept. 10.

Councilwoman Susan Berland (D) and candidate Keith Barrett are the two candidates backed by the Working Families party. Charles Marino, Richard Hall and Valerie Stringfellow are also running in the primary.

“The Working Families Party endorsed Keith Barrett and Councilwoman Susan Berland because they’ve demonstrated they share our values and support our key legislative issues like raising the minimum wage and passing paid family leave,” Emily Abbott, the WFP Long Island political director, said in an email. “We have no doubt they will be the best voice for Huntington’s working families.”

Since submitting their names to the Suffolk County Board of Elections, Hall and Stringfellow have both decided not to actively campaign. While their names will still technically be on the ballot, they said they have put their support behind Marino and Barrett, who they believe best support minorities in Huntington Town.

Marino said he is running to bring an end to the corrupt political system in Huntington. “As a registered Working Families Party member who believes in putting workers first, not in lining one’s pockets, I am challenging Ms. Berland in the primary,” Marino said in a statement. Attempts to reach Marino were unsuccessful.

Meanwhile, Barrett and Berland said they’re the best picks for the WFP line.

“I come from a working family,” Barrett said. “I’m a union guy, a blue-collar worker. I’ve always been in the working guys shoes.”

Barrett is a Huntington native. He went to Walt Whitman High School,and started his own business, Barrett Automotives, in 1997 in Huntington Station. He is currently the town’s deputy director of general services.

Berland, an incumbent who is seeking a fifth term, said she is the only town board member who has been a member of a union during high school and college.

“I’ve passed legislation that helps our town workers,” she said. “I’m very pro-workers and I’m very pro-military. I am a staunch labor and working families supporter.”

A primary election for the Democratic Party line in the race for the Huntington Town Board has been squashed.

The campaigns of former Highway Superintendent William Naughton and Huntington Station resident Andrew Merola — who were vying for the line against incumbent Councilwoman Susan Berland and running mate Keith Barrett and hoping to win in a primary election — came to a halt earlier this week after a number of signatures on their candidate designating petitions were rendered invalid.

Naughton lost a challenge waged by two committee Democrats in state Supreme Court and the Suffolk County Board of Elections ruled a number of signatures on Merola’s petition invalid.

Signatures may be deemed insufficient for several reasons, including whether or not a person is a registered Democrat, or registered to vote and more. Candidates need 1,000 valid signatures to get on the ballot, and those petitions were due July 9.

Merola submitted 1,097 signatures, Naughton garnered 1,552, Berland and Barrett, who were on the same petition, collected and submitted 2,600 signatures, according to Anita Katz, the Democratic commissioner at the BOE.

Several Democrats filed objections to Naughton’s and Merola’s. The BOE reviewed Merola’s petition and ruled that a swath of signatures did not count, bringing his total count below 1,000. In Naughton’s case, two Democrats, Sherry Ann Pavone, a Northport resident, and Anne Berger, of Huntington, filed a lawsuit challenging the petition’s signatures under election law. Sandy Berland, Councilwoman Berland’s husband, represented the two pro bono, he said.

After the judge reduced Naughton’s signature count below 1,000, the former highway superintendent bowed out, Sandy Berland said.

“He made the judgment to end at that point,” the attorney said. “And of course we couldn’t end unless he agreed not to take an appeal.”

Naughton’s campaign declined to comment on Friday.

Merola didn’t immediately return a call seeking comment on Friday, but he took to Facebook to air his frustrations.

“Unfortunately, both myself and Bill Naughton have been forced off the ballot, thanks to Susan Berland and her husband deciding that they know better then the citizens of the Town of Huntington,” he wrote. “Instead of giving the voters a choice on who they’d like to represent their interests, Susan Berland has made that decision for you. We should have had four choices on [Sept. 10], and now, we won’t even have a vote.”

Sandy Berland, however, pointed out that petitions require valid signatures on them that abide by election law. He noted there’s a legal process in place to pursue challenges to those signatures.

In an interview this week, Susan Berland said she was pleased with the results.

