More than 30 years ago on a very cold January morning, a Vietnam vet came looking for me. He found me at the counseling center on High Street in Port Jefferson Village. He was shaking and could hardly speak. He told me that one of his buddies, who was also a Vietnam vet, had died. He had frozen to death along the railroad tracks.

He begged me to go with him. So we walked along the railroad tracks on the south side toward Stony Brook. About 1/4 of a mile down in the woods was a box village of mostly Vietnam vets. Most of them were probably suffering from PTSD, although back then we did not call it that and did not know how to treat it.

His friend was in his late 40’s. At that time, the Veterans Administration was not very helpful towards our veterans. The deceased veteran had no family to speak of. So, I got permission and claimed the body. We did a simple prayer service at Holy Sepulchre Cemetery in Coram where he was buried.

Someone had given me a large grave there a number of years before. I had seven spots. This man was the first to utilize that gift. I have since used it for a few more people who had no family and no one to care for them after they died.

When I got to the boxed village, it was overwhelming  to see so many homeless men with nothing. The homeless man was so grateful that I took care of his friend. I was so saddened that we failed someone who served our country. I asked the homeless man to come with me when I met the Commissioner of Social Services for Suffolk County. He was shocked to hear our story and to hear about the box village. He assured me they would do more.

Some things have changed over the past 30 years but not enough to really make a dent in our homeless population. In the 1990’s, there were certain social safety nets that empowered the homeless to break the cycle of poverty and dependency. Unfortunately, those social nets have fallen by the wayside.

The homeless live in the shadows and in the cracks. They have no fixed address so they have no one to represent them before government.

Thirty years later things are worse; our human resources are dwindling. Our social service system in Suffolk County and around the country is badly broken. We set the homeless up for failure and your tax dollars pay for it.

Presently, we have a Commissioner of Social Services who has a vision that will empower change, but unfortunately, she must deal with the legislature that does not see homelessness as a priority of real concern.

I guess we have forgotten that all life is sacred, even the homeless!

A new state law has public officials from Suffolk County up in arms.

Gov. Kathy Hochul (D) signed the Clean Slate Act on Thursday, Nov. 16, which allows certain criminal records to be sealed years after an individual is sentenced or released from incarceration. The law automatically seals certain criminal records after a required waiting period — three years after conviction or release from jail for a misdemeanor and eight years after conviction or release from prison for a felony — if the criminal has maintained a clean record, is no longer on probation or parole and has no other pending charges.

The legislation still provides access to sealed records “for certain necessary and relevant purposes,” such as law enforcement, licensing or employment for industries requiring a background check, employment in jobs interacting with children, the elderly or other vulnerable groups and application for a gun, commercial driver’s license and public housing.

The state Assembly passed the bill in June 83-64, with the Senate also upvoting the measure 38-25. In a signing ceremony, Hochul referred to the bill as a means for creating jobs and deterring recidivism among convicted felons.

“My number one job as the New York State governor is to keep people safe,” she said. “And I believe that the best anti-crime tool we have is a job.”

She added, “When people have steady work, they’re less likely to commit crimes and less likely to be homeless.”

New York becomes the 12th state to enact Clean State legislation, according to the governor’s website.

Homegrown opposition

State and local officials joined first responders and crime advocates outside the Suffolk County Police Benevolent Association headquarters in Brentwood on Friday morning, Nov. 17, blasting the measure as out of touch with the needs of residents.

Suffolk County Executive-elect Ed Romaine (R) acknowledged that there are cases in which records should be sealed but suggested these matters should be considered on a case-by-case basis and determined through the court system instead of the legislative process.

“I think it should be up to the judges,” he said. “I don’t think [sealing criminal records] should be automatic. I think this bill is not the right thing to do, and I think it does weaken the criminal justice system.”

New York State Sen. Dean Murray (R-East Patchogue) reiterated Romaine’s sentiments: “A clean slate, carte blanche for everyone — that’s just plain dangerous.”

State Assemblyman Steve Stern (D-Dix Hills) said that while he believes in second chances for convicted criminals, the bill exempts only a “small list” of criminal offenders.

“It doesn’t take into account nearly all the types of egregious crimes that impact so many victims, their families and our entire community,” he said. “Manslaughter, armed robbery, terrorism offenses, hate crimes … these are cases where there’s been due process, where there’s been convictions and sentencing.”

The state assemblyman added, “In these kinds of very troubling times, employers, employees, victims, families, neighbors and community members … all have the right to know.”

State Assemblyman Ed Flood (R-Port Jefferson) said the bill would exacerbate the conditions of the opioid epidemic, expunging the criminal records of drug dealers who continue trafficking opioids throughout the county. He said financial criminals, such as Ponzi schemers and elder scammers, receive similar protections under the new law.

“People are entitled to a second chance, but it shouldn’t be us legislators doing this,” he said. “It should be through the judicial system.”

In the race for Suffolk County’s 4th Legislative District, incumbent Legislator Nick Caracappa (C-Selden) is running virtually uncontested.

Caracappa’s Democratic Party challenger, Tim Hall (D-Selden), is not openly campaigning and declined to participate in an office debate with TBR News Media. One-on-one with the incumbent, who currently serves as majority leader within the county Legislature, Caracappa outlined various quality-of-life concerns within the 4th District, touching upon the ongoing countywide wastewater debate, economic development, homelessness and finances.

