Gov. Kathy Hochul (D) delivered the Fiscal Year 2025 New York State Executive Budget proposal at the State Capitol in Albany on Tuesday, Jan. 16, where she announced her record-breaking $233 billion spending plan that looks to allocate funds toward public safety, education and the influx of migrants coming to New York. It also closes a $4.3 billion deficit the state faced. Although the budget proposes a roughly 2% increase from the previous year, this burden won’t be falling on the taxpayer as Hochul made it clear there would be no new increases in state income tax.

In the address, Hochul focused on the needs of everyday New Yorkers with an emphasis on investing in initiatives concerning public safety and affordability. 

“I stand by my commitment to fight the right fights for New Yorkers and pursue the common good,” Hochul said. “We must crack down on persistent crime, invest in children and families, and build the economy of the future. We’re taking action with common sense solutions that are simple, easy to implement. But the truth is, we can’t spend like there’s no tomorrow because tomorrow always comes.”

The governor outlined how the state will strengthen its public safety efforts by continuing to invest in initiatives that work with local communities, law enforcement and nonprofit groups to stem crime and gun violence statewide by devoting additional resources to youth mentorship programs, the police and district attorneys. 

The budget includes $40 million toward tackling property crime and retail theft that looks to bring relief to small businesses by creating a new state police enforcement unit dedicated to driving down the recent spike in retail theft.

“Keeping New Yorkers safe is my number one priority,” Hochul said in the address. “Over the last few years we’ve made historic investments in gun violence prevention programs and it’s paid off. Shootings and murders are way down. Gun seizures are up.”

The spending plan also proposes to increase school aid by $825 million, just a 2.4% increase from last year, considerably less than the 7.7% average increase in aid that districts have received in recent years. 

In an attempt to get ahead of the criticism she would potentially face, Hochul explained, “As much as we may want to, we are not going to be able to replicate the massive increases of the last two years. No one could have expected the extraordinary jumps in aid to recur annually.” 

She also attributed the disappointing figure to a decade-long trend of declining school enrollment for students K-12, by saying, “It’s common sense to ensure that the schools are getting the appropriate money based on their enrollments today compared to what they were a decade and a half ago.”

The governor then recalled how she worked with legislators to bring the state’s reserves from 4% of the budget to a now historically high level of just over 15%. The reserves can be used to stabilize public spending or for one-time emergencies that may leave the state vulnerable. 

In order to provide aid for what she referred to as a “humanitarian crisis,” Hochul plans to dip into the state’s reserves, allocating an extra $500 million of aid to support the approximately 13,600 asylum seekers arriving in New York each month, bringing state spending for the cost of shelter, social services and resettlement up to $2.4 billion. 

Hochul addressed the politically-charged issue and called out for additional support from Washington, saying, “New York continues to carry the burden of sheltering more than 69,000 migrants. Since day one, I have said that it is ultimately the responsibility of the federal government to address this crisis. Congress — the House of Representatives in particular — and the White House must remain at the negotiating table until they restore the rule of law on our border, fix our asylum system and provide relief to states like New York who’ve been shouldering this burden for far too long,” Hochul said. 

She continued addressing her efforts to combat the crisis saying, “I’ll be traveling once again to Washington to advocate for effective immigration reform, a stronger border and increased support from the federal government for New York. But until we see a change in federal policy that slows the flow of new arrivals, we’re going to be swimming against the tide.”

Gov. Andrew Cuomo (D) said the morning of Aug. 7 that all regions in New York are given the green light to reopen in the fall.

The governor said he based the decision off of the infection rate in each region in the state. Much of New York has been hovering around a 1 percent infection rate for the past several weeks. 

Cuomo previously said if the infection rate in any region breaches 5 percent the state would immediately order schools’ closure.

“You look at the infection rate — we are probably in the best situation in the country,” Cuomo said during a media call Friday. 

Most school districts submitted reopening plans by the deadline of July 31. Some, like South Huntington and Northport-East Northport, submitted their plans after being granted an extension. Many have come forward with hybrid plans at at least some grade levels, meaning students will spend a few days in school and then the rest of the week learning from home. Some parents have criticized districts like Three Village for deciding on a full-time schedule for all grade levels. Other parents in districts like Smithtown have rallied for children to be back in school full time.

Still, Cuomo has said multiple times that each school district’s reopening plan is dependent on the district officials in communion with parents and teachers, saying “this is not a bureaucratic decision, this is a parental decision.” 

