The community came together in Port Jefferson Village over the weekend to embody a famous quote from Charles Dickens’ “A Christmas Carol”: “There is nothing in the world so irresistibly contagious as laughter and good humor.”

Dec. 2 and 3 marked the 22nd annual Charles Dickens Festival in Port Jeff, an event that brings out locals and visitors to take part in a weekend full of events, activities, performances and parades. Attendees were treated to ice skating, cookie decorating, a display of decorated Christmas trees with various themes, street performances by actors portraying people from the Dickens era, horse-drawn carriage rides, toasted marshmallows, Christmas carols and much more.

Every year the organizers of the event select honorees and dedicate the festival in their name. This year, George and Karen Overin, two long-time Dickens Festival participants and volunteers, were recognized.

“Perhaps there are no two people that better represent the joy, the feeling of family, and, indeed, the magic of this cherished weekend that has captured the imagination of people from around the globe,” the dedication to the honorees read in part.

A technological upgrade in Port Jefferson almost four decades in the making got a jolt of life this month.

The Port Jefferson Long Island Rail Road line was electrified as far east as Huntington in 1970, and despite calls ever since, electrification of the line further east to Port Jeff has yet to take place. State Sen. Ken LaValle (R-Port Jefferson) met with Metropolitan Transportation Authority board member Mitchell Pally during November, wherein the sides agreed to pursue a feasibility study to determine the potential cost and impact of electrifying the line out to Port Jeff. Trains used on the line east of Huntington currently run on diesel fuel.

“I believe it’s something we could get done,” LaValle said of electrification during a phone interview. “I think it’s critically important that we can demonstrate to communities with specificity where electric substations are going. Communities need to know that before we make that decision. I’m supporting electrification that starts in Port Jeff but also goes through Smithtown and Huntington.”

The feasibility study would be conducted by the LIRR and MTA, according to LaValle, and he said he’s not sure what the study would cost.

“Conducting a feasibility study makes a great deal of sense,” LIRR spokesperson Aaron Donovan said in a statement. “Additional electrification has long been part of the discussion for future improvements. We look forward to working with Senator LaValle about the possibility of obtaining funding for such a study.”

Calls and initiatives to electrify the line east of Huntington go back to at least the 1980s. According to an article by researcher Derek Stadler published by the Long Island History Journal in 2016 entitled “The Modernization of the Long Island Rail Road,” in 1984, electrification of the branch was included in a nearly $600 million MTA spending package that was meant to serve as a five-year plan for LIRR improvements. However, the plans were postponed indefinitely just two years later due to a budget gap.

The establishment of a one-seat ride from Port Jefferson to Penn Station has long been a goal for elected officials and LIRR riders as well, though that would require electrification as diesel engines cannot travel to the Manhattan station. In the mid-90s, a brief pilot program was tested on the Port Jeff line using dual-mode locomotive cars that could run using both diesel engines and third-rail electrification. According to Stadler’s research, in 2000 it was estimated that electrification east of Huntington could cost as much as $500 million.

Stadler said in an email he considered the feasibility study “a big step forward,” and said he’s optimistic it could get the ball rolling. However, he added the discussion has heated and cooled in the past as well.

Port Jefferson Village Mayor Margot Garant said during a Nov. 20 board of trustees meeting she and Deputy Mayor Larry LaPointe recently met with LaValle, and the topic of electrification of the Port Jeff line came up as well.

“It would be critical to electrify the North Shore line,” Garant said during the meeting. The village is in the process of examining transportation improvements that could among other benefits, increase LIRR ridership and better coordinate the schedules of the railroad, Suffolk County buses and the Bridgeport-Port Jefferson ferry.

LaValle said the process of obtaining money to actually complete the electrification work wouldn’t be done prior to the feasibility study, though he said he believes funding could be attainable.

“We want to move people as quickly as possible east to west and build the same rate of success as Ronkonkoma is enjoying in terms of availability of trains into not only New York City, but west,” he said. “Before we do that we need to know with specificity — communities need to know what it means for their community.”

The state senator also mentioned discussions with the MTA concerning the possible usage of Lawrence Aviation Industries Superfund site in Port Jefferson Station as a possible LIRR rail yard.

Both LaValle and Donovan declined to share specifics about the timetable of a feasibility study.