Wastewater

This year’s county elections are happening beneath the cloud of the Water Quality Restoration Act, a proposed 1/8-penny sales tax to finance wastewater infrastructure in Suffolk County. Along with the Republican Party caucus, Caracappa voted no, pointing to several perceived deficiencies within the legislation.

He suggested that the debate over wastewater infrastructure is a matter of finding the correct balance between laying down seed funds for large-scale sewer projects and financing innovative/alternative septic systems, known as IA systems.

“The most critical flaw of that legislation was the distribution percentages,” he said. “No less than 75% would go toward IA systems, and the rest would go toward sewers.”

Caracappa contended that IA systems have not been requested or used by LD4 residents, saying that this technology is necessary for places along the East End that lack the density to support sewers.

“We have these hundreds of millions committed to shovel-ready projects,” he said. “Planning and development stages are already done. All we’re waiting for is to get the shovels in the ground.”

But getting those shovels in the ground, the legislator noted, requires significant state and federal subsidization. To tap into those large pots of cash, he said a reworded wastewater protection plan would be appropriate, devoting a much larger percentage toward sewers.

“We’re talking about hundreds of millions of dollars” to complete full-scale sewer projects, Caracappa said. “We don’t have that kind of money in Suffolk County, but we do have the tens of millions” to generate the local match necessary for full-scale subsidization.

He added, “I will continue to fight for legislation for the projects that are needed at this time,” namely for sewers.

Middle Country Road

Amid the countywide debate over wastewater, there remains the local matter of introducing sewers into the Middle Country Road corridor, extending a sewer line from Lake Grove to Coram.

Caracappa stated that various businesses and restaurants are interested in entering the Middle Country area, though the existing wastewater infrastructure cannot adequately accommodate these establishments. “Because of the lack of sewers, we can’t facilitate their waste needs,” leading to a local decline.

He said that new sewers would revitalize the Route 25 commercial strip, enhancing the quality of life for residents.

“The sewers, in this case, are for downtowns, for economic development and for new businesses coming in,” he said, adding that the project aims to incentivize “knocking down those small, shuttered buildings and attracting businesses that can come in.”

He pointed to downtowns such as Patchogue, Babylon and Sayville as a model for downtown development along Middle Country Road. “All those downtowns are thriving, and the common denominator is that they have sewers in the ground.”

He regarded sewers as a regional economic development tool. “From putting in the sewers to roadways to drainage to new businesses coming in, they’re going to need employees, and it’s going to create jobs,” Caracappa said. “Jobs give people a reason to stay.”

Affordability/housing

In attracting new businesses into the Greater Middle Country area, Caracappa said there would be several steps toward overseeing the planning for new developments.

“We have to recognize the housing issues here in Suffolk County,” he said. “That’s why I’m a staunch advocate and supporter — and I generated two bills signed into law — that for each development that’s built and that seeks county subsidies, they have to set aside a certain amount of affordable housing for veterans and those in our special needs community.”

Due to the high cost of living in Suffolk, he noted that many young people are struggling to find a place to live. He proposed that county subsidization should come with the caveat of setting aside workforce housing for those earning below the average median income.

Developers “may not get as rich or as quick as they want, but if they’re going to get county taxpayer funding, then there has to be a return on that investment,” he added. “That’s true workforce housing.”

Budgets

With long-term economic uncertainty and a county budget increasingly unstable, Caracappa offered his approach to reigning in the county’s budget. He highlighted some of the principles he said have guided the Republican majority in the county Legislature, noting efforts to improve the county’s bond rating and lower interest rates.

“The first initiative we took is to stop bonding everything,” he said. “We have cash on hand, so we stopped bonding out projects that were $50,000 or less,” adding, “Taking out a bond on $50,000 makes no fiscal sense because you’re going to pay more on interest than you are on the initial loan.”

He also advocated against appropriating funds for projects and programs with minimal return on investment. He supported filling vacant positions within the government and raising salaries for existing county employees.

The majority leader added that the county Legislature must consider a “full circle” approach to economic sustainability, exploring ways to keep young people living and working in Suffolk, where their money can be returned to the community.

“You have to create opportunities here, so they can work here, collect a salary here and recycle that money back into” Suffolk County, he noted.

Homelessness

Amid these fiscal and regional economic challenges, LD4 communities continue experiencing pockets of homelessness, notably in and around Coram.

In addressing the plight of homelessness, Caracappa supported a multipronged effort, tailoring unique intervention strategies to different cases.

“We have to provide opportunities,” he emphasized. “A lot of these homeless people are veterans or people who lost their jobs due to COVID. … For others, there are mental health issues, and we have to provide opportunities for that and get them treatment.”

He referred to homelessness as a “very difficult issue,” especially given the challenges within the shelter system. He noted, “There’s never going to be an answer to all of it because not everybody wants to be helped.”

Given the influx of migrants entering New York state, Caracappa expressed concerns over its implications on local homelessness. 

“Promises that are being made to these individuals who are crossing our border are fundamentally and outright lies,” he said. “They’re being promised an opportunity for a better life, and they’re all ending up in gymnasiums and warehouses.”

He added, “It’s a false promise for a false life that cannot be provided. I will not support having the taxpayer money of Suffolk County residents — who are already struggling day-to-day to help their own families — to provide for these other families.”

Political influence

When asked about the role of outside stakeholders in county government, Caracappa responded that these influences did not affect him personally.

He cited the wastewater bill as a moment in which he received considerable pushback from stakeholder groups, such as unions and environmentalists.

“My job is to protect and serve those in Suffolk County — be their voice and present legislation that’s going to benefit them,” he said.