However, there were still many questions left open over what policies districts can hold, especially regarding the safety of teachers. Yesterday, Aug. 6, teachers union New York State United Teachers put out a news release calling for any school to close if any one individual in a school that tests positive should mean an immediate 14-day closure. The release also requested specific answers to how districts should conduct quarantining of potential cases and contact tracing.

The governor largely left the questions of those two elements up to individual school districts, though state Department of Health guidelines do mandate school districts conduct testing of symptomatic students. They also mandate people to wear masks when they are unable to socially distance at six feet, and if a student does not have a mask, the district is mandated to provide one.

“I can’t fashion a plan that would work in every school district because the circumstances are too different,” he said during the media call.“

Though school districts are mandated to take the temperature of every student that comes through its doors, the fear of asymptomatic spread, of the virus infecting people from carriers, is still a big concern. Cuomo called that a continuing “conversation.”

The tenor of the governor’s announcement revolved around the notion that parents, teachers and districts all had to agree to the plans. The next few weeks, Cuomo said, should be spent in even more discussion amongst the community to try and reach more common ground.

“I believe in New Yorkers, and New Yorkers will do it and they can decide how they will do it,” he said.

Gov. Andrew Cuomo (D) announced a new executive order June 8 that New York State would be extending the deadline for mailed in absentee ballots for school budget and board of education votes to Tuesday, June 16.

Many districts are still collecting ballots via drop off to district offices on June 9 by the end of the business day at 5 p.m. Absentee ballots can still be mailed to districts and will be accepted until June 16 at 5 p.m.

This also comes with the announcement the state would allow school districts to conduct graduations ceremonies, though they must be outside, adhere to social distance guidelines and must contain 150 people or less. Some school districts said those figures may be too restrictive.

“The recent approval for small gatherings for graduation, while welcome news, requires seniors to be separated into multiple different ceremonies,” said Shoreham-Wading River Superintendent Gerard Poole in a public letter. He asked residents to encourage local and state leaders to revisit the matter.

This year, more than ever, Long Islanders are about to find themselves in a jam when it comes to taxes. 

It’s been a little more than a month since employees received their 2018 W-2 forms. While that extra $20 or maybe $60 in each paycheck felt great to pocket in January 2018 due to passage of President Donald Trump’s (R) Tax Cuts and Jobs Act, it probably doesn’t feel quite so good now. 

Thousands of middle-class residents are facing a sobering reality upon calculating their 2018 tax returns. Many are finding out their anticipated tax refund has turned into an IOU to Uncle Sam. It’s in part thanks to the elimination of several federal deductions of moving expenses, home equity loan interest or, particularly, the $10,000 cap on state and local taxes deduction. 

It’s the SALT cap that is playing a major factor in reducing or elimination people’s anticipated federal tax return. The average property taxes for Suffolk homeowners is $9,333, according to a 2017 analysis by ATTOM Data Solutions. It’s even higher for many property owners along the North Shore in Setauket, Huntington and Smithtown. Now, there’s nothing to help offset Suffolk’s high taxes. 

For the average Suffolk homeowner, 60 percent of their annual tax bill is due to educational costs, according to the 2017 study. Or, more than half can be attributed to your local school district’s tax levy and annual budget. 

As many North Shore residents come to the realization their property taxes alone exceed the SALT deduction limit of $10,000, school districts are starting to unveil their first drafts of the 2019-20 budgets. While most districts, if not all, anticipate a proposed budget that stays within the state-mandated 2 percent tax cap, any increase in taxes no matter how marginal will continue to put an increased burden on residents. 

It is an undeniable truth that providing our children with a good, solid education in a safe setting is of the utmost importance. We must beg the question — is there some way to do it in a more cost-effective manner? We’re not asking school administrators to cut corners but think creatively when drafting their 2019-20 budgets. 

Whether the state-mandated tax levy cap is 1.83 or 2.58 percent, we’re asking you to think of cost-saving measures — for example, collaboratively purchasing goods and services cheaper in bulk — to help keep the school taxes increases far below that cap. If we were to think of the state-mandated tax cap as a ceiling, we want to ensure there’s adequate space or gap between the budget’s ceiling and the annual increases. 

Everyone has to pull together to keep living on Suffolk’s North Shore affordable, one part of which is keeping taxes as low as possible. As school district taxes make up the largest portion of our taxes, we have to ask districts to please tighten your belts a little more and keep those tax levies low.

A shadow hangs above the heads of Long Island’s school districts: The specter of declining enrollment.

“From last year, not a whole lot has changed, enrollment is still declining,” Barbara Graziano, the manager of the Office of School Planning and Research for Western Suffolk BOCES said. “What a lot of districts are seeing is there is a significant displacement between their graduating classes being larger than the following year’s kindergarten classes.”

