A countywide housing initiative recently got a bit sweeter for veterans and people with disabilities.

Public officials, veterans and disability advocates together with community members gathered Friday, June 9, at the H. Lee Dennison Building in Hauppauge, where Suffolk County Executive Steve Bellone (D) ceremonially signed two landmark pieces of legislation.

U.S. Census Bureau data indicates Suffolk County is home to over 56,000 veterans, the highest concentration of any county across New York state and among the highest in the nation. The census also indicates that 6.1% of the county’s 1.5 million residents are with a disability under 65.

Under the new local laws passed unanimously by the Suffolk County Legislature last December and signed officially by Bellone in January, funds and housing units will now be set aside to accommodate veterans and those with intellectual and developmental disabilities.

“We are committed to, in this county, making sure that everyone in our community is included,” Bellone said during the recent ceremony.

The two bipartisan legislative packages were introduced by Majority Leader Nick Caracappa (C-Selden) and Legislators Leslie Kennedy (R-Nesconset), Kara Hahn (D-Setauket), Stephanie Bontempi (R-Centerport) and Sarah Anker (D-Mount Sinai), among others.

Caracappa, who chairs the county’s Veterans & Consumer Affairs Committee, noted the sizable veteran and disabled populations, suggesting the county is pursuing a proper course for these historically underserved communities.

“We have far too many veterans on our streets [who are] homeless,” he said. “We have far too many individuals, family members, neighbors, friends with disabilities who are willing, able, ready for a life of independence and dignity.”

Kennedy decried the lack of initiative across all levels of government in supporting these demographics. “We would be nowhere without our veterans, and we have done so little to assist them as life goes on,” she said. “This is us moving forward.”

The county legislator added, “For those with impaired abilities, they deserve to live on their own.”

Trish Calandra of Wading River, in an emotional address, shared the story of her two children with autism, who are both now living on their own.

“To see them living this great life was something I really needed to help others achieve,” she said. “There’s still more to do. We need to get this across this state. We need to get this across this country. We have so many people who need assistance and need help.”

Tom Ronayne, director of Suffolk County Veterans Service Agency, celebrated the legislation, noting that Suffolk County has “set the bar high.”

“For the people who are most directly affected by what is happening here today, their lives are changed profoundly,” he said. “They can lay down and go to sleep knowing that they have a safe, affordable place to live and that tomorrow will not challenge them in the ways that yesterday may have.”

He concluded, “Welcome to Suffolk County because this is how we do it here.”

Residents on one cul-de-sac in Setauket and its surrounding streets aren’t putting out their welcome mats for potential future neighbors.

Smithtown-based Developmental Disabilities Institute is currently under contract to buy a house on Cynthia Court. DDI plans to use it as a residential home for six young adults with autism and other developmental disabilities. On July 16, the nonprofit invited residents from Cynthia Court and Sherry Drive to an informational meeting at The Setauket Neighborhood House to allow them to familiarize themselves with the organization. Tables were set up where attendees could ask DDI representatives questions regarding renovations to the home required to convert it from a four-bedroom to six-bedroom home, safety concerns and other issues.

Kim Kubasek, DDI associate executive director, said when looking for the ideal house, the organization works with real estate agents who are familiar with the size and style homes DDI needs, and then the residential development coordinator reviews the listings and screens out those that are too close to other group homes to avoid saturation in a neighborhood.

“The house in Setauket was one of approximately two dozen that our team considered after screening the multiple listings,” Kubasek said. “Considerations include square footage, property size, the amount of off-street parking possible at the home, the layout of bedrooms and living space, the proximity to hospitals, day programs, recreational opportunities, the fair market value of the house and many other factors. The cost of the house and the potential cost of renovations are also factors we consider since we must work within the allowable budget for such development.”

At the July 16 meeting, traffic concerns and safety issues were on the forefront of the minds of the majority of residents who attended, which also included those living on streets surrounding Cynthia and Sherry. Many believed the home would be better suited for a through street instead of one that only has one way in and out. A number said they had no issues with the individuals who would live there.

A few residents who live on Cynthia Court said the families in the cul-de-sac can be found regularly riding bikes, throwing frisbees, walking dogs and even out with sleds in the snow, especially the children. Others pointed out that DDI may be a nonprofit but it’s still a business with employees, and they were concerned that staff members would be going back and forth all day in their cars and this would cause a safety issue for the children playing outside.

Kubasek said DDI is planning to do its best to create a good amount of off-street parking and the house has a garage. She said the organization is also proposing to expand the driveway and create a parking area behind the house.

During the day and night shifts, there will be three or four staff members each shift, and the night staff consists of two people, according to Kubasek. During the day, staff members including a nurse or behavioral therapist may stop by.

Penelope Drive resident Ed Hill said this isn’t the first incident where people in the neighborhood have felt they have been imposed upon. He said residents have encountered issues with visitors to Sunrise of East Setauket, a senior living home parking cars along  Hills Drive, which is how residents on Cynthia Court access the development. He said there are more cars than usual during holidays on the street, and when it snows, it’s hard for plows to clean. He said he also felt the DDI home in the neighborhood would lower property values.