Forty-year political veteran Steve Englebright (D-Setauket) is facing off against business development and government relations professional Anthony Figliola (R-East Setauket) to be the next Suffolk County legislator for the 5th District. The recent incumbent, county Legislator Kara Hahn (D-Setauket), vacated her seat in August to take up a New York State parks post.

The two candidates discussed current county issues in a rather tense debate hosted in the TBR News Media office. “Can you tell we are passionate?” Figliola asked at one point.

Indeed, their passion was evident as they expressed frustration about each other’s negative political mailings and questioned aspects of each other’s backgrounds. On the issues they discussed that were pertinent to governing the county, their differences were nuanced.

Key issues

Englebright previously held the county post for nearly a decade before he was elected in 1992 to the New York State Assembly, where he stayed until he narrowly lost his seat last year.

He said he felt his work in the county is not yet done, especially in light of the move last summer by the county Legislature to table a bill that would have allowed residents to vote on establishing a 1/8-cent sales tax to create a water quality protection fund, which would help add sewers and Innovative/Alternative septic systems.

“The future of drinking water in this county is in peril,” he said at the debate, pointing to the decision not to include the water referendum on November’s ballot. “They denied that opportunity for people to vote to determine the future well-being of their families and our communities.”

Figliola said he is invested in the community despite watching so many friends leave due to quality-of-life and cost-of-living issues. He said that a priority for him is making sure the Suffolk County Police Department has the resources it needs to fight crime, and in particular to address deadly fentanyl overdoses.

“This is a serious issue,” he said. “It doesn’t care about your political ideology or gender, it’s designed to kill — and we have to put these drug dealers in jail.”

Wastewater

Both candidates agreed Long Island has a wastewater issue — the sheer volume of cesspools on Long Island puts the area’s waterways and sole-source aquifer at risk.

Englebright claimed the county Legislature’s down vote of the referendum over the summer was an effort at voter suppression, assuming the clean water vote would have drawn more Democratic voters to the polls in November. “It was a partisanizing of an issue that has been bipartisan for years,” he said. “Our drinking water is a limited and finite resource, and it should not be partisanized. But it was.”

Figliola said he’s been supportive of the measure as a private citizen, but he also thought the bill, which would designate a majority of the funds to updated septic systems, had flaws. He argued there should be a 50/50 split of funds in order to add more sewers in places like Port Jefferson, Port Jefferson Station and other main streets, and perhaps a percentage of funds could be left as wiggle room. 

“I would like greater flexibility to be able to give dollars more to sewers — or perhaps in 10 years, there’s some new technology that we don’t even know about, but we’re handcuffed because there are specific percentages,” he said.

Englebright rebutted that in the decade of preparation for the clean water bill, the proportion was worked out by Stony Brook University scientists and “field tested” in public hearings.

“It’s proportional that it’s about 75% of the problem is in cesspools, not in business districts,” he said.

Migrants and asylum seekers

Both candidates condemned the tactic by Republican governors of busing illegal migrants from border towns to Democratic-leaning so-called sanctuary cities, including New York City, as inhumane. But they agreed the county was right to block any move to bring the migrants to Suffolk, after Gov. Kathy Hochul (D) eyed SUNY campuses like SBU as temporary migrant housing.

The candidates said the county does not currently have the capacity to accept a sudden influx.

“You can’t just unilaterally start flooding this area without any preparations,” Figliola said, adding that there could be ways to activate churches and nonprofits to help out, but leadership on this issue needs to come from the federal government.

Englebright balked at any mandate to receive migrants without funding and time to prepare.

“New York City’s plight is serious and not New York City’s fault, but it shouldn’t be translated into Suffolk County,” he said. “There’s a way to do it the right way, and that’s not what has been proposed.”

Pedestrian/bike safety

Both candidates are pro-sidewalk, saying they think new developments should be required to install them, though Englebright said he sees a “built-in conflict” in mature communities where beautiful trees have grown up where sidewalks should be.

Englebright pointed to other solutions, like recreational walking and biking trails such as Trustees Road at West Meadow Beach and also to potential commuter routes, such as the Setauket-Port Jefferson Station Greenway and the bike paths on SBU’s campus — all of which he said he had a hand in creating through his position in the state Assembly.

But walkers on the Greenway itself see issues of safety and potential drug activity. Figliola said he would like to see bike patrols by the Suffolk County Police Department, and perhaps even call boxes along the trail for easier reporting.

“We need to give police the resources they need so that if you’re walking with your kids, you can feel safe,” he said.

Englebright agreed that the county has a big role to play. “Almost 200 acres of county parkland is strung like jewels on a necklace if the string of the necklace is the trail itself,” he said, suggesting county police should be involved, but this county land could easily house call boxes.

County police

Englebright called the Suffolk County Police Department “almost overwhelmingly the most important issue from an economic perspective of the county budget,” and said upcoming contract negotiations are important since public safety takes up about 70% of the budget.

“We need to have a clear-eyes reappraisal of how we go about the very real need to support our police and make sure the thin blue line is not made so thin that it weakens the protections we depend upon in our communities and for our children,” he said. 

Figliola stressed again the need to give police the resources they need to keep communities safe but agreed the contract negotiation is important. “There has to be transparency in the process. We need to make sure what we do is in the benefit of the people,” he said. “We need to have a need matched with a public benefit.”

He also expressed frustration over positions at the county left open, particularly detective positions. He said the Suffolk administration under County Executive Steve Bellone (D) has been “crafty with budgeting” by not filling positions already in the budget and paid for by taxpayers.