School enrollment across Suffolk County has been in decline for nearly a decade. In last year’s annual report on enrollment, Western Suffolk BOCES, a regional educational service agency, said there was a 9.1 percent overall decline in enrollment in townships from Huntington to Smithtown from 2010 to 2016.

Between the 2006-07 and 2016-17 school years, Long Island saw a 6.2 percent decline in enrollment, according to Robert Lowry, the deputy director for advocacy, research and communications at the New York State Council of School Superintendents.

Statewide enrollment declined 4.2 percent in the same period. Nearly every school district on Suffolk County’s North Shore has seen at least some decline, and the trend can have tangible effects on a district’s long- and short-term planning.

“Declining enrollment may push a district toward reconsidering staffing and whether it’s necessary to close a school,” Lowry said.

Smithtown Central School District in the 2012-13 school year had 10,317 students enrolled in the district, and four years later the number dropped more than a thousand to 9,241 in 2016-17. The declining enrollment was cited in 2012, with guidance from the district’s Citizens’ Advisory Committee on Instruction and Housing, as the rationale behind the closing of Nesconset Elementary School, and again in 2017 when the district closed Brook Branch Elementary School.

“Over the last few years, the board of education and administration have been proactive regarding the district’s declining enrollment,” Smithtown Superintendent James Grossane said in an email. “The district
will continue to monitor its enrollment trends to plan for the future.”

Experts cite factors like declining birthrate, aging population and changes in local immigration patterns as potentially having an impact on local enrollment. The Centers for Disease Control and Prevention published a report in May indicating the national birthrate in 2017 hit a 30-year low with 60.2 births per 1,000 women between the ages of 15 and 44. The national birthrate has been in general decline since the 1960s, but this most recent report is low even compared to 10 years ago when the birthrate was closer to 70 births per 1,000 women. Suffolk County’s population is also skewing older. Census data from the American Community Survey showed from 2010 to 2016 there was an estimated 28,288 less school-aged children between the ages of 5 and 19 living in the county. School closings are probably the most severe action districts tend to take to mitigate the effect of declining enrollment, but it is not the only option.

The Three Village Central School District has seen enrollment drop by about 900 students during the last decade. In its recently passed budget the district said it was making several staffing changes, including consolidating the roles of certain staff members. The district cited declining enrollment along with staff retirements and attrition for the changes, but also promised to add a new high school guidance counselor and an additional district psychologist to give attention to individual student’s mental health.

“While our district, like so many others in our area, have recently been experiencing a decline in enrollment, particularly at the elementary level, we have taken this opportunity to create efficiencies using current staff in order to lower class size and support a number of new initiatives, programmatic enhancements and student support services,” Cheryl Pedisich, the superintendent for Three Village schools said in an email.

Kings Park Superintendent Timothy Eagen said lower enrollment allows for smaller class sizes and for more attention to the mental health of individual students.

“Our students today need a little bit more mental health support than students yesterday,” Eagen said. “Obviously we don’t need as many elementary sections, but we haven’t necessarily decreased our total staffing amount because we’ve been increasing our mental health supports.”

Even with those potential benefits, many districts are still trying to work out the long-term implications of lower enrollment. Al Marlin, a spokesperson for the New York State School Boards Association said enrollment has a large effect on how much state aid a school can procure.

“Declining enrollment affects school districts in several ways — perhaps most importantly through the impact on state aid because New York’s school-aid distribution formula is based, in part, on enrollment numbers,” Marlin said in an email. “Declining enrollment also can make it more difficult for districts to sustain academic courses, including Advanced Placement courses and programs such as sports teams.”

Shoreham-Wading River school district conducted an enrollment study in 2015 that was updated for the 2017-18 school year. The study predicted the district will recede to 1,650 enrolled students by 2025, compared to 2,170 as of May. Along with a declining birthrate and an aging population, the district pointed to low housing turnover from 2008 to 2016 for part of the declining enrollment.

“It is difficult to predict the exact number, but it is fair to say that the enrollment decline in the district will be continuing in the near future,” SWR superintendent Gerard Poole said in an email.

Superintendents from SWR and Rocky Point school district both said they do not have any plans to close schools, but there is a possibility lower enrollment could affect the districts’ ability to apply for grants.

A few districts are breaking the trend. Huntington Union Free School District has actually seen an increase in school enrollment from 2012 to 2017, but Superintendent James Polansky said in the most recent years that increase has started to level off. Polansky did not want to speculate as to why enrollment in Huntington was not decreasing like other districts, but Graziano said it might be because the district is more diverse and attracts more immigration than nearby districts.