“A home is a lifetime investment,” Hill said. “So now homeowners are not going to get the full value of what their house is worth because this is next to it.”

Hill and others said they worry if the young men living in the house will act out since they have developmental disabilities.

Kubasek said the clients are not violent, and DDI staff members actually worry about them.

“In many ways they don’t have that sense of safety that they should have as young adults,” Kubasek said. “We try to instill that in them but also be there to protect them while we’re teaching the day-to-day life skills they need.”

She said in other houses DDI residents attend block parties, and in the S-Section neighborhood in Stony Brook, they go to the neighborhood clubhouse and they participate in activities.

Domenick Giordano, who lives on Penelope Drive, said he felt it was going to negatively affect the whole community and encouraged his neighbors to speak to their elected officials.

“I expect all of our elected officials to fight this to the very end,” Giordano said. “They’re shoving this down our mouths.”

In a phone interview, Kevin Long, a Setauket resident and former DDI board member, said he was unable to attend the meeting due to a prior commitment but wished he had. Long’s 16-year-old son Timmy has both autism and Down syndrome. His son needs help with eating, prompts to go to the bathroom and help with bathing himself and brushing his teeth. While he and his wife are able to take care of his son at home, Long said one day when they are older they may need a DDI group home for him.

“I expect all of our elected officials to fight this to the very end.”

“As a parent with a child who cannot function independently, knowing that there is an option where my son can live in a home in a loving environment with some of his peers with specially trained professionals, and they are highly trained, means a lot,” Long said.

He said there is a good deal of state regulation when it comes to the group homes in terms of the amount of training and vetting of the staff. From his experience, he said the DDI homes are well maintained, and the clients are good neighbors and not violent. He said some may have self-injurious behavior where they may do something like putting a foreign object in their mouth, but they are not a danger to others.

Kubasek said DDI, which runs 38 residences in Nassau and Suffolk counties, is currently in a 40-day notification period with the Town of Brookhaven and residents can reach out to town representatives. The town has the right to ask the nonprofit to choose another location if they think there is a saturation of group homes in the area.

Once DDI and a homeowner close on a house, it can typically take six to nine months to secure all of the approvals and complete the renovations, according to Kubasek.

School building handicap accessibility, communication between parents and staff at top of list of concerns

Parents and teachers of disabled students have called on the Northport-East Northport school board to address issues ranging from communication to handicap accessibility in the district.

The members of the district’s special education parent teacher association, known as SEPTA, presented a letter of requests to the board at its meeting on June 15 on behalf of the more than 900 Northport-East Northport students classified as having a disability.

Stacey Riccardi, SEPTA vice president, presented the letter and urged the board to “ensure that the needs of our most vulnerable students be met.”

The group plans to submit the letter to the board again on July 1, once incoming superintendent Robert Banzer is present.

The letter requests the district conduct an internal audit of the special education department, with the investigation going back to 2010, when the last assistant superintendent of pupil services, John Lynch, retired and the position was eliminated.

Members of SEPTA say that since then, the lines of communication between parents and the administration have been compromised.

“We’re being held at arms-length as parents; there seems to be a disconnect between the parents and the special ed department,” Cathy Josephson, SEPTA recording secretary, said in a phone interview.

Outgoing longtime school board Trustee Stephen Waldenburg Jr. said another employee absorbed Lynch’s duties, adding that just because a position is eliminated, does not mean those responsibilities are eliminated as well.

“Once Lynch retired, those needs were not ignored; the tasks were taken on under a new title.”

The letter also highlighted other needs, like the elementary and middle school playgrounds becoming compliant with the federal Americans with Disabilities Act — for example, being outfitted with special swing sets — as well as school building entrances. SEPTA members pointed out that entrances to multiple schools in the district are not handicap-accessible, or some that are accessible are only open during school hours and are locked after school hours, when clubs are meeting.

Waldenburg countered, however, that, “There is no intent from the board to be out of compliance,” Waldenburg Jr. said.

“Our buildings and grounds team consistently analyze school facilities and completes upgrades through capitol improvement projects, which are reviewed and approved by the State Education Department,” Thomas Caramore,  interim superintendent of Northport-East Northport said in a statement.

Aside from making facilities more accessible for students with special needs, SEPTA is eager for a more inclusive learning environment. Josephson has a daughter in a wheelchair who was enrolled in the Northport-East Northport school district from second grade to eighth grade. However, she attends high school outside the district, at a facility that has the resources to meet her special needs.

“These students live in this community,” Josephson said. “Why can’t they get an education here as well?”

Caramore said that no student in the district has ever been denied services due to accessibility, and that students have remained educated in their home schools.

“Our schools should be as inclusive as possible to ensure the special education student has access to the least restrictive environment,” according to the letter presented to the board. It refers to the fact that many disabled students who live in the Northport-East Northport district, like Josephson’s daughter, do not attend school in the district because the schools do not always have the facilities, programs or educators to ensure a proper education for the them. Disable students are frequently enrolled in BOCES instead.

SEPTA wants special needs students to be able to “access the same school their siblings and neighbors attend.”

Caramore said that the community’s concerns are being heard.

“The board and administration will continue to carefully review the concerns raised by the members of the community.”