Homelessness

Figliola said the county’s Department of Social Services could better coordinate with the towns to assist people living in encampments but said a huge factor is mental illness.

“We have to find a way to help these folks,” he said, suggesting a partnership with SBU to incentivize people to become social workers. “There’s not enough people to help those who are mentally ill.”

Englebright praised the county for working with nonprofit organizations on this issue, but said that could be expanded, and engaging with area churches in particular could work well. He said the county needs to find a way “to incentivize people to leave who are just camping out in open spaces and causing a lot of young families to not want to venture into those spaces.”

County District 5 voters will decide on these two candidates Tuesday, Nov. 7.

This year marks the first open contest for Suffolk County’s top post since 2009 when three-term incumbent County Executive Steve Bellone (D) first won the job.

Bellone cannot seek reelection due to 12-year term limits for county offices. In his place, Town of Brookhaven Supervisor Ed Romaine (R) is opposing businessman Dave Calone (D).

At the TBR News Media office, the two candidates debated for roughly an hour and a half. Their conversation covered an array of policy matters from wastewater, municipal solid waste, public safety, budgets, homelessness and transit.

Introductions

Calone is a Setauket resident who said he is running because “we need people with new backgrounds and different skill sets as county executive.”

The Democratic candidate is a former state and federal prosecutor whose private-sector experience entails assisting startup companies and working with owners to help build their businesses.

Romaine is a Center Moriches resident who said he is running because he views the county government as headed down the wrong path. He served two terms in the county Legislature before serving five terms as Suffolk County clerk. He then reentered the Legislature before assuming the position of town supervisor via special election in 2012.

In his 38th year in public office, he contended that “experience is needed now more than ever, and I think you have to be able to start a job from day one.”

Issues

Identifying the issues motivating his campaign, Romaine cited budgets, administrative vacancies, public safety concerns and outdated infrastructure. He said he supported the federal $1.2 trillion Bipartisan Infrastructure Law and New York State’s $4.2 billion Environmental Bond Act, although infrastructure investments into Suffolk have lagged.

“We need someone that is going to be an advocate for Long Island to try to get that money because we need to rebuild our infrastructure,” he said. “Getting sewers, clean water — these are major issues that have to be dealt with.”

Calone said the voters he canvassed expressed great interest and concern over affordability, coupled with a lack of affordable housing options.

He proposed appointing a chief housing officer within the county government to coordinate with towns and villages, advocating for repurposing malls and strip plazas to address the county’s housing needs.

“Let’s identify housing priorities across the county, and then let’s say to developers, ‘This is the place to do it,’” Calone said, supporting streamlining of the permitting process and cutting red tape. He also emphasized public safety, affordability, well-paying jobs and the environment as other motivating factors.

Wastewater

This year’s election cycle is taking place concurrently with a countywide debate over the future of the region’s wastewater infrastructure. Over the summer, the Republican-led county Legislature blocked a 1/8-penny sales tax for wastewater investments from reaching the November ballot in the form of a referendum. If passed, the measure would have helped finance new wastewater investments.

Calone said he disagreed with the Legislature’s action. “What I would do as county executive is put that back before the Legislature,” he said. “If we need to tweak it in some way, I’m open to that.”

“The most important thing is that we have something we can put before the voters … that they can vote on because right now we are behind other places in going after” federal and state subsidies, he added.

Romaine condemned the process through which the current administration pursued instituting the sales tax, saying the correct approach would have been the county Legislature passing a Home Rule Message rather than including language through the state budget.

He also objected to the revenue split between IA, or Innovative/Alternative, septic systems and new sewer infrastructure. “To say that this bill is perfect, it’s not,” he said. “I want to see sewers because we have more densely populated areas in this county that do not have sewers and need sewers,” adding, expanding sewer access “would do more to clean our waters.”

Garbage

The planned closure of the Brookhaven Town landfill — which services the entire region — places uncertainty over the long-term future of the county’s waste management system.

Romaine said averting an islandwide garbage crisis would require a regional approach to garbage disposal.

“We need to get the 31 villages and the 10 towns on the same page, working with the county and maybe even Nassau County to create a regional approach to solid waste,” he stated.

To facilitate a regional program, he supported transporting garbage by rail. “Since it can’t be buried here, can’t be maintained here, can’t be kept here, it has to leave the Island,” Romaine added. “The best way to do that is by rail.”

Calone pointed to the Brookhaven landfill as a failure by Brookhaven Town. He said the county government must roll out a more comprehensive recycling and composting program with the goal of achieving zero waste, though this ideal is likely unattainable.

Given that the county will inevitably produce some waste in the years ahead, Calone endorsed the proposal to ship the remaining garbage by rail. “There’s going to be some waste left,” he maintained, “and it will need to be railed off of Long Island.”

Public safety

To combat crime within Suffolk County, Calone called for a fully-funded, fully-staffed Suffolk County Police Department.

“We need to make sure law enforcement has the technology and tools they need,” the Democratic candidate said. “We need to make sure that every school has a school safety plan and has school safety officers that are well trained — there’s no minimum training requirement for school safety officers.”

He also advocated for targeting drugs and drug trafficking into the county with more aggressive prosecutions while “taking guns out of the hands of dangerous criminals.”

Romaine centered his public safety priorities around vacancies within the police department, pointing to 51 unfilled detective slots.

“That’s also true for patrol officers, that’s true for superior officers, that’s definitely true corrections officers, it’s true for deputy sheriffs, and it’s true for a whole host and character of law enforcement,” the Republican candidate said.

