Local officials gathered for a press conference on Friday, March 3, at Brookhaven Town Hall to call for the Metropolitan Transit Authority to replace the Sheep Pasture Road Bridge in Port Jefferson with a span that can adequately handle increased motor vehicle traffic on the top roadway.

The new bridge construction would also allow for future third rail electrification expansion below on the LIRR right-of-way and reconfiguring the roadway above to reduce the severe traffic angle.

The railroad bridge, constructed in 1906, is the responsibility of the MTA, while the town is tasked with maintaining the vehicle roadbed. 

The town has applied for a $15.8 million grant to repair the roadway structure through the BridgeNY Program. The LIRR is also interested in developing a second track along the existing railroad, according to town officials.

“At 117 years old, the Sheep Pasture Road Bridge needs to be replaced with a new one that can handle the vehicle traffic load of today, not 1906 when it was built,” Romaine said. “This is the type of project that the MTA should be spending money on.” 

Losquadro decried the lack of public investment from the MTA in the local area. “Long Island, specifically Brookhaven Town, has been repeatedly shortchanged by the MTA when it comes to capital infrastructure investment,” he said. “It is imperative that the MTA expend the necessary funds required to replace the Sheep Pasture Road Bridge.”

Kornreich expressed similar sentiments. He stated that MTA should go further than maintaining existing infrastructure, advising the agency to explore electrification of the Port Jefferson Branch line. 

“Unfortunately, for many people in my community, it feels like the MTA is taking us for a ride,” he said. “We pay an increasing share of the burden and don’t see it coming back in terms of improvements in service and infrastructure.” 

The councilmember added, “Public transportation is incredibly important, and although we are hopeful we’ll receive this major grant from New York state, my constituents are calling for a more consistent and substantial commitment to local rail service. We want the MTA not just to repair and maintain structures like the Sheep Pasture Road Bridge but to move forward on electrification and improve schedules on the Port Jefferson line.”

While plans to electrify the Port Jefferson Branch line have stalled for over half a century, nearly every level of government is coming together to support the development of the Lawrence Aviation Superfund site in Port Jefferson Station. [See story, “Schumer announces $450K to help demolish buildings at Lawrence Aviation,” Jan. 9, TBR News Media website.]

In an exclusive interview, Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) summarized the plans for the Lawrence Aviation property, connecting this local project to the decades-old struggle for branch electrification. The implications for both, he suggests, would be transformational for the community and greater region.

From a planning perspective, what is the overall vision for  the Lawrence Aviation property?

Roughly a third of the site would be preserved as open space. Another third would be for industrial purposes, specifically a solar farm. And the last third would be, theoretically, set aside for the MTA rail yard to try to move [the existing] rail yard there and eliminate the grade crossing on Route 112.

Is the proposed rail yard intended to accommodate electric train cars or the diesel-powered locomotives currently used on the Port Jefferson Branch?

I’d love to see it as an electrified rail yard. But even if it were to relocate the existing rail yard using the same 19th-century technology they’re using now to a better location, it would still be an improvement. 

How is your office coordinating with higher levels of government? Have they been open to your suggestions?

We haven’t interacted much on a federal level. We have had a couple of meetings with the MTA, with [former state] Assemblyman [Steve] Englebright [D-Setauket]. 

Much more of our interaction has been with Suffolk County. I did help negotiate a New York State contribution through Assemblyman Englebright’s office to get the buildings taken down.

When you’re dealing with some of these big state bureaucracies like the MTA, I feel like we tell them things, and they tell us things. But sometimes, I don’t know how responsive they really are. 

This is a major priority for us, but I don’t know if it is for the MTA. My job, what I’ve been trying to do, is get meetings with them to keep those lines of conversation open. It’s to communicate to them how important this project is and what the regional impact of electrification would be.

Is there a disconnect between local and state-level officials’ priorities, particularly with electrification?

Yes, and this is a common theme that we have seen. The centers of power in Albany seem to be well aware of the city’s concerns. To some extent, they’re concerned with upstate and rural communities. But I feel that sometimes there is a disconnect between state-level priorities and suburban concerns.

What can local officials along the North Shore do to make their concerns heard by state-level officials in Albany?

This is the nexus between politics and government. We have to advocate for the needs of our communities — not for political reasons but from the standpoint that these are the concerns of the suburbs. These are concerns that these communities face, and we want state support in addressing the unique challenges that we face in the suburbs.

Is it realistic that MTA-LIRR will commit to Port Jefferson Branch electrification within the next decade?

My parents moved out here in 1968, and my dad was working in the city at that time. The real estate agent who sold them the house said, ‘You are going to love getting into the city because the Long Island Rail Road is going to electrify that train.’ They were literally talking about this in the 1960s.

So, is it realistic? I guess it could happen. Will it happen? I have no idea, but I’m going to fight like hell for it.

The decades-old plan to electrify the Port Jefferson Branch line of the Long Island Rail Road has transformational implications for our community, region and state. Yet for far too long, this critical infrastructure need has gone unmet, passed over repeatedly for other projects.