Components of the Tax Cuts and Jobs Act, a federal tax reform bill passed by the House of Representatives in November and currently before the U.S. Senate, has achieved the seemingly impossible in finding common ground for Republicans and Democrats.

Members of Long Island’s congressional delegation from both political parties stood in front of the Internal Revenue Service building in Hauppauge Nov. 28 alongside business owners, representatives from local chambers of commerce, and town and county elected officials to deliver a clear and unified message: As currently constituted, both the House and Senate versions of the bill would harm Long Islanders.

“I view it as a geographic redistribution of wealth to propose eliminating [state and local tax deductions],” 1st Congressional District U.S. Rep. Lee Zeldin (R-Shirley) said during the press conference, pointing to the elimination of the SALT deduction as a key sticking point in the bill. “You’re proposing to take more money from a place like New York in order to pay for deeper tax cuts elsewhere.”

The SALT deduction, which was enacted 100 years ago, is a provision that in the past, through federal tax returns, gave a portion of tax dollars back to individuals in higher income and property tax states like New York, New Jersey and California to avoid double taxation. The deduction was eliminated in the House version of the Tax Cuts and Jobs Act, which the body passed Nov. 16, for individuals’ income taxes, and limited property tax deductions to $10,000. The Senate’s version of the bill, which has not been voted on yet, completely eliminates all SALT deductions. Both the House and Senate versions double the (married filing jointly) standard deduction from $12,000 to $24,000. The bill has been touted by President Donald Trump (R) and other members of Republican leadership as a massive tax cut for middle-class families.

The 2nd District U.S. Rep. Peter King (R-Seaford) and 3rd District U.S. Rep. Tom Suozzi (D-Glen Cove) also attended the press conference to rally support for changes to the bill. Zeldin and King were among 13 Republicans in the House to vote “no” on the bill, with 227 voting to pass it. None of the House Democrats voted in favor of the bill.

“There are some good aspects in both the House bill and the Senate bill,” Zeldin said. “Voters last November, when they went to the polls looking for that tax relief for them, for their families, for their community … this is not the tax relief that they had in mind. We may be upsetting a lot of people in our own party back in Washington right now, but we are not elected to be their congressmen.”

King echoed Zeldin’s position on both versions of the bill, calling the position between the three representatives a “united front.”

“I strongly favor tax cuts across the board,” King said. “I believe they are necessary, but this bill, both the House version and the Senate bill, I am opposed to.”

King reiterated that his biggest issue with the bills is the elimination of the SALT deduction.

“This is inequitable, it’s unjust and it’s wrong,” King said. “Long Island is really the main victim of this tax bill. We’re not asking for any special benefit, because we’ve gotten a raw deal over the years as far as federal distribution of revenues, but don’t add to that. Don’t make it worse.”

King, who has been a supporter of Trump and his agenda, also took the opportunity to send a message to the White House.

“My district twice voted for Barack Obama by four points and by five points,” King said. “Donald Trump carried [New York’s 2nd Congressional District] by nine points. That was a 14-point turnaround. The people of Long Island didn’t make that turnaround so the Trump administration could raise their taxes so the rest of the country could get a tax break.”

Suozzi, the lone congressional Democrat at the event, also preached unity on tax reform as it pertains to Long Islanders.

“This would be a punch in the gut to everybody on Long Island if this bill were to pass either in the House form or the Senate form,” he said. Suozzi added that he thought it took guts for Zeldin and King to be among the 13 “no” votes among Republicans in the House. “We’re united 100 percent in recognizing eliminating the state and local tax deduction would be devastating to our constituents.”

New York’s income tax rate is among the highest in America, with members of the top tax bracket paying 8.82 percent in 2017. On average, the state income tax deduction for New Yorkers making between $50,000 and $200,000 in annual income for the 2015 tax year was between $4,049 and $9,330. The same group of earners deducted on average between $5,869 and $8,158 over the same time period in state and local real estate taxes. The 2015 tax year is latest year with available data according to the Urban-Brookings Tax Policy Center, an organization that provides independent analysis of tax policy.

Representatives from local organizations stood outside Renaissance Technologies in East Setauket Nov. 29 to voice their opposition to the bill. Until recently, Robert Mercer was the chief executive officer of the hedge fund, though he is known nationally for his contributions to conservative and right-wing political campaigns.