Budgets

With long-term economic uncertainty and growing concerns over the county’s finances, Romaine said he would seek to achieve a AAA bond rating for the county government, pledging to apply the fiscal strategies from Brookhaven’s budget process.

“What we did is we began to pay off debt and reduce debt with any budget surpluses that we had,” the current town supervisor said. “We have, despite inflation, been able to put together structurally balanced budgets. We have been able to reduce our fiscal stress to nothing, our environmental stress to nothing.” He added, “I would do the same” for the county.

Calone highlighted the pending closure of the municipal landfill as deeply problematic for Romaine’s constituents, suggesting budgetary mismanagement by his opponent.

The businessman referred to the county government’s current financial state as “the best financial situation it has ever been in.”

With substantial reserves, Calone offered to return some surplus money to county taxpayers through a 10% general fund property tax cut.

“I want to look at the Suffolk County budget, one with an eye toward giving some of that money back to taxpayers, and two looking at it with a businessperson’s eye.”

Rebutting Calone, Romaine said that as revenue from the landfill gradually goes away, the town will install solar panels around the landfill complex and advance related alternative energy projects to recover the lost funds. “We have sufficient revenue for the town,” he said.

Responding, Calone noted that regardless of the recovered funds, a significant budget shortfall would likely befall the Brookhaven budget, triggering a sizable tax increase for town residents in the coming years.

Homelessness

In recent years, the county has observed a rise in homelessness, with many homeless individuals turning away from the shelter system.

Calone said the county government lacks adequate personnel within its Department of Social Services, with current staff inadequately paid.

He said addiction and mental health issues tend to be the primary drivers of homelessness and that the county is not tapping into various granting opportunities to address these problems.

“I propose having a county grants office,” he said. “We don’t have one now, and there’s no coordinated way of going after grants,” noting, “This is a way to tap into federal and state funding that we’re not getting right now when it comes to mental health, veterans issues and things like that.”

Romaine agreed that grant writing remains a deficiency within the county government and that social service workers deserve better pay.

He said the best explanation he has seen on homelessness came from a recent CBS “60 Minutes” interview by California Gov. Gavin Newsom (D), who is pursuing a new model for curtailing homelessness within the Golden State.

Newsom is “not of my party, but I’ve never heard somebody speak as well as he did on that issue,” Romaine said. “It impressed me. I’ve done some research on it, and I have some people working on it. If I have the good fortune to be elected, we’re going to take a look at it.”

Transit and trails

Officials have cited high costs associated with maintaining the county’s bus system as barriers to system expansion and modernization. To better serve the needs of riders, Romaine said modernizing the bus system begins with focusing on rails.

“We need to electrify our rail,” he said. But, he added, “None of our county buses meet the trains. You would think that you would want to create a synergy between trains and buses.”

Calone proposed reimagining the disparate modes of transit as “an integrated system.” He considered the current ridership within the county’s bus system as “ridiculously low,” arguing that empty buses give residents a sense that their government doesn’t work.

“We need to move away, I believe, from a fixed-route system everywhere except the far western part of the county,” he said. “As we move further east, we need to move toward more of an on-demand system” that uses smaller buses and modern technology to boost ridership and enhance the rider experience.

Along with traditional mass transit options, the county’s 2020 Hike-Bike Master Plan calls for expanding active-use recreation as an alternative form of transportation. To implement the ideas within the plan, Romaine supported connecting trails as part of an “overall transportation system.”

“I’d love to provide viable alternatives so that people don’t have to use a car-based system,” he said. He added that conserving open space would help expand nature trails.

Calone regarded the master plan as a “great plan” with many gaps to fill in.

He said the county must work with private landowners to acquire the lands to connect existing greenways and expand its linear park network.

“We need to have blueways [water trails] as well, where people can boat and kayak,” he said. “We’re going to put this sewer and septic program in place and, over these next bunch of years, are going to improve our water quality, and we’re going to make that available.”

He continued, “We pay a lot of money to live here, and we should enjoy what makes this place so special.”

Suffolk voters will pick one of these candidates to be their next county executive on Tuesday, Nov. 7.

The Port Jefferson Station/Terryville Civic Association addressed issues regarding the unhoused at its general meeting Tuesday, July 25.

The civic meeting was joined by Father Francis Pizzarelli, founder and executive director of Hope House Ministries in Port Jefferson, as well as officers from the Suffolk County Police Department and members of an organization that helps the homeless 

During the meeting, Pizzarelli shared his experience assisting the homeless, including his meeting of a homeless Vietnam war veteran 35 years ago who was sleeping in a box village in the middle of winter.

The distraught veteran, who was most likely struggling with post-traumatic stress disorder, came to Pizzarelli after one of his friends who was also living in the box village froze to death.

After finding there was little help offered for homeless veterans, Pizzarelli started Pax Christi Hospitality Center, an emergency shelter for men in Port Jefferson.

Pizzarelli expressed that a stronger partnership is needed between social services, the community and law enforcement. However, Pizzarelli also noted that law enforcement’s hands are tied in many situations, though they have always “been willing to be a part of the conversation.”

Pizzarelli highlighted the lack of treatment facilities and steps in place to help people in the homeless community.

“The social networking that was in place 35 years ago is nonexistent,” Pizzarelli said. “It’s just a repetitive cycle of setting people up for failure.”

For example, there is a lack of transitional housing for people once they leave a shelter such as Pax Christi, and the ones that are there, “you wouldn’t want a rat to live in,” he said.