The MTA’s long pattern of negligence has condemned our commuters to ride in rickety train cars powered by diesel, an antiquated, environmentally hazardous fuel source. For a better ride, our residents often travel inland to Ronkonkoma, the MTA siphoning ridership to the main line and adding cars to our already congested roadways.

A fully electrified rail would provide the necessary recharge for downtowns still recovering from the COVID-19 pandemic. It would free up mobility for our residents, connecting them to every restaurant, bar and storefront along the North Shore within walking distance of a train station.

Electrification would give students and faculty at Stony Brook University swift access to Manhattan, producing even stronger ties between the southern flagship of our state university system and the global capital. This project would unlock the full commercial, environmental and educational potential of our region.

Throughout history, generations of New Yorkers have participated in engineering feats of great scope and vision. In the early 1800s, our citizens constructed the Erie Canal, bridging the world’s oceans to the American frontier. A century later, we built the state parkway system, laying thousands of miles of road, linking Montauk Point and Niagara Falls along a continuous stretch of pavement.

Generations have taken part in our state’s rich public works tradition, which has united New Yorkers around herculean aims, facilitated greater movement and improved the lives of ordinary people. 

Yet, at every stage, the North Shore has been systematically shut out from any public investment of considerable scale. MTA has continually repurposed our tax dollars with no giveback to North Shore communities. 

With our money, MTA recently opened its Grand Central Madison terminal ($11 billion), opened the 9.8 mile Third Track between Hicksville and Floral Park ($2.5 billion) and laid the groundwork for a proposed Interborough Express between Brooklyn and Queens ($5.5 billion estimated). 

For us, Port Jefferson Branch electrification is our shared vision of change. This is our noble cause, our generational investment, our Erie Canal. The funds for the projected $3.6 billion Port Jeff electrification project are there if we can start getting them to come our way. And to do that, we must begin applying maximum pressure upon our elected officials.

From village and town boards to the county and state legislatures to the United States Congress, every public representative between Huntington and Port Jeff must be in alignment, letting out one common cry, “Electrify our line.”

We must treat electrification as the paramount infrastructure concern of our region, demanding our elected representatives and public railroad match our level of conviction. We should cast no vote nor contribute a single campaign dollar for any candidate without their unyielding support of this project.

This October, MTA will publish its 20-year Capital Needs Assessment. Port Jefferson Branch electrification must be included within that document for it to have any shot to prevail over the next two decades.

Write to your congressman and state reps in Albany. Write to the MTA and LIRR. Tell them to electrify this line, lest there be consequences at the ballot box. With all our might, let us get this project underway once and for all.

The decades-long proposal to electrify the Port Jefferson Branch line of the Long Island Rail Road is nearing yet another derailment.

The Metropolitan Transportation Authority, public owner of LIRR, is expected to unveil its 2025-2044 20-Year Needs Assessment in October. Larry Penner, a transportation analyst and former director for Federal Transit Administration Region 2, considered that document pivotal for the project’s future advancement. 

“If the project is not included in that 20-year document, then none of us are going to be alive to see electrification,” he said, adding pessimistically that electrification “is not on the radar screen” of senior MTA or state-level officials.

Requests for comment submitted to the press offices of the MTA, Gov. Kathy Hochul (D) and U.S. Congressman Nick LaLota (R-NY1) went unanswered.

A cry unheard

Generations of North Shore residents and community leaders have called upon the MTA to electrify the Port Jeff line to no avail.

Town of Brookhaven Supervisor Ed Romaine (R) has been among Long Island’s loudest and most prominent proponents of electrification in recent years. In an interview with TBR News Media last summer, he said public investment has shifted away from the Island.

“Our voice has not been raised,” he said. “There hasn’t been an investment in providing modern technology” to this region.

Village of Port Jefferson Mayor Margot Garant voiced similar frustrations. According to her, a fully electrified rail would boost local and regional economies, expediting travel to Manhattan and between North Shore communities, namely transit to and from nearby powerhouse Stony Brook University.

The project “would incentivize people being able to take the train not only into Stony Brook but into the city in a really timely manner,” she said.

From an environmental perspective, former Port Jeff Village trustee Bruce Miller decried the existing railway infrastructure as “ludicrous.”

“It’s appalling that they’re using diesel in this day and age,” he said, adding, “Everyone is making every effort for green energy in all fields except for the MTA and the Long Island Rail Road.”

State legislators join the cause

Local leaders are not alone in their disappointment over the long delay. State Sen. Anthony Palumbo (R-New Suffolk) condemned what he considered an imbalance between the state taxes Long Island spends and the infrastructure dollars it gets from Albany.

“Long Islanders already contribute greatly to the MTA and deserve better access to more reliable and dependable rail service,” he said in an email, referring to Port Jefferson Branch electrification as a “critical project.”

At the western end of the branch, state Assemblyman Keith Brown (R-Northport), whose district includes travelers from Huntington, Greenlawn and Northport stations, expressed dismay over the state’s billowing budget yet few returns for North Shore residents. 