“Keith Barrett and I are the designated candidates from the Democratic party,” she said. “We went through the process. We screened. We appealed to the Democratic membership and we got the nomination. I am proud to continue to represent the Democrats, and thankful that the Democratic party fended off any challenges to their designations.”

Board adopts swifter timelines for removal

Rules for dealing with graffiti in Huntington Town just got stricter.

The town board on Tuesday unanimously approved amendments to Town Code backed by Councilwoman Susan Berland (D). The changes create a faster process of all graffiti removal from both residential and commercial properties, and an even speedier timeline for removal of bias or hate graffiti.

Berland’s amendments were subject to a public hearing in early June.

“I’m very glad it passed, especially unanimously,” she said in a phone interview. “It’s important we have graffiti laws that will try to control this issue and also stop graffiti before it gets done.”

Residents of Huntington Town will now have 10 days after they receive a summons to remove graffiti from their property. If the 10 days expire and the graffiti has not been removed, the town can send Huntington Town General Services Department employees in to remove the graffiti. The resident will be charged for the cleanup fee, as well as a $250 administrative fee.

If the owner fails to play the cleanup bill within 30 days, the property will be added to a graffiti blight inventory, which would cost homeowners $2,500, and commercial property owners $5,000. Owners who do not pay the fee will have the bill become a lien on their property.

Berland is most excited about the section regarding graffiti containing hate speech.

“I think people agree that hate language should not be tolerated in any circumstance, so that’s a really important aspect for me,” Berland said.

The time frame is much shorter for graffiti with hate crime, with a total of three days to remove it once a property owner gets notice of violation, before the town takes action.

According to Berland, the amendment could become effective in about 45 days.

“Overall this will encourage owners of properties to make sure their properties are maintained properly,” Berland said.

Eight individuals submit petitions to run last week

A primary election is brewing for the Democratic Party line in the Huntington Town Board race this November, but it won’t happen without a fight.

Last Thursday marked the deadline for candidates running for offices in Huntington Town to file necessary signature petitions with the Suffolk County Board of Elections. And already, the validity of some of those petitions has been challenged in the form of general objections. General objections reserve a candidate’s right to file specifications of objections at a later date — and this year, that date is July 20.

With two open seats on the board, and four Democrats seeking the ballot line, a primary is pending if the contenders whose petitions are being challenged emerge unscathed. Objections to signature petitions can include claims challenging the validity of the signatures, the validity of a person carrying the petition and other issues, according to Nick LaLota, the Republican Suffolk County Board of Elections commissioner.

Incumbent Susan Berland (D) and her running mate Keith Barrett (D), who is the town’s deputy director of General Services and president of the Huntington Station Business Improvement District, are endorsed by the Huntington Town Democratic Committee to run for the board. Democrat contenders Andrew Merola, of Huntington Station, and former longtime Highway Superintendent William Naughton — who are not endorsed by the committee — face general objections by a number of individuals, according to a document provided by LaLota.

Earlier this week, Berland said the Democratic Party in Huntington is united, despite a potential four-way race for the line.

“The rank and file of the Democratic Party is clearly behind myself and Keith Barrett,” she said. “That can be [evident] from the collecting of signatures. All of mine and Keith’s signatures were collected by Democratic Committee people. The other two can’t say the same.”

When reached on Tuesday, Merola, a business account manager at Verizon, said he’s been notified of getting a general objection to his petition, he realizes it’s part of the standard protocol of election and he’s waiting on more specifics about the objection. He said he stands by his petition and won’t be challenging others on their petitions.

“I’m not interested in playing those kinds of political games,” he said. “It shouldn’t be about who has the best lawyers. It should be about who has the best ideas.”

Candidates for Town Board on other party lines are also facing objections. Incumbent Gene Cook (I) is being challenged by two objections and Charles Marino, an East Northport man, who is vying for the Working Families Party line, is facing a string of objections as well. Berland and Barrett are also vying for the line.

In total, eight individuals are attempting to run for the two open seats on the Town Board — Berland, Cook, Barrett, Merola, Naughton, Northport-East Northport school board Trustee Jennifer Thompson, Huntington Station resident Michael Helfer and Marino.