A Suffolk County police officer spoke about what is and is not considered a crime when it comes to homelessness, and the role that the police can play.

“We’re not allowed to arrest people for being homeless, we’re not allowed to arrest people for begging,” the officer clarified.

“It used to be against the New York State Penal Law to stand in front of a business and beg. That was taken off the books, so what we’re left with is a [state] Vehicle and Traffic Law, because realistically, it’s not going to solve the problem, us arresting them at that specific moment,” the officer continued.

The officer said police can write a person a traffic ticket if they are on a road begging, which could possibly lead to a warrant and then an arrest, but reiterated the police cannot simply make an arrest for begging.

There are also laws in place that allow police to take a person into custody if they are deemed to be either a danger to themselves or others. However, the officer explained that the law’s threshold criteria is very high.

The police department has also put the Behavioral Health Unit to effect.

“We have these officers; they go out to these specific locations where the homeless people … are, and we try to attack it [by] offering them social services such as housing and drug counseling, and we hope that they will voluntarily take it,” the officer said.

Jessica Labia and Dwayne Brown of the Long Island Coalition for the Homeless were also in attendance to speak on issues. Labia furthered the point of the lack of resources, saying, “The more resources that are put into folks that are experiencing homelessness or low income on Long Island, the more we’re able to help them get into housing.”

She also suggested that arresting homeless people wasn’t helpful, as it can make it more difficult to house people when they have a criminal history.

Labia and Brown reminded everyone that homelessness was not just in the Port Jefferson Station area, but rather Long Island as a whole has between 3,000 and 4,000 homeless people on any given night.

The race to replace Suffolk County Legislator Kara Hahn (D-Setauket) is now a three-way contest as Jen Dzvonar, president of the Port Jefferson Station/Terryville Chamber of Commerce, has declared her candidacy.

Hahn’s 5th Legislative District spans Three Village, Port Jefferson, Port Jefferson Station, Terryville and parts of Coram and Mount Sinai. The incumbent cannot seek reelection due to 12-year term limits for county offices.

Former New York State Assemblyman Steve Englebright (D-Setauket) and 2022 GOP primary candidate for New York’s 1st Congressional District, Anthony Figliola of East Setauket, have received their respective party committee’s nominations. Dzvonar’s campaign is unaffiliated with a political party. She owns the Port Jefferson Station-based Bass Electric and has served as chamber president for over a decade. She is also a Port Jefferson Rotary Club member.

In an exclusive interview, Dzvonar told TBR News Media she entered the race to build upon ongoing efforts within the 5th District.

“I wanted to make sure that our community is moving in a forward direction, still making progress, still revitalizing,” she said.

The chamber president suggested local initiatives often stagnate due to bureaucracy. She expressed interest in “streamlining” government services, limiting paperwork and removing other impediments within the county government.

“Especially being in the chamber, I see the struggle of local and small businesses — even small developers — that have a hard time getting things to happen,” she said. “It just seems to take so long, and I want to streamline that whole process.”

Among other policy concerns, Dzvonar said she would focus on addressing homelessness, maintaining that the county offers valuable services that are not used to their full potential. Accessing social services, she noted, should be simple.

“There are so many great programs already established for homeless people, people with addiction, with mental health,” the candidate said. “We just need to make those services more readily available.”

She added, “There just seems to be a disconnect somewhere. They don’t make it easy for people that have these issues to be able to obtain help.”

Dzvonar also proposed expanding sewer access into Port Jefferson Station, a measure she contended could bolster further community development. “We can’t get rid of the blight until that is done,” she said.

Dzvonar added that increasing the number of mental health personnel within the county and promoting the Safer Streets initiative are also items on her agenda.

To get on the ballot, Dzvonar has a tall task ahead, needing to obtain 1,500 signatures between April 18 and May 23. Election Day is November 7.

A year ago, Devon Toney was among the countless ranks of Long Island’s homeless.

After serving out a 17-year prison sentence, Toney spent years moving from place to place, his nights often spent at bus and train stations. Unable to cohabitate with others due to years of trauma inflicted early on in life and prison, he turned away from the shelter system. [See earlier Toney story, “Homelessness: A national disgrace and a thorny issue.”]

During his prolonged period of homelessness, Toney characterized himself as “very undesirable to everybody,” his frustrations externalized in fits of rage. Now this cycle has been broken and, for once, he said he has found stability.

Thanks to the assistance of various community organizations, Toney has recently entered a stable housing arrangement, having recently joined the Rapid Re-Housing Program operated by Family Service League, which provides financial and housing assistance enabling access to private rental units.

Along with the Long Island Coalition for the Homeless, which had referred him to the program, Toney’s transition was also facilitated by the Council of Thought and Action, Heartsong and the Angels of Long Island organizations, among others.

Debbie Loesch, founder of the Patchogue-based nonprofit, Angels of Long Island, was instrumental in assisting Toney during his transition from homelessness, offering him per diem employment and watching out for him as he slowly got back on his feet.

“Life dealt him a couple of curveballs, but he has overcome them,” she said. “I’m very proud at how he’s turned his life around.”

Housed, he spends much of his time reading and in study. With stability, he now channels his energies into various civic aims to lift others out of homelessness.

Since entering stable living conditions, Toney described his day-to-day existence as “night and day.” “Stability just makes me a different person, a more desirable person,” he said. “I’m a lot happier.”

Despite the recent turn in Toney’s story, homelessness remains a painful reality for many other Long Islanders. For many, escape from the scourge of homelessness has become an even more significant challenge.