He noted the apparent contradiction between Albany’s green energy priorities and the MTA’s continued use of diesel locomotives, which are due for replacement in the coming years.

Referencing the 2019 Climate Leadership and Community Protection Act, which targets an 85% reduction in statewide greenhouse gas emissions from 1990 levels by 2050, Brown regarded the continued dependence upon diesel technology as inconsistent with state law.

“They can’t really replace the existing fleet with diesel trains,” he said. “At the same time they’re calling to stop the use of gas in homes, the MTA and LIRR can’t be purchasing diesel locomotives.”

The Empire State Passenger Association is a transit advocacy group that aims for improvements in public transportation services throughout New York state. ESPA president Gary Prophet said the passenger association has endorsed Port Jefferson Branch electrification over the years, referring to the project as necessary and justifiable given the volume of commuters along the line.

“That is a heavily used branch of the Long Island Rail Road that should be electrified,” he said. “It probably should have been electrified in the past, but it just hasn’t happened for a variety of reasons.”

A history of inaction

The original concept of Port Jeff line electrification dates back over half a century. However, planning began in earnest in the early 1970s when electrification of the North Shore line extended up to Huntington.

Derek Stadler, associate professor and web services librarian at LaGuardia Community College in Long Island City, has closely followed historical developments along the Port Jeff Branch. 

He attributes the failures to electrify the line to a combination of resistance from property owners near the tracks, engineering challenges, financial setbacks and bad luck.

“In the ‘80s, they had money set aside to start working on it though they hadn’t secured the funds to complete it,” he said. “Then in 1985, the president of the MTA postponed that indefinitely.” Stadler contends this was the closest the project ever was to moving forward.

In the ‘90s, the MTA launched a fleet of dual-mode locomotives which are still in use today. Despite the good intentions, Stadler maintains that this fleet has not adequately substituted for electric service. Given the high costs to repair and replace outdated train cars, Stadler regarded this effort as a poor long-term investment. 

“They have spent more money on that new fleet and repairing them than if they would have done the electrification way back in the ‘80s,” he said.

Prioritization problem

The current cost estimate of Port Jeff Branch electrification is $3.6 billion, though that figure will almost certainly climb. To secure these dollars, however, the North Shore is competing against other project proposals across Long Island and New York state.

Throughout LIRR’s history as a public railroad company, North Shore riders have lost out consistently to their inland counterparts traveling along the Ronkonkoma line. Richard Murdocco, adjunct professor in the Department of Political Science at SBU, chronicled this pattern, saying the pursuit of Port Jeff Branch electrification continues running up against the hard realities of the MTA’s prioritization scheme.

“The question is: Is electrification really the priority on the North Shore, or should you electrify east of Ronkonkoma?” Murdocco said. Given the spur of recent growth in Yaphank and new developments in the Town of Riverhead, he added, “If I’m the MTA, I’m electrifying the East End before I electrify the North Shore.”

Further hampering investment into the Port Jeff Branch is the topography along its route. Given the large hills and frequent bends, the flatter main line may win the day for its comparably simple engineering logistics.

Murdocco said the MTA could either electrify the Port Jeff Branch, which “meanders along the hilly terrain, or you get a straight shot through the Pine Barrens, where there’s already talk of them doing it, where they’re welcoming it and where there are no neighbors to disrupt.”

Political and financial distress

Penner claims the political and financial currents are also working against North Shore residents. Suffolk County’s state representatives are increasingly in the legislative minority in Albany, leaving mere “crumbs on the table” for infrastructure improvements.

“Suffolk County does not have the political clout that it used to,” he said.

Even so, the MTA is encountering a systemwide economic crisis from the COVID-19 pandemic, with daily ridership hovering around 65% from pre-pandemic levels. Murdocco insists that many of the labor trends unleashed by COVID-19 will likely linger indefinitely.

“There’s no denying remote work is here to stay,” the SBU adjunct professor said, adding, “We don’t know how long the ramifications of the pandemic will last.”

Meanwhile, the MTA is facing even greater fiscal strife over looming labor negotiations. With recent inflation, Penner said the agency could lose potentially hundreds of millions from renegotiated union contracts.

“All of this plays into the bigger picture of MTA’s overall health,” Penner said, which he considered dismal based on state Comptroller Thomas DiNapoli’s (D) most recent analysis. “They’re barely staying afloat maintaining existing service, systems and repairs,” the former FTA official added.

Penner, Stadler and Murdocco expressed collective pessimism about Port Jefferson Branch electrification getting underway within the next decade. “As of right now, I do not see this project happening within 10 years because I do not see a fiscal way for anyone to pay for it, given the MTA’s current financial status,” Murdocco said.

Looking for answers

Given the hefty $3.6 billion price tag, Miller proposed exploring alternatives to electric service. He cited examples in Germany, where zero-emission hydrogen-powered train cars recently went online.

