In late July, amid some of the hottest weeks of the year, the Suffolk County Water Authority put out a statement urging residents to conserve water.

“With continued hot and dry weather leading to excessive early morning water use that is pushing water infrastructure to its limits, the Suffolk County Water Authority is urging residents to immediately take steps to conserve water,” the statement read. “Though it is always important to conserve water, during hot and dry periods it is imperative to do so, as residents tend to overwater lawns and set their irrigation timers to the same period of time in the early morning hours.”

SCWA’s deputy chief executive officer for operations, Joe Pokorny, outlined the issues surrounding high temperatures. While the underground aquifer is not at risk of going dry any time soon, he said high water consumption is placing a greater strain on the water authority’s infrastructure.

“There is only so much water that we can pump at any given time,” he said. “The aquifers are full of water, but we have limited wells and pumps in the aquifer to deliver water to the customer.”

Strain on the pumps is a problem of supply and demand, according to Pokorny. Higher temperatures increase the demand for water, thereby limiting the supply of water. Pokorny asks that customers be mindful that simultaneous water use can overwhelm their pumps, which could lead to diminished water pressure, possibly harmful to communities.

“We just can’t keep up with demand, so we ask people to curtail [water consumption] because our pumps can’t keep up,” he said. “If that happens for long enough, then we start to see a decline in water pressure and then we get concerned about having enough water available to fight fires and general pressure for people to have in their homes.”

To alleviate the challenges associated with high heat, Suffolk County customers are asked to modify their water habits slightly. By cutting back on water during the peak hours of the highest heat, residents can ease pressure on the pumps.

“We’re asking people to shift their watering patterns to the nonpeak periods,” Pokorny said. “That gives our infrastructure a break. People will still get the water they want, they just get that water at a different time.”

The conversation around water conservation prompted a broader discussion around the Long Island water supply. Christopher Gobler, endowed chair of Coastal Ecology and Conservation and a professor at the School of Marine and Atmospheric Sciences at Stony Brook University, discussed the unique relationship that Long Islanders share with their drinking water.

“We have a sole-source aquifer, which means that all of our drinking water comes from underneath our feet,” Gobler said. “When water hits the land, almost all of it seeps into the groundwater and, as it does, it carries with it what’s on the land. And once it’s in our aquifer, that’s our drinking water source.”

For those who tap into the public water supply, the water that they drink typically comes from within just a few miles of their own homes. For these reasons, community members and local governments have a certain obligation to be mindful of their activities on land.

Open space, according to Gobler, is generally most beneficial for promoting water quality within the underground aquifer. These spaces generally act as filters, flushing out contaminants as they work their way through the groundwater and into the aquifer.

“Different land-use practices have different impacts on the way that the water that is falling on land affects our drinking water,” Gobler said. “For example, pristine forests or undisturbed vegetation tend to be really good at, say, taking out nitrogen as water strikes land or falls from the atmosphere.” He added, “Without that, you have just impermeable surfaces and the water may run directly into the groundwater without any benefits of vegetative treatment.”

As summers continue to become longer and hotter due to climate change, the question of the long-term prospects for water supply is likely to arise. Gobler explained that the aquifer is drained and then replenished based on the seasons.

“On average in any given year, about half of the rainfall that falls on Long Island … is what’s called ‘recharged’ into the aquifer,” he said. “The other half that is not recharged undergoes a process called evapotranspiration, which essentially means it either evaporates or is taken up by plants.”

In the warmer months, little to no water gets recharged into the aquifer as it evaporates. Gobler said the window of time during which no recharge is taking place is likely expanding because of climate change.

“I think there’s an old paper from the ‘80s and it said that Sept. 15 is around when the aquifer starts recharging,” he said. “Well, that’s probably not the case anymore. Our falls are getting warmer, and particularly after a really hot and dry summer, the ground is going to be really dry.”

Gobler said SCWA is experiencing two dilemmas at once. During the summer months, the water authority must accommodate both zero recharge to the aquifer and maximal extraction of its water. “Literally, the height of groundwater in the aquifer is declining by many feet during the summer period,” he said.