Election day is Tuesday, Nov. 3.

Employee attendance to be tracked electronically

Huntington Town employees may soon have their work time and attendance tracked by a new electronic system.

The board voted unanimously by resolution earlier this month to authorize the implementation of an electronic time and attendance system. The resolution was sponsored by Huntington Town Councilwoman Susan Berland (D) and seconded by Councilman Gene Cook (I). The new electronic system will replace an old paper sign-in system.

“There has to be a system in place to track employees’ times,” Berland said in a phone interview this week.
The resolution was adopted for two reasons, Berland said.

In 2013, an audit of the town’s payroll costs by New York State Comptroller Thomas DiNapoli’s office found the town had issues monitoring its overtime and leave benefits that could have entailed higher payroll costs.

The audit findings resulted in a recommendation to upgrade the town’s outdated time and attendance system.

Issues with overtime and leave are expected to be alleviated by the updated electronic system, which was a major finding of the 2013 audit. The audit looked at records from January 2011 through May 2012, and found that Huntington Town allowed employees to accrue more leave than bargaining agreements permit.

Implementing the electronic system also fulfills a requirement to qualify for tax relief for New York State taxpayers as part of the Government Efficiency Plan program. The plan, which is outlined on the state Division of the Budget page on the New York State government website, states that local governments and school districts can generate relief for taxpayers and qualify for the program by reducing costs through the consolidation of services.

The new automated system would be a step in the right direction to qualifying Huntington Town for the program and fulfilling the state requirements, Berland said. The new system was available on the New York State contract and procured with the New Jersey-based company SHI International Corp., according to the resolution. The total cost, which includes service contracts, computers, software and printers, will be $255,000.

“It helps lower payroll costs in the end,” Berland said, which she said is a key deciding factor in gaining approval on the town’s Government Efficiency Plan.

The new system will also serve to provide the town with “a more uniform sign in policy,” town spokesman A.J. Carter said during a phone interview.

Berland said there is not yet a timetable in regards to when the new system will be up and running, and that she did not want to speculate on a date.

“We have to develop a plan about how and when to institute this,” Berland said.

Findings on a traffic study for the heavily traveled Woodbury Road fell short of some residents expectations Monday night, when engineers recommended against adding traffic signals or stop signs on the thoroughfare that connects Huntington and Cold Spring Harbor.

GEB HiRise, the Uniondale engineering firm that spent 10 months on the project, announced the results of their traffic study to about 60 residents at Huntington Town Hall, at a meeting sponsored by Councilwoman Susan Berland (D).

Martin Doherty, GEB HiRise senior traffic engineer, said the firm conducted the study over 10 days, laying rubber tubes across the road that tracked both the volume and speed of traffic.

Despite resident reports of dangerous traffic activity on the road, GEB HiRise recommended only minor changes.

Doherty said during his presentation that the maximum speed clocked on the road over the 10-day study was 76 mph, by a car passing by at night. For the bulk of drivers traveling on Woodbury Road during the study, the average speed was 44 mph.

The speed limit on the road is 30 mph.

Doherty said larger and more reflective signs; thicker lane markings; rumble strips in the double yellow lines in the center of the road; reduced speed limits in some areas from 30 to 25 mph; and narrower lanes in some areas were the most drastic changes GEB HiRise recommended. The firm also suggested adding permanent overhead radar detectors in some spots — the kind that tell drivers how fast they are going, in the hopes of making them aware of excessive speed.

The study results did not suggest adding stop signs or traffic signals to the road.

The study deemed stop signs to be an ineffective solution because they would increase the number of rear-end collisions and create heavy delays, according to Doherty.

“I’m almost at a loss because it’s a lot to take in,” Woodbury Road resident Marilyn McDermott said after the meeting Monday. “I had my own expectations coming in of what I thought would be helpful.”