“Hydrogen technology is new but they’ve developed it, and it’s working in Germany,” the former village trustee said. “I don’t think they’re exploring enough options here.”

But implementing high-tech propulsion technologies may be out of reach for the MTA, which uses a late 19th-century fuel source to power the Port Jeff line. When asked about these potential innovations, Brown expressed skepticism.

“As far as hydrogen is concerned, that’s all it is right now — experimental,” the state assemblyman said. Rather, he favored pursuing electrification in a piecemeal, station-by-station fashion, dispersing infrastructure funds for the project over several annual budgets.

Penner implored community members to adopt a policy of maximum pressure upon their elected representatives. 

“I wouldn’t give a dime to any elected official unless, with your campaign contribution, there’s a little note in your check [that says] you have to promise me that electrification of Port Jefferson will be your number one transportation priority,” he said.

Stadler emphasized executive support, arguing that several system expansions during the administration of former Gov. Nelson Rockefeller (R) were made possible by the chief executive’s commitment to seeing them through.

“A lot of money has to be budgeted for it,” he said. “State leaders have to be involved in it, and pressure from the governor” can be a reliable instrument.

To make the electrification dream a reality, Garant said all levels of government should pool their energies around this cause. “It’s certainly going to be a long-term plan for the region,” she said. “You need partners on every level, from the federal and state levels to the town and county.”

Prophet said megaprojects, such as the $11 billion East Side Access extension into Grand Central Madison, have taken up much of the political and economic capital in New York state.

“I think there’s a lot of emphasis on large projects that make a big splash,” the passenger association president said. “Politicians need to spend a little more time on smaller projects that may not make a big splash but may help commuters and people looking to travel between cities.”

Setting the stakes, Penner returned to the 20-year capital needs assessment. He equated the North Shore’s present predicament to a baseball game.

“You’re in the ninth inning with two outs,” he said. “The last at-bat is the 2025-2044 20-year capital needs assessment.” He concluded by saying, “If this project is not included in that document, then the ball game is over.”

The Port Jefferson Station/Terryville Civic Association met Tuesday, Oct. 25, at Comsewogue Public Library for its monthly general meeting covering various topics.

Due to a recent shortage of Suffolk County COPE officers, civic vice president Sal Pitti, whose background is in law enforcement, delivered the public safety report. He concentrated on the crime trend of catalytic converter thefts in the area.

“It’s a multiagency, multilevel thing going on, and we’re not the only ones,” he said. “They’re getting hit upstate. They’re getting hit downstate. They’re getting hit everywhere in New York and in other states.” 

The most popular models among auto thieves, according to Pitti, are the older models of the Honda Accord, Honda CR-V, and Ford F-150. Given the uptick in this phenomenon, he announced the Suffolk County Police Department is exploring an auto crimes unit.

“The last time I talked to the commissioner [Rodney Harrison], he told me he’s working on establishing an auto crimes unit … that can get more in-depth, more cross agency and get more information from other places,” he said.

A student representative from Comsewogue School District announced an upcoming Halloween event at the high school. “This upcoming Friday, Oct. 28, from 4 to 6 [p.m.] is Trick or Treat Street at the high school with diverse clubs and organizations creating a safe environment for the young trick-or-treaters,” he said.

With news from the library, Comsewogue director Debbie Engelhardt announced that Andrea Malchiodi has recently assumed the role of the assistant library director. 

“Andrea brings excellent experience to the library, most recently having worked at the Lindenhurst Memorial Library as a department head and prior to that at Mastics-Moriches-Shirley [Community Library],” Engelhardt said.

Also making an appearance was Bruce Miller, former Port Jefferson Village trustee. Miller gave a string of updates on the ongoing efforts to electrify the Long Island Rail Road’s Port Jefferson Branch line.

Though MTA is funneling billions of dollars throughout New York City and Nassau County, Miller held that the railroad is showing little concern for the needs of its North Shore riders.

“There’s $10 billion on the table for the MTA, and they don’t show a lot of preference for the Port Jefferson/North Shore line,” Miller said. “They’re stripping off ridership from this line here, who are commuting to Ronkonkoma and some [going] as far as Hicksville or Huntington to get a decent ride.”

Responding to this assessment, Charlie McAteer, the civic organization’s corresponding secretary, concurred. “I think your point is well taken that we’re losing ridership because it’s inconvenient,” he said.

Pitti chimed in, discussing how electrification would tie into an overall plan to redevelop the Lawrence Aviation property. However, according to him, the gears can only begin to turn with a commitment from the MTA-LIRR.

“Everything is set and ready to move forward, but we all know how everything moves,” the vice president said. “We’re basically waiting for the MTA.”

Ed Garboski, president of PJSTCA, updated the members on the Town of Brookhaven’s redistricting process, which concluded on Thursday, Sept. 29. [See story, “Brookhaven town board unanimously adopts new map, concludes redistricting process.”]

Garboski said the Town Board selected a map that constituted the least amount of change for Council District 1. This district encompasses Port Jefferson Station and Terryville. “They made the least amount of change for our area,” he said.