“It’s clear that there are a lot of changes that are coming and for middle-class folks like us, they’re not going to be good changes,” said Peter Verdon a Suffolk County resident who was present at the protest. “The system is clearly out of whack, tilted towards the extremely wealthy and it’s continuing in that direction and enough’s enough. We can’t allow that to continue to happen.”

Bill Crump, a Lindenhurst resident and member of the Long Island Progressive Coalition political activist group also attended.

“We’re going to have a $1.5 trillion deficit and they’re going to cut our Medicare and our benefits,” he said. “It’s coming out of our pockets. Trump claims he’s going to give a tax cut. Maybe he’s going to give you a quarter while he reaches in and takes your wallet.”

Parents of Port Jefferson School District students rejoice.

With the implementation of a new smartphone application for parents in the district called Here Comes the Bus, those waiting to meet their kids when they’re dropped off by the school bus in the afternoon, or waiting to be picked up by the bus in the morning, can now do so within the comfort of their own homes, instead of on a cold street corner.

The service was kicked off Nov. 1 for high school and middle school bus routes, with availability for parents of elementary students to come at a later date, according to the district. Users of the app can see the location of their child’s bus both before and after school, confirm that their child’s bus has arrived at the bus stop, at school or both, and also can sign up to receive a push notification or email message when the bus is near their stop, has been substituted, or when the district has important information to relay.

“You will have the information you need to send your children to the bus stop at just the right time, helping to protect them from inclement weather and other roadside dangers,” the district said in an email that went out to parents last week. “What’s more, you’ll have peace of mind knowing your children haven’t missed the bus.”

The GPS-tracking technology is currently only available for regular inbound and outbound buses at the beginning and end of the school day at the present time. The Here Comes the Bus app can be downloaded and used for free through Apple’s app store or on Google Play. Before use, the app requires that parents verify they are a parent of a student in the Port Jeff district by entering their student’s school identification number, and a five-digit code provided by the district to ensure buses can’t be tracked by anyone other than parents or the district.

“My kids ride a bus that is sometimes late as it drops the middle school and high school after school activities participants off first,” said Brenda Eimers Batter, a parent in the district, in a Facebook message. “It would be nice to be able to track when they are coming around the bend so I don’t have to stand outside in the rain or cold.”

Another parent who used the service Nov. 6 gave it rave reviews.

Kathleen Brennan, president of the Port Jeff board of education, said during a phone interview the board was first made aware of the technology through the bus company.

“We thought it would be a benefit for parents and caregivers of students to be able to know when the bus is getting to the neighborhood, and if the bus is delayed they’d be aware of it also,” she said. “I think it’s a great safety feature and a great time saver.”

Incumbents win back Brookhaven, Suffolk County legislator seats

In a landslide victory, Suffolk County will have a new district attorney, and with that a new chief of police.

Suffolk County Police Commissioner Tim Sini (D) defeated Ray Perini (R) with 62.08 percent of the vote in the Nov. 7 general election. Perini, who came up with 106,773 votes, ran a contentious campaign against Sini, who campaigned as a reformer hoping to restore reliability to the office.

“Together we have ushered in a new era of criminal justice in Suffolk County, an era of integrity, fairness and doing the right thing,” Sini told supporters at his campaign headquarters in Hauppauge. “We are going to return the office to the honorable institution it once was.”

With Sini’s victory, he will leave his post at the start of 2018, and Suffolk County Executive Steve Bellone (D) will appoint a new police commissioner.

“I will immediately begin to assemble a top-notch transition team consisting of local and federal officials,” Sini continued. “This team will conduct a thorough top-to-bottom, bottom-to-top assessment of the office and we will do whatever it takes to ensure the Suffolk County District Attorney’s office works for the people. Under my administration, the office will work for the people and not politics. For far too long this office has been used as a tool for those who are politically connected. That ends today.”

The race for the new sheriff in town was too close to call at the end of election night, with Democrat Errol Toulon, a former New York City deputy corrections commissioner, holding a slim lead over Republican Larry Zacarese, an assistant police chief at Stony Brook University. The last update from the Suffolk County Board of Election’s unofficial results showed Toulon had 141,006 votes to Zacarese’s 139,652.