“Every district is different, they have to look at their own schools and communities to see how they deal with enrollment,” Polansky said.

Every year Western Suffolk BOCES releases a report that looks at schools’ current enrollment and compares it to previous years. Graziano, who is working on this year’s report, most likely to be released sometime this month, said the agency expects a continuing decline in school enrollment at least for the next several years. Though eventually, she said, the declining enrollment should level off as entering kindergarten class sizes stabilize. However, there is no telling when that might be. 

“Birthrates do not seem to be increasing, it doesn’t look like, as of right now, that’s going to turn around any time soon,” Graziano said. “But of course, we don’t have a crystal ball.”

Winter Storm Grayson was touted as a powerful blizzard featuring substantial snowfall and hurricane-force winds, and it has delivered.

The National Weather Service issued a Winter Storm Warning for the area beginning 1 a.m. Jan. 4 through 12 a.m. Friday, Jan. 5. The advisory is associated with a large and powerful nor’easter, which took form off the coast of Florida and rode up the east coast.

While the greatest snowfall amounts are expected to be northeast of Long Island, meteorologists expect that we may see as much as 14 inches of snow combined with high winds exceeding 60 MPH that will cause near blizzard conditions.  This storm poses a risk of coastal flooding in the Western Long Island Sound.

Gov. Andrew Cuomo (D) has issued a State of Emergency for all of downstate New York. Cuomo also issued a travel advisory from 9 a.m. to 4 p.m. Thursday.

“It is a combination of snow and wind and frigid temperatures,” Cuomo said. “That is a bad mix. I have been driving around myself this morning looking at the conditions — they are terrible, and only going to deteriorate further throughout the day. The wind is going to pick up, and there’s no doubt there is delays on mass transit, and the roads are going to be in poor condition. They’re forecasting three to six inches in the city, up to 12 inches on long Island and six to nine in Westchester. The roads in Westchester are bad. Roads on the Island are bad, and it’s only going to get worse. So schools are closed. If you don’t have to be on the roads, you really shouldn’t be, because it is going to be ugly.”

Brookhaven Town Supervisor Ed Romaine (R) has also issued a State of Emergency in the Town of Brookhaven effective Jan. 4 at 8 a.m. Vehicles that are parked in the street must be moved to driveways or be subject to towing at the owner’s expense. Any abandoned vehicles obstructing access for snowplows and emergency vehicles may also be removed by the town. All residents are urged to stay off the roads unless there is an emergency or if it is absolutely essential to travel.

“Driving is expected to be extremely hazardous due to heavy snow and wind conditions,” Romaine said. “Town snow removal crews will be working throughout the day and night to clear the roads until all are safe and passable.”

As a result of the predictions, many school districts closed school ahead of time.

Northport

The Northport-East Northport school district has proposed a $163.3 million budget for 2017-18, which includes a slight reduction in staff due to a consistent trend of decreasing enrollment and several projects to improve school grounds and facilities. The budget stays within the school’s state-mandated tax levy cap — increasing the tax levy by 1.57 percent — and is a 1.22 percent increase from last year’s total budget.

The district has presented multiple budget presentations throughout the month of April, which have focused on personnel and benefits; administrative and instructional changes; and buildings and ground changes.

Superintendent Robert Banzer said during the March 16 meeting the district expects to see an enrollment drop of 146 students next year, with the largest decreases in grades four, six, and 11. This has led the district to propose eliminating a teaching position at Fifth Avenue Elementary School, two at Norwood Elementary School, one at Ocean Primary School and two at East Northport Middle School for grade six. The change would result in an increase in class sizes for elementary school classes.

One health position and four positions from the art, music and physical education realm will be removed, as well as a few staff support positions. In total the proposed 2017-18 budget includes funding for seven fewer positions than the current year’s budget.

Several Northport-East Northport residents and parents of students wrote to their board, pleading for class sizes not to be changed.

“I am writing to request that class size remain the same and not be increased,” Colleen and Kevin Mahoney said. “Both [of our] children have had a wonderful education in our district. I believe this to be due to smaller class size. As a teacher, I know first-hand every extra child in a class means less individual attention to others.”

Parents Caryn and Jonathon Ciaio shared the same concerns.

“This is very disappointing and we feel strongly this decision would not be in the best interests of our children or the community,” they said. “We feel very strongly that smaller class sizes has been extremely beneficial for our children and allows for an appropriate balance of time and attention between students.”

Nearly 100 parents of third-grade students at Fifth Avenue Elementary School signed a petition to keep class sizes the same.