While CD1 remained primarily unchanged by the end of the redistricting process, a tiny sliver of the community east of Pine Street shifted into CD2. However, Garboski suggested this change was understandable.

“Most of the people in the area that got redistricted go to Mount Sinai schools,” he said. “Everything else stays. The [Train Car] Park stays in our area. The revitalization area. All of the things that everyone was concerned about, we have.” Following this outcome, the civic leadership sent a letter of thanks to the Town Board for keeping the PJS/T community intact.

Before adjourning, Garboski and Pitti announced they had sold their houses recently. Within about a year, both will no longer be residents of the area, precipitating a turnover of the civic’s top two posts.

The body passed a resolution to allow the two civic leaders to stay in their seats for the interim period. A special election will likely take place in the fall of 2023.

State assemblywoman on Albany’s neglect of Long Island

New York State Assemblywoman Jodi Giglio (R-Riverhead) has openly criticized the state government for neglecting Long Island communities.

In an interview earlier this week, she addressed the upcoming gubernatorial primary election, her efforts to reach out to colleagues across the political aisle, the backward state of public infrastructure on the Island and more.

What is your professional background and how did you end up in the state Assembly?

I started my own construction company in 1997. I went to Stony Brook [University] at night while working full time during the day. I started to become very active in the construction industry and in land use — we owned 146 acres in East Quogue. My company is a certified Women Business Enterprise and I’m also a member of [the International Union of Operating Engineers] Local 138.

At the time, the Southampton Town Board put us in a moratorium for 2 1/2 years and raised our property taxes from $80,000 to $400,000. I was present at every hearing for the moratorium, where we couldn’t file an application and basically couldn’t do anything with our property. I felt that my property rights had been violated and became very involved in the political spectrum.

I started the Riverhead Business Alliance, where I had 50 businesses pay $300 a year so that I could hire somebody to send out emails letting businesses know about zoning changes that would be detrimental to their businesses. I set up a board of directors — and I was the president and the founder — and we just let everyone know what was happening in local government. A couple of years later, the business community asked me to run for the Town Board, which I did. I served on the Riverhead Town Board [as councilwoman] for 10 years.

There was a shift in government when [former state] Sen. [Kenneth] LaValle [R-Port Jefferson], who was a tremendous asset to the 1st Senate District, decided that he was no longer going to run. That’s when Anthony Palumbo [R-New Suffolk] decided to run for Senate. They asked me to run to fill his [state Assembly] seat, which I did, and I’m happy to serve the 2nd Assembly District in Albany.

You have spoken recently about the need to funnel tax dollars back into Long Island communities. In your opinion, are Long Islanders underserved by Albany?

Absolutely. I think all of Long Island is underserved by Albany. The largest concentration of New Yorkers is in New York City, so a lot of the money gets funneled into the five boroughs. I think that we pay a tremendous amount in tax dollars and a tremendous amount in our utility costs and that we are underserved.

However, I am very close to a lot of people on the other side of the aisle. I explain to them the problems that we have in our district and that we need help. I have been inviting them out here to come to different events, such as the Bell Town Heritage Area [in Aquebogue], where a friend of mine in the Assembly, Alicia Hyndman [D-Springfield Gardens], actually came out with her daughter and spent the day with me out here in the district, so that I could show her some of the challenges we face. On Saturday for Juneteenth, I went into Hempstead and spent the day with my dear friend, Taylor Darling [D-Hempstead] who is also in the majority, to see what her population is faced with.

I think that’s what it really takes: Not being a foreigner to other areas of the state, to realize what their needs are, and to make sure that we all work together to bring some of that money and some of those resources back to Long Island. 

As local residents enter the voting booth for next week’s gubernatorial primary elections, what are some important issues that they should keep in mind?

The important issues are the high taxes that we pay in New York state and getting people back to work. I think that shutting down the economy and making people dependent on the government is problematic and it hasn’t worked in other countries. 

I’ve worked with Congressman Lee Zeldin [R-NY1] since 2009 in his campaigns and have worked very closely with him over the years to make sure that our voices are heard here on Long Island. I think he’s been a pretty good advocate for us. I’ve listened to the debates and I think all of the candidates make great points. They have different areas of expertise that could help the state and I hope that whoever becomes the governor will tap into those assets, knowledge and experience that those others have. 

I think that Lee Zeldin is the most experienced person running for governor in that he served in the state Senate and he also served in Congress, so he knows the mechanisms of government and can hit the ground running right away because we need a quick reversal of what is happening right now in the state.

Two Long Islanders will be on the primary ballots next week: Zeldin and Rep. Tom Suozzi (D-NY3). What does this say about the relationship between Long Island and Albany?

Long Islanders are mad. Whether it’s from the South Shore or the North Shore, the East End or the middle of Long Island, people here are mad. Our Long Island Expressway was a debacle for too many years. We needed that federal infrastructure money and I’m glad to say some of it is coming back to Long Island. 