On the whole, the aquifer is being recharged at a greater rate than it is being extracted from. Long Islanders are not at risk of having their aquifer drained dry. However, climate change is altering the balance, which could create issues decades down the road.

“In broad-brush strokes, we’re fine,” Gobler said, adding, “We’re not in the Southwest of the United States where they’re relying on the Colorado River for their water supply. But we are at a time when the balance of water-in and water-out is getting closer to even.”

Moving forward, residents of Suffolk County should remain aware of the impact that they have on both the quantity and quality of their water supply. “Everybody needs to recognize that there is not only a quantity issue but also a quality issue,” Gobler said. “Everyone impacts both, as do all of the activities that are happening on land.”

Long Island’s economic prosperity and quality of life are at risk from an unlikely source, but both the Suffolk County and Town of Brookhaven governments are taking steps to combat the issue.

Bodies of water in the county face nitrogen pollution, which leads to harmful algae blooms and a decrease in shellfish population, among other environmental defects. Critically, nitrogen seeps into the Island’s groundwater, which is the region’s only source of drinking water.

Fishing, tourism and boating are billion-dollar industries in Suffolk County — approximately 60 percent of the Island’s economy is reliant on clean water. County property values are also tied to water clarity, according to a Stony Brook University report.

Nitrogen enters ground and surface water from various sources of runoff, such as landscaping, agriculture and pet waste. But the largest contributor of nitrogen pollution is failing septic systems, which County Executive Steve Bellone (D) designated as “public water enemy No. 1.”

Which is why Bellone signed into law last month a resolution that amended Suffolk County’s sanitary code to help protect the county’s aquifer and surface water by improving wastewater treatment technologies to combat nitrogen pollution as part of the county’s Reclaim Our Water initiative.

“It doesn’t help our tourism industry, our quality of life or our ecosystems,” county Legislator Kara Hahn (D-Setauket) said of issues with the Island’s water. “Tackling the nitrogen problem, while not a sexy issue, is a very important one.” Hahn is chairwoman of the county’s Environment, Planning & Agriculture Committee.

Town and county officials are tackling the problem by utilizing what Hahn called a “multipronged approach.” Brookhaven is working to track any issues with outfalls, where drains and sewers empty into local waters, and Suffolk County is employing alternative septic systems.

Municipalities like Brookhaven are required by New York State to inspect each point where waste systems empty into a body of water and create a map of their location. It is part of a Municipal Separate Storm Sewer System (MS4) permit because, according to the state Department of Environmental Conservation, storm sewers collect pollutants like bacteria, motor oil, fertilizer, heavy metals and litter, and deposit them directly into bodies of water.

In addition to conducting the inspections of outfalls necessary to comply with the MS4 permit, the Town of Brookhaven conducts a DNA analysis of any outfall that has indications of impacting water quality. Since 2007, Brookhaven has spent more than $880,000 on this state requirement, Veronica King, the town’s stormwater manager, said.

“You want to put your resources where it makes the most sense,” she said. “Instead of dumping millions of dollars into structural retrofits that don’t address the true problem, the DNA analysis helps us to prioritize and make educated and cost-effective decisions.”

Town Councilwoman Jane Bonner (C-Rocky Point) said Brookhaven contracts with Cornell Cooperative Extension because it maintains a DNA “library” of Long Island wildlife, which it uses to identify the source of any pathogens in collected stormwater. For instance, if the DNA tests conclude they came from pets, Brookhaven might conduct an educational campaign to remind residents to clean up after their furry friends. If the pathogens come from a human source, there might be an issue with a septic system.

“This type of analysis could prove of great importance because any patterns identified as a result of this study can help determine what next steps can be taken to improve water quality where necessary,” Councilwoman Valerie Cartright (D-Port Jefferson Station) said.

Brookhaven has applied for a state grant to help pay for these DNA tests and outfall inspections for the first time this year, because, King said, this is the first time New York State has offered a grant to cover the work.

The DNA tests are important, Brookhaven Supervisor Ed Romaine (R) said, because they help to identify ways to decrease the amount of nitrogen seeping into groundwater.