Toulon said he believes he will maintain his advantage.

“I feel very confident,” he said from the IBEW Local 25 building in Hauppauge. “I feel incredibly overwhelmed with the support considering I have only been in this race for five-and-a-half weeks, and the people of Suffolk County recognize they want someone with experience, and I feel confident that when the absentee ballots are counted I will be sheriff of Suffolk County.”

Zacarese said he knew it was down to the wire, and couldn’t wait to see the results once the 15,000 absentee ballots are counted.

“For anybody here who knows me, you know I don’t do anything the easy way, so what else did you expect?” he said. “This is far from over. We’re going to get to work starting tomorrow.”

Incumbents swept Suffolk County and Brookhaven Town in TBR News Media’s coverage area on election night.

In the most contested legislative race on the North Shore, incumbent 6th District Legislator Sarah Anker (D-Mount Sinai) edged out Rocky Point resident and local business owner Gary Pollakusky to secure her fourth term. After winning by 17 votes in the 2015 election, Anker finished the evening with 10,985 (54.93 percent) votes to Pollakusky’s 9,004 (45.03 percent).

“We had such an amazing victory, and this shows you all the hard work that I do, that my office does,” Anker said. “This is what we do — we are public servants. We work for the people. The people make a decision to vote and it’s a victory for everyone. There are so many initiatives and projects that I started and I want to continue with.”

Pollakusky thanked the members of his team for their hard work in putting together what he called a “great campaign.”

“Blood sweat and tears,” he said went into his preparation for election night. “Really, we ran a great race.”

In the 5th District, Kara Hahn (D-Setauket) is looking forward to continuing her environmental work. She came through with 63.39 percent of the vote, defeating challenger Ed Flood, who finished with 36.56 percent of the vote.

“I love our community, and I work hard every day to make a difference and to help people,” Hahn said. “I’m just thrilled to be able to continue to do that.”

Returnee Leslie Kennedy (R-Nesconset) claimed her second term in office at the helm of the 12th District with an overwhelming 67.40 percent of the vote to challenger Kevin Hyms’ 32.55 percent.

Brookhaven Town Supervisor Ed Romaine (R) was in a race that nearly doubled in turnout total from the last time he ran. With 61.9 percent of the vote, the longtime politician secured his seventh and eighth year as the head of the town.

“Thank you to all of the voters in Brookhaven,” he said from Stereo Garden LI in Patchogue. “Thank you for the overwhelming mandate for myself and all those who ran with us. We got the message. We’re going to keep on making sure that taxes stay low, we’re going to keep on moving Brookhaven forward, we’re going to keep on doing the right thing.”

Councilwomen Valerie Cartright (D-Port Jefferson Station) and Jane Bonner (C-Rocky Point) also secured their seats.

Cartright, representing the 1st District, won with 60.3 percent of the vote to Republican James Canale’s 39.66 percent.

“I am just extremely humbled and honored to have been given this amazing opportunity,” Canale said. “I may have lost, but you can not keep me down. I will be back and I will be better than ever.”

Bonner, representing the 2nd District, said she was happy with her win. She pulled away with 63.54 percent of the vote to Coram resident and software developer Mike Goodman’s 36.43 percent.

In the town’s 3rd Council District, Councilman Kevin LaValle (R-Selden) lauded what he called “amazing results” (65.53 percent of the votes).

“Well I guess the word is out — good Republican government is back in Brookhaven,” LaValle said. “I look back at this town board — this is a great team we have here with supervisor Romaine, highway superintendent [Dan] Losquadro — this is a team that’s going to get the job done and has gotten the job done for the residents of Brookhaven.”

Losquadro (R) maintained his highway superintendent title, securing 60.32 percent of the votes to Democratic challenger Anthony Portesy’s 39.65 percent. Donna Lent (I) will remain town clerk with a 57.26  to 42.7 percent win over Democrat Cindy Morris.

Lent said of the results, “when you run on your record and you run on your integrity you always win.”

The Brookhaven Town highway superintendent is responsible for overseeing more than 3,300 lane miles of town roads, making it one of the largest highway departments in New York State.