Long Island is a very unique place. There are a lot of people across the state that are spending a lot of time on Long Island, enjoying our waterfronts and our fisheries, our marinas and our farms, our commerce and our beaches. It’s important that we promote ourselves and make sure that Long Island has a strong voice in the state government.

In your opinion, is the MTA-LIRR underperforming? And what can be done to expedite services and make the railroad more responsive to Long Island communities? 

I can tell you that the New York State government is a crutch for the MTA whenever the MTA fails or overspends or has issues. I think that the current governor [Kathy Hochul (D)] shutting down the government for so long, especially in New York City — and the city government that shut everything down from theaters to shopping to restaurants — it really showed New York City that Long Island can work from home and that we don’t need to go into the city. 

I think that is going to cripple the MTA even more. The fact that the current governor held back and kept shutting everything down, sending the troopers and child protective services into restaurants on Long Island and throughout the state to make sure that everybody was shut down was a further step into government dependency. We were just writing unemployment checks and encouraging people to stay home and not go to work. 

How can the state government be brought closer to the people of Long Island?

As I said previously, by bringing people out here. A lot of people on the other side of the aisle in the majority are planning on coming out and spending some time with me out on Long Island this summer, including Majority Leader Crystal Peoples-Stokes [D-Buffalo]. We’re going to visit the wineries and the farms, look at the beaches and spend some time together. She has assured me that she will be out here with me and I plan on taking a trip up to Buffalo to see what her hurdles and her struggles are.

I think that by bringing people out farther on Long Island and seeing what we have out here … especially our expressway. Long Island has been neglected for far too long and we need to make sure that our roads are safe, that our law enforcement is making sure that our communities are safe and that there’s always somebody at the other end of the phone to answer the call. 

Our volunteer firefighters and our volunteer EMS workers, they are finding it very unaffordable to live here. We need to make sure that there are incentives for them to stay as another aspect of public safety. That is the fundamental reason why we have a government: public health, safety, welfare and prosperity.

Is there anything else you would like to say to our local readers?

I would like to say that elections have consequences. It’s very important that everyone pays attention to who is running for office. Look them up on the internet. We have easy access now to look at the platforms of the people running for office. Pay attention to who’s running and who best represents your ideals, your values and your concerns.

A growing divide has emerged between the people of the North Shore and the Long Island Rail Road, and it is time for the local community to bridge this gap.

In board rooms and public meetings throughout this area, local officials today express similar frustrations about their various dealings with this public railroad company.

On Monday night, Port Jefferson Village trustee Bruce Miller described the complications that arose during a recent meeting with LIRR reps as neither party could agree on a common path forward. A day later, Brookhaven and state officials traveled to Stony Brook train station, echoing the decades-old call for the electrification of the Port Jefferson Branch line.

Local elected officials are most familiar and best equipped to handle the plights of their constituents. Yet in communities throughout this area, our leaders are meeting resistance with LIRR, whose leadership changes too often. While LIRR rightly devotes much of its energies to the more heavily traveled Ronkonkoma Branch, the residents of the North Shore pay taxes and have an interest in this company, too. 

LIRR officials should be aware of the frequency of riders who travel inland to the main line in the center of the Island. This suggests residents here are rejecting the railways in their own backyard for a longer drive to the train station — albeit a faster and more direct  commute into Manhattan. The unintended consequences of this are greater congestion on our roadways and more pollution generated by cars. This burdensome commute impairs our quality of life, costing us more energy and placing unnecessary strain on our physical and mental health.

For decades, the people of this area have asked LIRR to electrify the Port Jefferson Branch. Today, as the cost of diesel fuel surges exponentially due to inflation, this transition is more necessary than ever before. Despite the preponderance of evidence that electrification will reduce air and noise pollution, that it will cut costs for the railroad and the taxpayer, and that it will deliver a better ride for the people of this community, electrification has been nothing more than a pipedream.

There is no better time than right now to electrify the line. With a flood of infrastructure stimulus cash from the federal government, the opportunity is ripe for the taking. We must thank our representatives who are fighting to secure a better ride and remind them to keep applying the pressure. 

At some point, LIRR must soon give in and when it does, it will be for the better.

During the late morning hours of June 7, people gathered at the Stony Brook train station but not to board a train. They were there to call out the Metropolitan Transportation Authority and Long Island Rail Road for not getting on board with modernizing the Port Jefferson Branch line.

Town of Brookhaven Supervisor Ed Romaine (R) asked state and local officials to join him at a press conference at the station to urge the MTA and the LIRR to extend electrification on the Port Jefferson Branch. In addition to the elected officials in attendance, civic, chamber, business and environmental leaders were also on hand to show their support.

Many in attendance have vocalized the need for years, including during a December 2019 press conference at the train station. However, plans were put on hold due to the COVID-19 pandemic.

East of Huntington the 24 miles or so of railroad tracks are not electrified, and the LIRR uses dual-mode trains that can switch from electric to diesel.