McDermott started a petition last summer to have the traffic study done. Her driveway leads directly onto the thoroughfare. McDermott said she arranged for her child’s school bus driver to come up her driveway in the morning because the road is too dangerous for anyone to stand on while waiting for a bus.

“You hear the study say that it doesn’t call for [stop signs],” McDermott said. “It makes us take a deep breath and say, ‘OK if it’s not [warranted], then are we turning this into a highway?’ … None of us want to have that kind of a road.”

There were moments during the meeting when the crowd became audibly frustrated with some of Doherty’s recommendations.

“How many people have to die before we get some damn stop signs?” one resident called out before exiting the meeting. He said he feared his agitation would trigger an existing heart problem.

Residents said they believed many of the worst offenders driving on Woodbury Road are people who are trying to make it to the Cold Spring Harbor train station in time for a train.

Berland reiterated that the study simply made recommendations about improving conditions on the road. She collected note cards from residents who wanted to share their opinions, and plans to consider them before action is taken, she said.

“We’re going to collate all of that, put all of that together and then I’m going to sit with the supervisor and our director of traffic, go through everything and see where we go,” Berland said.

Residents voiced concerns with numerous aspects of the study. Some were unhappy that it was conducted over a span of only 10 days, while others said that some of the data collected would be skewed because drivers were aware of the fact that their speed was being tracked. Also, residents who live on side streets of Woodbury Road were frustrated that their difficulties in making turns onto the curved main road were not taken into account in the study.

Resident suggestions made during the meeting included asking the police department for an increased presence and adding speed cameras.

Mayer Horn, a Dix Hills resident and transportation engineering consultant, offered a different view.

“Let me stress one word,” Horn said. “It’s not enforcement. It’s not stop signs. It’s not signals. People who asked you for those things mean well, but they’re misguided. The key word is ‘compliance.’ That’s what we really want here.”

Town board to host public hearings on new proposals

Huntington Town residents next week will be able to weigh in on a proposal to ban e-cigarettes from town beaches and on another measure that would expedite cleanup of graffiti-ridden properties in the town.

The proposals will be the subject of two separate public hearings on June 9 at 7 p.m at Town Hall.

Councilman Mark Cuthbertson (D) has introduced the new legislation to ban e-cigarettes from town beaches and playgrounds. Councilwoman Susan Berland (D) hopes to improve on old legislation to speed up the process of graffiti removal from both residential and commercial properties.

Berland’s proposal enhances existing graffiti cleanup laws. Under the new provisions, residents of Huntington would have 10 days after they receive a summons from the town to remove the graffiti from their property, according to Berland. After the 10 days expire, the town can send Huntington Town General Services Department employees in to remove the graffiti. The resident will then be charged with the cleanup fee and a $250 administrative fee.

“I think it’s important to protect our neighborhood from unwanted graffiti,” Berland said in a phone interview.

Berland has worked with graffiti cleanup for years and is now trying to create legislation that amends the town code so that the cleanups are routine.

Cuthbertson has introduced legislation to add electronic cigarettes to the list of products banned from town beaches and playgrounds. This list already includes tobacco and herbal cigarettes, pipes and cigars.

In 2010 a county law restricted the sale of e-cigarettes to those old enough to buy tobacco. Suffolk County Legislator William “Doc” Spencer (D-Centerport) sponsored legislation to ban vaping, or the act of smoking an e-cigarette, at county parks and benches in late 2012.

Many residents in Huntington approached Cuthbertson asking for legislation to end vaping on public grounds, since they have concerns with being exposed to secondhand smoke. However, this new law, if adopted, would not include private property, as well as the parking lots at beaches. New no-smoking signs would go up at each public beach and playground.

In an email through his legislative aide, Cuthbertson said he believes this legislation is important on a public health level.

“The extensive amount of medical research and published studies support our desire to protect the health and welfare of those at our town beaches from secondhand smoke,” the councilman said.

The political season is swinging into high gear in Huntington.