Dan Losquadro (R), the incumbent superintendent since 2013, will seek a third term on Election Day Nov. 7. To remain in the position he’ll have to defeat Democrat Anthony Portesy, a 31-year-old first-time political candidate and private attorney by trade. The candidates weighed in on the job and issues pertaining to it during a debate at TBR News Media’s Setauket office last month.

“I got involved in this race primarily because I would like to update the way the highway department handles the inventory of how the roads are reconstructed,” Portesy said. The candidate detailed what he called a “worst to first” initiative he’d like to implement to create a true priority list of town road resurfacing projects, and said he would plan on making the list publicly available on the town’s website through an interactive map, so residents could check on when repairs to their road might be coming. He said the town’s “hunt and peck” method of selecting roads for repaving doesn’t work. Losquadro said there are many factors that go into selecting roads for repaving, and that can be disturbed by a particularly harsh winter or other unforeseen factors.

Losquadro was a Suffolk County legislator for seven years prior to becoming highway superintendent. He said he identifies more with his current position than his stint on the legislature because he has a background in construction and enjoys getting his hands dirty.

“I feel that everything I did before this led me to this position,” he said. “I love the fact that I can actually get things done in this job and not just appropriate funds for something.”

Losquadro said upon taking office initially he knew he needed a long range plan and couldn’t come in and immediately improve the department’s functions. He said like many businesses, he established  three-, five- and 10-year plans for accomplishing his goals, most of which have to do with modernizing the systems used by the department. He said he is ahead of schedule compared to  the schedule he laid out nearly five years ago.

“The single biggest change has been taking the department from analogue to digital,” he said. “We have a department that was literally paper based and caused tremendous problems.”

He also lauded the department’s implementation of a fully electronic work order system as one of his proudest accomplishments so far in office. He also said he is now able to get in touch with all of the town’s snow removal vendors with “the touch of a button,” a process that he said used to take hours in the past.

The challenger said he has knocked on thousands of doors in the hopes of lending a voice to community members seeking change from the highway department.

“Whoever wins has 491,000 bosses,” Portesy said. “It’s very important that we’re listening to the concerns of everybody. It’s impossible to get back to everybody every single day, but I think there has to be some better communication, and that’s not me talking, that’s the people I’ve spoken to.”

He also pointed to more public availability for town contracts as a way to increase the department’s transparency and ultimately improve the relationship between the department and the community. Losquadro said town contracts are already available to the public, though a formal Freedom of Information Act request must be submitted.

Both indicated this is a relatively important time for the department, as New York Gov. Andrew Cuomo (D) has set aside $100 million per year over the next four years in additional funding for local repaving projects in the state, and it will be incumbent upon the highway superintendent to do what they can to ascertain more of those funds than are currently slated for Long Island.

The race to represent Town of Brookhaven’s 1st District features a two-term incumbent Democrat against a “progressive Republican” in his first campaign seeking political office.

Entering the 2017 election, Brookhaven’s lone Democratic voice on the board is attorney and 1st District Councilwoman Valerie Cartright (D-Port Jefferson Station). The town’s wing of the Republican Party endorsed her challenger, 25-year-old town employee and Port Jefferson Station resident James Canale, though he insists he is not beholden to party politics, with this being his first run for office.

“I think it’s only a letter next to the name — I will not and do not toe the party line,” Canale said during a discussion at the Times Beacon Record News Media office with Cartright and the editorial staff in October. “I think that it is time that we have an outside candidate come into the party to try to shake things up a little bit. I consider myself a grassroots, bipartisan, progressive Republican.”

Cartright, who was first elected in 2013, said her primary objective as an elected official has always been to bridge the gap between government and community.

“Accountability, transparency and integrity have always been my platform,” she said. “I have been the one bucking the system — the only Democrat on the town board — making sure that when the community’s voices come to the table during town board meetings and say ‘things are not transparent enough, things are not the way that they should be, why didn’t I know about this?’ I’m the one making sure that my colleagues are listening, not only hearing, but listening and acting in response to what the community is saying.”

Both candidates acknowledged drug addiction, especially to heroin and other opiates, as one of the major issues facing the district and town as a whole. Cartright reiterated the motif of her campaign platform in discussing the issue. She said resources exist within the town and county to help those afflicted by addiction, but there is often a breakdown in communication between the government and the community, so not all addicts are aware of their options.