Those in attendance addressed concerns such as air pollution from the diesel trains and traffic congestion from residents driving south to take trains on the Ronkonkoma Branch. They also said electrification would benefit the area, including efficient experiences for passengers, more business drawn to the area, increased enrollment at Stony Brook University and real estate values increasing. 

Romaine said the Port Jeff Branch was the busiest line of the LIRR. He called diesel fuel “some of the most polluting fuel that we have.” He added that Suffolk County and Brookhaven “have been shortchanged by the MTA.”

He said that with the passage of President Joe Biden’s (D) $1.2 trillion federal infrastructure bill and more than $10 billion estimated to go to the MTA, it was time for Suffolk County residents to see improvements on the railroad

“That is supposed to help rebuild our infrastructure,” the supervisor said. “We’re asking for a 20th-century technology — electrification. Diesel is a 19th-century technology. We haven’t even asked for 21st-century technology.”

State Sen. Mario Mattera (R-St. James) also called for infrastructure money to be spent in the area. Regarding North Shore residents traveling to stations along the Ronkonkoma Branch, he said everyone needed to come together to ensure that those in the area could drive to a nearby station without changing trains to get to New York City. He added with a feasibility study that was started in the 1980s, the time had come for change.

“We need to make sure that we’re here for the commuters,” Mattera said. “Mass transit is so important for our future, and MTA shortchanges us all the time.”

State Assemblyman Steve Englebright (D-Setauket) said when the Climate Leadership and Community Protection legislation was passed on the state level in 2019, it included the call for electrification across all sectors — transportation, residential, commercial and more. He said the same year the legislation passed, the MTA purchased 55 diesel engines.

“Maybe they haven’t figured it out yet but diesels are, as the supervisor indicated, antique technology, and we need to move toward technology that doesn’t pollute the air,” Englebright said.

Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook) said that the diesel engines not only are harmful to air quality, but also when they arrive at a station the vibration can be felt in nearby neighborhoods. Kornreich said there are people in Port Jefferson Station who “have to listen to the sound of diesel throbbing all night.”

Mitch Pally, CEO of the Long Island Builders Institute and a former MTA board member, called on the state Climate Action Council to mandate the MTA to have responsibility in electrifying train lines across Long Island.

“Only in that way will the mass transit system that we have not only transport our people, but do it in an environmentally sensitive manner,” Pally said.

Anthony Figliola, who is running in the Republican primary for Congressional District 1, said after the press conference he was encouraged by the bipartisan support. He added that Smithtown Supervisor Ed Wehrheim (R) is also supportive of electrification.

Figliola and Charlie Lefkowitz, president of the Three Village Chamber of Commerce, were part of the North Shore Business Alliance formed in 2017 that worked on a feasibility study for electrification of the branch.  The MTA included $4 million in their five-year 2015-19 capital plan to pay for a feasibility study on electrification of the Port Jefferson Branch

Figliola said if elected to Congress he will be committed “to helping fund this critical economic development and environmental project.”

“The next step is for the MTA to complete the study,” he said. “My hope is the MTA will think twice before spending any additional dollars on more diesel trains.”

Recent reporting on benches at the Port Jefferson train station [Port Times Record, May 26] prompted further investigation into this practice in public spaces throughout the area. 

When reached via email for comment, MTA spokesperson, Sean Butler, defended the present layout of Port Jeff station. 

“Long Island Rail Road’s Enhanced Station Initiative brought transformative renovations to the Port Jefferson station in 2019,” he said. “We are committed to working closely with the community to give our riders the best possible experience, including through the siting of station benches.”

Butler pointed to the various changes made to the layout of the station, which he suggests sufficiently assuage concerns from passengers and residents. 

“The ESI project installed three benches inside the station house in 2019,” he said. “One existing bench was also provided inside the new platform shelter shed. In response to customers, LIRR added an additional outdoor bench this year.”

This seating arrangement seems to be the standard for railroad stations across Long Island. Browsing photos on the LIRR renovation website reveals divided benches at every building.

Hostile design in perspective

While employing design elements to manage public behavior is nothing new, modern hostile architecture gained momentum in the 1980s and ’90s as homelessness in the United States reached crisis levels. 

Hostile architecture in seating is about more than just benches divided by armrests. Sometimes a bench can be too deep or too shallow, or it slopes. Often through choice of material, such as rounded metal pipes, these benches are made intentionally uncomfortable. Through hostile design, the shape of the bench causes eventual discomfort to the user, and the person moves on.

It can also mean opting for seats that aren’t seats. Select subway stations in New York City have added “leaning bars” instead of more benches. These wooden blocks are supported by a metal frame along the wall that provides little support for the elderly or the physically disabled.

Surfaces that would normally be flat can also receive this treatment. Ridges and spikes keep people from sitting or leaning against walls and also deter skateboarders. Sloping or rounding the surface has a similar effect. Longer spikes, reminiscent of bird barriers, keep people from sleeping on warm exhaust vents.

Cordoning off doorways, windowsills and stairs to prevent people from resting or loitering is a common practice, but hedges can also act as barriers. Fences with points keep dogs from investigating shrubs and other plants. 