“The amount of nitrogen in the Magothy aquifer layer has increased over 200 percent in 13 years,” he said of one of the sub-layers that is most commonly tapped into in Suffolk, although not the deepest in the aquifer. “Cleaning up our waterways is not going to be done overnight — this is going to take a long time — but the waterways did not become polluted overnight.”

Suffolk County launched its Septic Demonstration Program to install cesspool alternative systems in 2014, called Innovative and Alternative Onsite Wastewater Treatment Systems (known as I/A OWTS), on the property of participants. Manufacturers of the technology donated the systems and installed them at no cost to the homeowner.

The county’s goal in testing these alternative systems is to lower the levels of nitrogen seeping into groundwater. According to a June 2016 Stony Brook University report, “the approximately 360,000 septic tank/leaching systems and cesspools that serve 74 percent of homes across Suffolk County have caused the concentrations of nitrogen in groundwater to rise by 50 percent since 1985.”

More than 10,000 of the nitrogen-reducing systems are installed in New Jersey, Maryland, Massachusetts and Rhode Island — all areas with similar environmental concerns to Suffolk County — according to the county executive’s office. County employees met with officials from these states to help shape its program.

The I/A OWTS installations worked out so well during a demonstration program that on July 26, the county passed a resolution to allow the Department of Health Services to regulate their use.

Typical cesspools are estimated to cost between $5,000 and $7,000 to install. The low nitrogen systems cost between $12,000 and $20,000, Hahn said. She added that as more areas facing similar environmental concerns require lower nitrogen standards and, as the technology improves, the cost of cesspool alternatives will go down.

Until then, Hahn said county officials have been discussing the possibility of subsidizing the cost of installing the I/A OWTS. It might begin requiring new homes to install low-nitrogen systems instead of traditional cesspools. Or, upon an old system’s failure, it might require an I/A OWTS be installed.

“We hope to eventually be able to help in some way,” she said.

County Legislator Sarah Anker (D-Mount Sinai) said she hopes local businesses begin producing the alternative systems that the county determines best work for the area since it would “keep the economic dollar here” and provide jobs.

In January, Brookhaven will be the first town, Romaine said, that will begin mandating new constructions within 500 feet of any waterway to install an alternative wastewater treatment system.

“I think alternative systems work,” he said. “In many ways, even though we’re a local government, we are on the cutting edge of clean water technologies.”

Both the initiatives by Brookhaven and Suffolk County “go hand and glove,” George Hoffman, of the Setauket Harbor Task Force, said. Many of Suffolk’s harbors and bays are struggling due to stormwater and nitrogen pollution, including Great South Bay, Lake Ronkonkoma, Northport Harbor, Forge River, Port Jefferson Harbor, Mount Sinai Harbor and Peconic River/Peconic Bay.

“Living on an island on top of our water supply and with thousands of homes along the shores of our harbors and bays, it never made sense to allow cesspools to proliferate,” he said.

The success of the initiatives, though, depends on residents.

“The public needs to be always recognizing that whatever we do on land here on Long Island and in Suffolk County affects not only the drinking water beneath us but the quality of our bays and waterways, streams and rivers all around us,” Hahn said. “It’s critically important that folks have that understanding. Everything we do on land affects our water here on the Island.”

A Setauket-based civic group is drawing a line in the sand as a North Shore developer looks to build three houses on an environmentally sensitive area.

Brookhaven is home to two of Long Island’s nine special groundwater protection areas, designated by the state Department of Environmental Conservation, and Charles Krohn of Windwood Homes, Inc. has applied for variances to divide his land within one of them — in East Setauket near Franklin Avenue and John Adams Street —  into three separate plots. But Shawn Nuzzo, president of the Civic Association of the Setaukets and Stony Brook, argued the town should adhere to existing zoning laws there to protect the area’s aquifer.

The DEC’s special groundwater protection area in question is a large, oddly shaped chunk of land on the North Shore that includes Stony Brook University, St. Georges Golf and Country Club, Ward Melville High School, wooded properties on the southern part of Setauket, pieces of Lake Grove and more.