“I’ve been working with the Long Island Prevention Resource Center looking to become what’s called a drug free community,” she said. Her plan is to continue a process, which she began in January, of bringing together representatives from the police department, schools, clergy members and various other community groups to share resources and ideas. “We’re trying to create a collaboration, a task force of people to come together to talk about what type of resources are there for drug prevention.”

Canale pointed to the town’s “complicated” zoning codes as a major deterrent in allowing people, especially millennials, the opportunity to establish roots and begin a life in the town, and cited it as an issue he plans to focus on if elected.

“There’s just not enough affordable housing here,” he said. “One of the reasons I got involved in politics in the first place is because I see millennials and young adults graduating from college saddled with student debt either forced to move back home with their parents and work minimum wage jobs to barely make ends meet, or, we see this all the time, folks are moving off Long Island in droves.”

Cartright pointed to her revitalization and visioning plan for the Port Jeff Station and Terryville areas, an initiative that has been ongoing since her first term, as a driver toward alleviating that same issue. She also agreed with Canale that the town needs more affordable housing.

The candidates stood on common ground on the topic of preserving the environment and water quality in Brookhaven. Cartright and the town joined a lawsuit by New York Gov. Andrew Cuomo (D) in August against the U.S Environmental Protection Agency to oppose ongoing dumping of dredged spoils in the Long Island Sound, and Canale said he was in full support of the decision.

The race to oversee Suffolk County’s largest township pits a pair of candidates with long résumés against each other.

Ed Romaine (R) has been Town of Brookhaven  supervisor since a special election in 2012, though his career in public service can be measured in decades. He worked for the town in the 1980s as the commissioner of housing and community development and director of economic development, in addition to two separate terms on the Suffolk County Legislature. His Election Day challenger for supervisor is Democrat Jack Harrington, a practicing Stony Brook attorney and officer in the U.S. Navy Reserve who spent time after law school interning in President Barack Obama’s White House counsel’s office. He also studied counter-terrorism and intelligence in Washington, D.C.

Harrington, a father of a 3-year-old, who is expecting his second child with wife Sarah, is a graduate of Miller Place High School. This is his first time running for public office. He shed light on his decision to challenge Romaine during a debate at TBR News Media’s Setauket office last month.

“I think [Brookhaven] has a remarkable amount to offer both in terms of the locality and the environment — the beaches and the beauty — and also the intellectual assets,” he said, adding he hopes to have the opportunity to make it easier for young people to establish roots in Brookhaven by utilizing the town’s assets, like Brookhaven National Lab and Stony Brook University, to create good-paying, middle-class jobs with upward mobility. He said it is the town’s responsibility to create that environment.

Romaine, who has long preached his goal of creating a better Brookhaven for the future, lauded accomplishments by the town since he took office in creating a sound financial environment for businesses and residents to flourish. The town has a AAA bond rating and is growing its reserves while maintaining a balanced budget and, for the most part, holding the line on taxes.

“We’re not perfect, but we are poised for great economic development,” Romaine said, citing the work of the town’s Industrial Development Agency, which has created or retained 7,000 jobs and $600 million worth of investment over the last three years, according to Romaine.

Harrington commended Romaine for his role in establishing the town’s stable financial footing, but offered a rebuttal.

“Unfortunately, a AAA bond rating does not get a 23-year-old college graduate a job, and that’s really something I think we can be doing better at,” he said.

Harrington said if elected, a way he would aim to promote economic development would be to simplify the town’s zoning and permit processes in the hopes of increasing efficiency for those looking to start a business in the town.

“All of the municipalities have very lengthy, convoluted processes with respect to getting through those functions,” he said.

Harrington was also critical of the town’s code enforcement practices, which often result in fines for homeowners looking to do renovations. He commended Romaine for his efforts to stop the practices of “slum lords,” or others who try to subvert building codes to increase profits, but said he wanted to see changes in enforcement to protect homeowners with good intentions.

Romaine defended his reputation as one of the most willing local politicians to reach across party lines, as is evident through his environmental protection initiatives and his recurring endorsements from Sierra Club Long Island.

“I will, as long as I am supervisor, be color blind to party and instead work with individuals,” he said.

The candidates agreed on ways to improve water quality and address environmental issues in the town, as well as the town’s responsibility in responding to heroin and opioid addiction. Both preached an approach that included prevention and education for young people.