“It is becoming increasingly difficult for people to get out of homelessness for a number of reasons,” Mike Giuffrida, executive director of the Long Island Coalition for the Homeless, said in an interview. “The housing market has become more expensive than ever, and there’s less availability of rental units.”

Further exacerbating the lack of housing, Giuffrida added that a greater proportion of Long Island’s homeless population is turning away from the shelter system.

“More people are experiencing homelessness on the street as opposed to temporarily entering shelter situations as a result of the current shelter structures not aligning with the needs and preferences of people experiencing housing instability,” he said.

As inflation and prices continue to mount, compounded by a lack of affordable housing, the region’s homeless face even more challenges.

Possible reforms

To deal with the growing problems tied to homelessness, Giuffrida recommended policymakers consider transformational reforms to the existing shelter system.

“If the current shelter structures are not reimagined, we should expect to see more people living on the street as opposed to in shelter,” he said.

Some manageable steps toward avoiding a spike in homelessness, Giuffrida suggested, could be eliminating burdensome shelter payment standards, reforming congregate shelter arrangements and offering non-U.S. citizens year-round access.

Giuffrida also recommended reimagining the mass transit network on Long Island, describing the existing infrastructure as “inadequate.”

“Transportation is a major barrier for people at risk of homelessness, experiencing homelessness or recently housed,” the executive director said.

Along with matters of policy, Giuffrida maintained that public awareness of homelessness offers a necessary first step toward alleviating the conditions of Long Island’s homelessness while moving them off the streets.

“People who have never experienced homelessness have the most to learn about homelessness,” he said. “It’s very often that people who are most directly impacted by homelessness have the best ideas about how to solve homelessness and are more aware of people’s needs.”

Toney’s triumph

Since Loesch first met Toney, she has observed in him a tendency to give back to others. She also noted his desire to stay informed on policy trends, attend legislative meetings and speak up for those similarly afflicted by homelessness.

“He’s always reached out to help somebody else,” she said. “He’s always willing to help somebody.”

Loesch added that others could learn from Toney’s example, particularly his perseverance. She noted that he distinguished himself in seeking knowledge and information to facilitate his upward trajectory.

“He did his own research about how to obtain housing and what was available to him, and then he stayed on it,” she said.

The nonprofit founder reminded policymakers and community members to remember to humanize the homelessness problem, approaching this through a human and problem-solving angle. 

“We’re trying to save people from drowning, but we’re not going down the river to find out why they’re falling in,” she said. “We help people all over the world, but we don’t help our own people. There’s no reason that so many people should be homeless.”

Giuffrida emphasized that Toney is just one of countless other Long Islanders and Americans experiencing a similar lot. For communities and societies to begin to address the problem effectively, he maintained that all of those afflicted by homelessness must have a voice.

“We need to hear from all of the Devons,” he said.

Toney said the next stage in his journey is to acquire reliable transportation. He remains open to finding employment, saying that his experiences may uniquely qualify him for the nonprofit sector or related philanthropic enterprises.

“I know what it’s like not to have clothes, to be homeless and to go without food,” he said. “Helping individuals obtain food, clothing, housing and information … I would love that.”

The world is so polarized. Our nation is so divided; hatred is so infectious these days. So, when one comes upon compassion and kindness, it causes you to stop and think!

Being an avid downhill skier, I never fall and I am always careful but last ski season on my last run I took a terrible fall and slid down half the mountain with both skis on. I finally stopped was able to get up and maneuver down. When I got to the back of the mountain my right knee hurt but I didn’t  pay any attention to it.

The week before Thanksgiving as I was walking down the staircase of the cottage I live in at Little Portion Friary in Mount Sinai, my right leg gave out and I took a tumble. I was told that my meniscus was shot probably because of the fall last season and I now tore a tendon in my right knee. I had emergency surgery and was placed in a brace.

Since that surgery, I’ve been wearing a brace on my right knee. I’ve taken 75 people to Israel and teach at two universities every week. I’m not always dressed as a priest when I go into New York City to teach. Most recently, I was so taken with people’s kindness. Someone offered me a seat on the crowded subway, another held the door and wanted to assist me. Pretty amazing since when I don’t dress like a priest, I look like a homeless man!

Over the last year many of you have reached out to me about a homeless young man who is usually found begging on Route 347. He’s a heroin addict; for more than a year he has been living on the streets and in the woods. A number of times I’ve reached out to him to offer food, clothing, shelter and treatment; each time he politely told me he was not ready. 

Unbeknown to me, a recovering heroin addict who is in my employ has been helping him every day for more than a year by bringing him food and water. He found out where he was living and also brought him a sleeping bag and blankets when it was cold. Every day he checked on this young man for a year, always encouraging him to get treatment.

Finally, after a year of compassion on the part of my employee the young man finally agreed to go to St. Charles detox and entered long-term treatment after that. Two months ago, he entered Hope Academy and has committed himself to 18 months of long-term treatment. Compassion and kindness made all the difference!

The Port Jefferson Station/Terryville Civic Association held its Meet the Candidates forum at Comsewogue Public Library on Tuesday, Sept. 20.

The Democratic and Republican nominees for New York State’s 1st Senate District and 4th Assembly District attended this civic meeting. The candidates received time to deliver opening statements, then answered questions covering a range of local subjects, followed by closing remarks.