“[This area] is critical to ensuring the future potability of our underground water supply,” Nuzzo said in a statement read aloud at the April 22 Brookhaven Town Board of Zoning Appeals meeting. “Granting variances to allow for these substandard lots would serve to undermine not only the state environmental conservation law, but also … Brookhaven’s own adopted comprehensive land use plan.”

The civic president said the town granted the area special protection in its 1996 land use plan — the most recently adopted plan to date — because of its environmental significance. In his testimony, Nuzzo asked the town to deny the requested variances solely to protect the environmental standards already in place, adding he was not opposed to development all together.

“If the applicant wishes to develop this property, we recommend they adhere to the town’s existing zoning ordinances,” he said.

Krohn, who lives in East Setauket, purchased the land from the town in September 2014 and said he was looking to build three homes between 3,000 and 3,500 square feet in the same community where Windwood Homes has already been developing for years.

“The houses might, in fact, be smaller than this footprint,” he said at last month’s Board of Zoning Appeals meeting. “These are not sold right now.”

Diane Moje of D&I Expediting Services in Farmingville represented Krohn at the hearing and said the goal was to make three equal lots for development.

East Setauket resident Thomas Cardno has lived near Franklin Avenue for nearly a decade and said he worries that overdevelopment would create a safety risk for young children, referring to the variance proposals as “jamming three homes on there” as a means to maximize profits at the expense of the families in the area.

The cul-de-sacs in the area are too crammed already, he said. “Just put two homes in there and call it a day, at this point.”

Moje, however, said the town has already granted similar variances for other homes in the surrounding area, making the current proposal nothing out of the ordinary.

“This is not out of character and not something this board hasn’t addressed previously, and granted,” she said.

Christopher Wrede of the Brookhaven Town Planning Department reviewed the proposal and said the variances posed no significant environmental impact. The Board of Zoning Appeals held the public hearing open, to get additional information in the coming months.

Long Island’s largest freshwater lake is not what it used to be, but North Shore lawmakers and educators are teaming up to bring it back.

Bill Pfeiffer, part of the Nesconset Fire Department’s water rescue team, helped guide the students as residents and government officials flanked the docks in talks of a Lake Ronkonkoma that once was.

Pfeiffer has been diving in and exploring around Lake Ronkonkoma for years, mapping out the bottom of the lake and chronicling the different kinds of debris on its floor, which he said includes anything from parts of old amusement park rides to pieces of docks.

“This lake needs a healthy amount of attention,” he said. “It has been appearing clearer, but [Superstorm] Sandy turned it into a brown mud hole again.”

The lake is home to various species, including largemouth bass and chain pickerel.

Members of the Lake Ronkonkoma Advisory Task Force hosted Pfeiffer and the students with hopes of gaining a deeper understanding of the waters and encouraging the four jurisdictions overseeing it — Brookhaven, Islip and Smithtown towns and Suffolk County — to form one united board to advocate for the lake.

Newly elected county Legislator Leslie Kennedy (R-Nesconset) said the goal was to compile data that will help secure grant money, channel stormwater runoff away from the lake and garner legislative support for the lake.

“Years ago, this was a resort. There were tons of beachfronts. There were cabins and cabanas,” she said. “This is something we all could be proud of. It could be a site where people recreate.”

Looking ahead, Kennedy said she hoped a united front could attract more foot traffic and fishing to the lake. She stood along the waters on Tuesday morning and said she was anxious to see the kinds of results the Stony Brook students help to find.

“I am dying to know what the pH levels are at the bottom of the lake,” she said.

Lawmakers and Lake Ronkonkoma advocates said one of the biggest hurdles in the way of cleaner waters rested in the population of geese gaggling around the area. As more geese make their way in and around the lake, the nitrogen in their waste pollutes the water. Volunteers with the Lake Ronkonkoma civic had to sweep the length of the dock Tuesday morning, as Pfeiffer prepared for the students, in order to rid it of geese excrement.

“To help the lake, relocating or terminating some of the geese might not be a bad idea,” Brookhaven Supervisor Ed Romaine (R) said.

The students could be funneling data to the different municipalities overseeing the lake by the end of the summer.

“You want a report that will spell out how to improve the clarity of this water,” Romaine said. “The students are welcome back anytime.”