In life, timing is everything.

Thanks to the indictment of current Suffolk County District Attorney Thomas Spota (D) Oct. 25 for his alleged involvement in the cover-up of former Suffolk Police Commissioner James Burke’s civil rights violation — a charge the ex-police chief pleaded guilty to in 2016 — the high-profile race to be the next DA in Suffolk just got a brighter spotlight.

The next DA — be it Burke’s replacement in the police department, Democrat Tim Sini, or Huntington resident and criminal lawyer with more than 40 years of experience, Republican Ray Perini — will be tasked with restoring public faith in a position now synonymous with corruption. The two candidates have publicly traded barbs during the campaign, and that didn’t stop during their individual interviews at TBR News Media’s Setauket office in October.

Perini said a key distinction in this race is he is not a politician. His first attempt at political office came four years ago when Perini decided to challenge Spota because he said he was concerned the incumbent would be cross endorsed by both Republicans and Democrats.

“You’ve lost your moral ability to lead an office,” Perini said of Spota, after his announcement that he would be stepping down before the end of the year. “He had to step down for the good of the office.”

The challenger began his career as a lawyer in the 1970s in the Brooklyn District Attorney’s office, and he spent time working on both narcotics cases and homicides while in Brooklyn. In 1976, he moved to Suffolk County to head its narcotics bureau, where he tried one or two major cases each year, he said.

“There’s nothing I haven’t done as a criminal prosecutor, and I’m very proud,” he said. “I believe I have had a very successful career.”

Perini said he believes his background suits him perfectly to be the next Suffolk DA.

“It’s what I’ve trained my whole life to do,” Perini said. He added his experiences have prepared him to tackle two of the county’s biggest problems: drug addiction and gang infiltration. “I was successful because I actually worked on a daily basis with the [U.S. Drug Enforcement Administration] task force and you can’t do that kind of work without working with the FBI and the DEA.”

Sini also got his foot in the door as a lawyer to the west. He was the assistant U.S. Attorney for the Southern District of New York working as a federal prosecutor under Preet Bharara, where he said he specialized in violent crime cases.

“I loved my job — I loved bringing justice to victims or family members of victims,” he said.

The Babylon resident said he always wanted to make his way back to Suffolk. He eventually returned to serve as the deputy county executive under County Executive Steve Bellone (D), specializing in public safety initiatives. As the successor to Burke, he said he has experience taking over a department in turmoil.

“I have a proven track record of leadership in difficult situations,” Sini said. “I walked into the police department during a scandal and if I’m elected DA I’ll be walking into the district attorney’s office amidst a scandal.”

He explained why he thinks he’s a fit for the position.

“This is, in my opinion, the most important position in Suffolk County,” Sini said of the DA. “The level of responsibility that the district attorney has is enormous. I’m running for district attorney to restore integrity to the leadership of the district attorney’s office, which is sorely needed.”

Both were critical of the other’s assertions that their background has prepared them to serve as district attorney.

Sini pointed out Perini’s resignation from the narcotics bureau amid allegations of illegal wiretapping. A New York State Commission of Investigation report named Perini more than 100 times, according to Sini. The police commissioner has also been vocal about annual parties his opponent chartered for local district attorneys and judges, which Sini saw as a sign of impropriety.

Perini attributed the issues to two narcotics officers within his 12-person department who “went bad,” and said he investigated when allegations arose, eventually forcing the pair to resign, making no attempt at a cover-up. He defended his decision to host the boat parties as standard operating practice amongst defense attorneys, judges and prosecutors who work together closely.

“People have this image of a yacht and call girls — it wasn’t that,” he said. “We don’t do X-rated parties. I never thought it would be this kind of issue. Would I do it again? Of course not.”

Perini, in turn, swung back at Sini for claims the police commissioner’s campaign ads made about some of his accomplishments while working in the U.S. Attorney’s Office for the Southern District of New York, saying they were inflated.

“I believe what he’s been doing has been to raise his profile,” Perini said. He referenced Newsday’s endorsement of Sini, which referred to him as “a low-level and undistinguished” prosecutor.

Perini also criticized Sini for telling the Suffolk County Legislature he did not intend to run for DA when being confirmed as the police commissioner. Sini said at the time he didn’t intend to run for DA, but things changed.