The buildings and grounds budget is proposed to decrease by $3.7 million or 13.6 percent from last year’s total. The budget includes plans to repair and reseal tennis courts at East Northport Middle School, repair driveways and sidewalks, replace bleachers at William J. Brosnan School, and more. The 2017-18 transportation budget includes the purchase of one new bus.

Middle schools students will see new educational opportunities if the proposed budget is passed, with plans to create robotics and automation study units for seventh- and eighth-graders; bring advanced manufacturing technology for wood and metal technology education; and the purchase of mini 3-D printers. Robotic electives and engineering courses are also in the budget.

But one Northport resident and former board of education candidate doesn’t think the current budget offers enough STEM opportunities for students.

“Northport-East Northport is trailing behind other districts when it comes to introducing STEM opportunities in the lower grades, especially in middle school,” Shawne Albero said in a letter to the board. She urged the board to offer more robotic clubs for younger students.

For art and performing arts students, the budget includes the purchase of a high performance potter’s wheel, a digital soundboard and wireless microphone system for the high school auditorium.

The board will hold a hearing on the finalized budget May 4, and the community will have the chance to vote May 16.

Harborfields

After submitting and passing a cap-piercing budget last year which required 60 percent support from district residents on election day, this year the Harborfields Central School District has proposed a budget that stays within the state-mandated cap, while maintaining current programs — including the recent addition of full-day kindergarten. The proposed $84.4 million budget is about  $1.6 million more than last year’s total. If passed the tax levy will increase by 0.16 percent. Superintendent Francesco Ianni said at a March 22 meeting the district is expected to receive about $16 million in state aid.

Ianni said the proposed plan maintains class size guidelines, advanced placement and elective courses, music performing groups, athletics and full-day kindergarten. The budget would also add grounds staff for long-term maintenance, expand science research, special education programs, as well as enhancing the curriculum plan and initiatives, including the Harborfields 2.0 Technology Initiative, which is described as a plan to strategically align resources for longer-term sustainability.

“Through this spending plan, resources have been reallocated so that the district is able to enhance certain programs and services without incurring additional costs,” Ianni said in a statement. “There are a lot more science programs going to the high school, and we’re very proud of that,” he said at the March 22 meeting.

Ianni explained expanded science research would include adding three more sections to the introductory class, and the district’s special education program would be extended to make it a true 12-month program, so students no longer have to go off-site during the summer months. He also said Harborfield’s  tech initiative, which supports the integration of more technology throughout the district, would include launching a Google Chromebook pilot program for four ninth-grade teachers to integrate the use of Chromebooks into the curriculum. The devices are laptops powered with Google applications and are ideal for collaborative classroom work. The district hopes to have Chromebooks fully integrated into the school’s curriculum by the 2021-22 school year.

The budget will be adopted April 19, and the public hearing is set for May 9. District residents will have their chance to vote May 16.

Huntington

Huntington school district’s proposed $126.2 million budget would expand enrollment in Advanced Placement and high school elective courses, upgrade facilities, add summer enrichment classes and more. The district’s state-mandated tax levy increase cap is set at 1.86 percent, and the district comes in below that at a 1.42 percent tax levy increase. The total budget calls for a 2.42 percent increase from last year’s total. Unlike other schools in the area, Huntington is experiencing an increasing trend in enrollment, which will help revenue going forward.

The largest chunks of cost increases come from instruction and employee benefits. Other budget cost drivers include increased traffic costs, computer technologies, network maintenance and increased utility costs. Construction of a security vestibule at Flower Hill Elementary School is a $100,000 proposed project, and other specific costs outlined in the budget include $30,000 for a teacher’s center, and $25,000 for computer equipment.

Along with the budget, voters must also weigh in on two other propositions the school board has presented. Proposition 2 asks voters to approve release of funds already in the district’s capital reserve fund for completion of state-approved projects. This would have no impact on the tax levy or tax rate, and if the community does not vote for it, the money remains in the capital reserve fund but can’t be used for any other purpose. Proposition 3 asks voters to approve the creation of a new building improvement fund in the capital reserve, with the purpose of completing district-wide renovation and reconstruction projects.

“Use of the district’s building improvement funds have helped considerably to keep 60-year-old buildings in top shape with needed improvements and upgrades, all of which are delineated within a long-term capital plan,” Superintendent James Polansky said. “Establishment of a new fund will allow the district to continue such work responsibly, as well as to keep debt levels at their currently low levels.” This action would also have no impact on the tax levy or tax rate.

Budget adoption is set for April 18, and the public hearing is May 8. Residents will be able to vote for or against the budget and the two propositions May 16.