These measures are usually implemented to keep people from lingering or sleeping in public spaces. But they also have the unintended consequence of making spaces uncomfortable for other populations. 

Changing the configuration of benches can often render them unusable for those who need them most. Seating is of particular importance for the elderly and disabled. Someone whose limitations do not allow them to get up easily might struggle in the space created by the dividing armrests. Larger people also cannot use this narrow seating. 

The only guidance for outdoor bench armrests outlined in the Americans with Disabilities Act states, “Benches will be most useful if they have full back support and armrests to assist in sitting and standing.” Placing armrests at intervals along the seat of the bench is a convenient manipulation to skirt this advice.

Mayor Margot Garant has responded to concerns about seating availability at Port Jefferson train station.

The village mayor believes the issue of seating availability cannot be divorced from public safety. “We were getting a lot of complaints about the homeless population,” Garant said. “They were using the off and on ramps and sleeping in them. And our ridership — whether it was people from Port Jeff Station or Port Jeff village — they were complaining to us about the safety at that time of getting on and off the train, especially in the early mornings and in the evening hours.”

During the 2019 redesign of the Port Jefferson train station, the village had discussed both seating availability and public safety with Long Island Rail Road. During those deliberations, the mayor said LIRR had pitched an idea to add redesigned benches to prevent individuals from sleeping on them.

“The discussion was held at that time about what the renovation plans would look like and I believe they had commented to us that they were introducing some of these other types of benches which would allow for seating but don’t allow for overnight sleeping,” she said, adding, “Since then our complaints have gone down, I would say, like 85%.”

Despite the decline in complaints from residents, there remains the problem of user-friendliness at the station for some riders. As reported last week, there are only two outdoor seating areas at the station, which can present an unnecessary obstacle for people with disabilities and the elderly.

Garant acknowledged that greater accommodations at the station should be made to ensure these populations can rest comfortably while waiting for a train.

“I feel for the complications that people have,” she said. “So, yes, seating should be made available if they can’t sit inside the booth or they want to sit outside, but it may be the type of seating that does not allow for you to lie down on it and that’s for a reason.”

The quantity and style of seating at the station is largely determined by LIRR, according to the mayor. The decision to add armrests along the benches, however, was a coordinated decision between LIRR and the village to curb sleeping at the station.

“Yes, there was a conversation with respect to that because we’re trying to prevent people from using the station as a sleeping area,” Garant said. “There is a significant, conscious effort in making sure that when our ridership gets up there in the early morning to take the train to work, they are not having to step over people or deal with a certain population up there that’s going to panhandle and make them feel unsafe. That was a conversation that we had.”

Garant added that user-friendliness has not been part of her agenda primarily because she does not see the public demand to alter the present layout of the station. 

“In three years, nobody has come to us at a public meeting or raised this as a concern of theirs that they feel that the station is not user-friendly for them,” she said. “It’s not something that was brought to our attention.” She added, “Since we worked with Pax Christi and the station was renovated, it’s been a very peaceful coexistence.”

Because the railroad is not a village property, the mayor also said she is limited in her ability to change the layout. However, she agreed that if this becomes a persistent problem for riders and residents, then she would coordinate with LIRR to remedy it.

“We will certainly discuss with the Long Island Rail Road — because it is not our property — what we can do together to try and alleviate that concern,” the mayor said. “I have to be honest, that concern has not come to my desk in over three years.”

Station Street

Questions surrounding the layout of the station will continue as the village embarks upon its latest project to introduce Station Street, a one-way thoroughfare that will begin at Main Street, cut east near the parking lot and end at Oakland Street. This planned terminal will mitigate congestion on Route 112 and facilitate traffic coming in and out of the station.

The Station Street project has been in the works since 2016, when the village approved a master plan to revitalize Upper Port. As part of joint efforts between the village, the Town of Brookhaven, LIRR and the state Department of Transportation, the proposed Station Street would create a plaza that will help channel traffic from the main thoroughfare, alleviating congestion as drivers enter the village. 

“We did a traffic study,” Garant said. “The traffic study and the DOT comments said the more that we can get people off of Route 112 as they’re going toward the east to work at the hospital, the better.” She added, “That will eliminate a lot of the buildup, the people waiting in line to get into Port Jeff village.”

The plan, if implemented, would eliminate two traffic concerns for the village. First it would relocate the bus stop currently placed along the train crossing into Station Street, eliminating a public safety hazard for people getting off of the bus. Relocating the bus stop will “make it much safer, get the pedestrians off that train intersection there and alleviate the traffic,” Garant said.

The plans would also introduce a driveway into the train station parking lot, where taxis and cars will have a better drop-off and pickup area. Behind the scenes, these plans are falling into place, according to Garant. Although still without a developer, the plans have been put out to bid and contracts are expected soon.

“The bid is out right now for contractors to come in and do the installation of that street,” the mayor said. “Everything is lining up and the plan is coming to fruition as we speak.”