Last week, town Democrats and Republicans tapped their picks for two open seats on the town board. The Huntington Town Democrat Committee nominated incumbent Huntington Town Councilwoman Susan Berland (D) and town Deputy Director of General Services Keith Barrett for the spots, according to Mary Collins, chairwoman of the committee. The committee also nominated incumbents Ester Bivona for town receiver of taxes and Marian Tinari for district court judge.

The Democratic nominations took place last Wednesday, Collins said.

“We think they’re the best people we have,” Collins said. “They’ve shown an interest in good government and getting things done.”

The Huntington Town Republican Committee unanimously picked incumbent Councilman Gene Cook (I) and Northport-East Northport school board member Jennifer Thompson, according to Chairwoman Toni Tepe. The nominations took place last Friday.

“The screening committee recommended [them] to the full committee because they feel that Gene has been a stalwart supporter of the people and that he always has the interest of the people at heart,” Tepe said in a phone interview this week. “And Jennifer Thompson came in, screened very nicely, [was a] very personable, knowledgeable individual and would be an asset on the town board.”

Republicans also nominated Tom McNally, a Huntington Station-based attorney and a Republican committee member, for the Suffolk County Legislature 16th District seat, held by Democratic incumbent Steve Stern. The party also chose Jennifer Heller-Smitelli, a civil litigator from Huntington, to run for the 17th Legislative District seat, held by Democratic incumbent Lou D’Amaro.

At this point, the candidates need to collect signatures to get on the ballot. And it looks like there might be a contest for getting on the ballot — at least over on the Democratic side — with former Highway Superintendent William Naughton announcing this week that he wants to run for town board. In addition, newcomer Drew Merola, a business account manager at Verizon is vying for a seat.

Asked for her thoughts on primary elections, Collins said they could be good or bad.

“Sometimes they help solidify the party,” she said. “Sometimes they can cause rifts. It all depends on how people conduct themselves while the primary process is going on.”

Berland and Barrett, when reached this week, said they were excited to get the Democratic committee’s nomination. Cook and Thompson didn’t immediately return a call for comment on Wednesday morning, but Cook stated in a previous interview he’s running for a second four-year term because he’s taken issue with the way the Democratic majority has spent money.

Tepe and Barrett agreed that this year’s election would be about transparency and ethics.

“And also to maintain a community that is in the liking of people who live here,” Tepe said.

Huntington Town, Northport Village to participate in Clean Beaches Day

This weekend, Huntington Town residents will get the chance to roll up their sleeves and clean up their favorite beaches.

Clean Beaches Day is set for Saturday, June 6. Huntington Town and Northport Village co-sponsor the event, which will feature cleanups at Centerport, Crab Meadow, Gold Start Battalion, Asharoken/Steers and Scudder beaches.

In an interview this week, Northport Village Mayor George Doll said he is calling on volunteers to participate in the festivities. A commercial fisherman by trade, Doll said the event is important to him and he’s been participating for several years.

“I do it because not only am I interested in the environment, but I make a living off of fish that are pretty much a natural resource,” he said. “And it’s just a way of doing something to help keep it clean.”

Those who participate in Northport will get the chance to visit Bird Island, a bird sanctuary that doesn’t get a lot of visitors, Doll said. The island was created in the 1960s with dredge spoils, and the site eventually became home to a number of birds including Canadian geese, swans and ospreys, he said.

Volunteers will get the option of registering for a cleanup at Centerport, Crab Meadow or Gold Star Battalion beaches, according to a press release from Councilwoman Susan Berland’s (D) office. Also, volunteers can register to be a part of the Clean Beaches Bus Tour, which will take them to Asharoken/Steers and Scudder beaches.

One kickoff for the event will be at 8:15 a.m. at Centerport Beach, where volunteers can enjoy breakfast before the cleanup. The bus tour leaves Centerport Beach at 9 a.m. After the cleanup, at noon, a luncheon will be held at the pavilion at Centerport Beach, where volunteers can relax and enjoy refreshments.

Doll said volunteers would also be meeting up in Northport at 8:30 a.m. at the Village Dock, where they’ll be served a continental breakfast courtesy of Tim’s Shipwreck Diner. Cleanup will start at 9 a.m.