Introductions

Before entering elective office, incumbent state Sen. Anthony Palumbo (R-New Suffolk) worked as an attorney in the Suffolk County District Attorney’s Office. He was in private practice for roughly 10 years before running for the state Assembly in 2013. He served the 2nd Assembly District until 2020, after which he assumed his current position.

Challenging Palumbo is Democrat Skyler Johnson, a 22-year-old Mount Sinai native and former political aide to Southampton Village Mayor Jesse Warren. If Johnson were to win this November, he would become the youngest person to serve in the state Legislature since Theodore Roosevelt.

In the Assembly race, incumbent state Assemblyman Steve Englebright (D-Setauket) is also up for reelection. Englebright, a geologist by training, joined the state Assembly in 1992. Before that, he served as a Suffolk County legislator for nearly a decade.

Edward Flood is Englebright’s Republican challenger in this race. Flood serves as an assistant attorney for the Town of Brookhaven and is the town’s lead prosecutor for town code violations.

LIRR electrification

Each candidate supported electrifying the Port Jefferson Branch line of the Long Island Rail Road, with some variations in approach. 

Englebright advocates moving the existing Port Jefferson train station onto the county-owned Lawrence Aviation property. This plan, the assemblyman believes, would bring value to the community in the form of cleaner air and higher property values. 

“I am working to try to get the Long Island Rail Road to come into the modern age,” he said. “We will prevail. The first thing to do is to have a community that’s united. … If this community is supportive of that, that will be a big boost.”

Flood condemned the MTA for its historical neglect of Long Island communities. He seeks to pressure the MTA’s governing board and add a local representative to that body. “I don’t believe we have a local representative, and I don’t think anyone on that board cares much about us,” he said. “That needs to change.”

Johnson criticized the needless delays for residents traveling to New York City by rail. He favored allocating more state resources to address these concerns.

“It’s not the most fun trip getting onto the Long Island Rail Road,” he said. “We need to continually invest in the Long Island Rail Road because that will properly benefit our communities, it will help people commute, help people live better lives, and it will make our communities cleaner and safer.”

Palumbo underscored several of these points, backing his support behind moving the Port Jeff train station to the Lawrence Aviation property. “All of those issues are extremely important to this community,” he said. “I think we all agree that this is something that needs to be done.”

Homelessness

Another central topic for Port Jefferson Station/Terryville residents is homelessness. 

Flood proposed that many of the problems associated with homelessness stem from alcohol and substance abuse. He proposed strengthening addiction treatment programs and mental health services. 

“Unfortunately, addiction is rampant throughout the homeless community and possibly the reason why they are homeless,” the Assembly candidate said. “We need to do a better job finding resources to adequately treat people.”

Englebright approached the subject of homelessness through the lens of planning. According to him, this requires offering a coherent vision for the Port Jefferson Station area, much of that concentrated around managing the Lawrence Aviation property, followed by investment.

“That would make it possible for us to accelerate the investment into Port Jefferson Station itself,” he said. “We hear a lot of talk about transit-oriented development, and this is the appropriate place for that policy to be fully fleshed out.”

Johnson supported a “great investment into mental health” to ensure people experiencing homelessness receive the necessary tools to get off the streets. He also said the issue is tied to the affordability and housing crises on Long Island. 

“We do not have proper affordable housing, and we do not have proper workforce housing on Long Island,” the state Senate candidate said. “I’m going to make sure that we do everything that we can to bring home the funds so that we are investing in housing projects, while investing in our critical infrastructure, our public transportation, our roads to make sure that we are keeping up with the flux of people coming into our community.”

Palumbo discussed homelessness as a multifaceted issue, requiring changes in affordable housing, enforcement practices and mental health services.

“I think, generally, Long Island is unaffordable,” he said. “We need to lower the cost of living on Long Island, make it all more affordable, and most importantly do what we can to deal with an affordable housing crisis.”

Concluding remarks

During their closing statements, the candidates were asked to provide their two highest legislative priorities that would also affect Port Jefferson Station/Terryville residents.

Johnson stated his two highest priorities would be affordability and infrastructure improvements. “We need to make sure that we are putting money back in the pockets of everyday people,” he said. “And I’m going to make sure that we do that, and we’re going to make sure that we are investing in our roads and infrastructure.”

Palumbo said his two highest priorities are closely linked to one another. He first hopes to alleviate the burden of high taxes and the unaffordable cost of living on Long Island, then tackle rising crime rates.

“I think other things will fall in place if we get control of the crime issue,” the state senator said. “Coupling that with affordability … we’re losing people for a number of reasons in New York, and we shouldn’t be losing anyone.” He added, “We’re an amazing state, and we need to do what we can to save it.”

Though he did not identify the two highest priority issues, Flood highlighted several matters he would like to remediate if elected. Among these are rising crime, bail reform and better state budgeting.

“I see firsthand some of the effects the state has put into place in terms of bail reform,” Flood said. “They’ve added extra hardships to prosecutors and those in criminal justice, and you see it in an increase of crime, in the inability of a district attorney to bring cases forward, and in that, you have local governments who are handcuffed in trying to comply with a lot of these laws.”

For Englebright, his two highest priorities are the electrification of the Port Jefferson line and better community planning. The assemblyman foresees many positive effects if the existing railyard relocates to the Lawrence Aviation property.

“This is, after all, Port Jefferson Station,” he said. “Our station area should be enhanced, and the plan that we put forward for that should not just be something that looks like South Brooklyn. It should look like a vision of what this community should look like when it looks itself in the mirror.” He concluded, “It should be a place of pride. I believe it should be a public park.”