The candidates did find some common ground on dealing with gang issues and drug addiction. The pair said they see prevention as the most effective method to deal with addiction, and both suggested plans to reach kids earlier before the problems spiral out of control. Each also preached interdepartmental cooperation and intelligence sharing as the primary solution to dealing with gang-related violence, especially by MS-13.

Perini suggested the county should utilize the existing “kingpin” statute, which sets sentences from 20 years minimum to life for dealers making at least $75,000 during a six-month span.

“Quite frankly, I think that has to be used more aggressively with less plea bargaining to get the word on the street that, ‘If you do this in Suffolk County, you’re going to pay dearly for it,’” he said.

Sini stressed the importance of reaching Suffolk County immigrants, who are recruited by gang members upon instruction from crew higher-ups in home countries, with programs and social service resources — prior to recruitment — as a means to stomp out gang activity.

A Naval emergency medicine physician from Port Jefferson Station is trying to provide comfort while aboard a ship named for it in Puerto Rico.

Hurricane Maria made landfall in September as a historic Category 5 storm, devastating Puerto Rico with sustained gusts nearing 200 mph. When Lt. Katherine Biggs, a resident at Naval Medical Center Portsmouth in Virginia currently receiving training in military-specific medicine, was offered the chance to travel to the storm-ravaged island, the 2006 Comsewogue High School graduate said it was an opportunity she couldn’t pass up.

Biggs is one of five from the residency program aboard the Military Sealift Command hospital ship Comfort, which reached Puerto Rico Oct. 3 and does not have a scheduled return date, working on the boat’s casualty receiving area administering medical aide to those affected. Catastrophic flooding, damaged infrastructure and a lack of supplies, drinking water and electricity have created a dangerous situation for most Puerto Ricans trying to restore their regular routine.

“We’ll be here as long as directed and as long as needed,” Biggs said in a phone interview from Puerto Rico. “I’ll stay here as long as they’ll let me.”

She called the trip thus far a great learning experience, and said it’s been a change of pace helping people with severe respiratory and heart issues, for example, because she’s used to providing medical attention to those with traumatic, combat-related injuries. Biggs has treated some with broken bones, but said many of the patients she has been tasked with treating are people with chronic issues that are flaring up because they’ve been unable to take their prescribed medicines for various reasons.

The lieutenant said she knew when she was in ninth or tenth grade at Comsewogue that she wanted to pursue a career in medicine as a way to help people in need. After four years at Binghampton University as an undergraduate, she moved on to medical school at New York Institute of Technology in the College of Osteopathic Medicine, graduating in 2015. Biggs said she was able to afford the schooling thanks to the Health Professions Scholarship Program, a financial assistance offering from the U.S. military, which she heard about from a neighbor. She is in the third year of her residency in Portsmouth, and it is a rarity for residents to be asked to go on a trip like the one she’s on now, according to residency program director Commander John Devlin.

“This opportunity may be tough in the sense of the people struggling, but it is allowing my daughter to do what she was meant to do — help people in need.”

“I say it’s win-win,” Devlin said in a statement. “The people of Puerto Rico are getting more emergency medicine physician manpower than they would have had, had we gone with the original plan. And from the resident standpoint and the Navy’s standpoint, we are getting five junior physicians that, for their entire career, will have this experience base to carry forward to apply to missions in the future.”

With the help of the “Sea Knights” of Helicopter Sea Combat Squadron, Biggs and the other residents have been able to personally assist in medical evacuation missions around the island to return people to the ship for treatment via helicopter.

“When I heard about Katie’s plans to head to Puerto Rico I was incredibly proud,” Biggs’ mother Laurie said in an email. “I remember reminding her that this is why she joined the Navy and wanted to become a doctor. This opportunity may be tough in the sense of the people struggling, but it is allowing my daughter to do what she was meant to do — help people in need.”

Biggs’ mother added she knew from an early age her daughter, who is the oldest of four, was a caring and helpful person, ever aware of helping the less fortunate.

“To us she will always just be Katie, the daughter and older sister that is always there when you need her,” she said.

Biggs said her biggest takeaway from the mission thus far has been the dedication of responders on the ground to do whatever it takes to help both individuals and the island as a whole return to normalcy.
