Seven-term incumbent Port Jefferson Mayor Margot Garant is leaving the village government, instead making a run for Town of Brookhaven supervisor under the Democratic ticket. 

In a contest to fill Garant’s seat, Deputy Mayor Kathianne Snaden is running against trustee Lauren Sheprow, who is now a write-in candidate. In an exclusive interview, Snaden opened up about her plans for economic development, East Beach, recreation, parking and more.

What would be your top priority for the coming term, if elected?

Using my institutional knowledge and experience in every aspect of the village.

One of the things I had just started working on and want to take to the next level when I become mayor is economic development. Over the last year or so, Kevin Wood — our parking and mobility [administrator] — has been in charge of economic development.

I’d like to start a task force to bring together business and restaurant owners, the chamber of commerce and the Business Improvement District. I want to reach out to developers and real estate brokers and have a committee or task force that will be able to connect with other businesses — national businesses, restaurants and retail establishments — to see what they need to come into our village to continue to make our downtown a thriving district.

Doing that task force will be beneficial to take our village to the next level, where it needs to go. We’re very lucky to have a vibrant downtown, and we must keep that going. It benefits the residents and the entire village as a whole.

If elected, how do you intend to help guide East Beach bluff stabilization efforts and maximize the use of the village-owned Port Jefferson Country Club?

Fortunately, we have a map forward with that. 

We’ve been working with our coastal engineers, and the Board of Trustees voted unanimously on their plan, which includes finalizing the bluff stabilization with the FEMA grant — the $3.75 million.

Once the bluff is stabilized, we will move to the redevelopment of the property at the top of the bluff. Our coastal engineers, the experts in this field, were able to give us a plan for pickleball and tennis courts, which is key to bringing back that membership. 

We were very sad to lose that membership when we had to shut the courts down for reconstruction, but I’m hoping this new racket sports complex will bring back that membership. 

The best part about that is all of that project will be self-sustaining, paid for by the membership. This will not be on the backs of the taxpayers, which is very important to me. I support that whole plan.

What is the role of the village board in overseeing new developments and redevelopment projects?

Working very closely with our planning and building departments and our Zoning Board of Appeals if that’s one of the routes a developer takes. Careful and responsible development, always looking at traffic studies and environmental impacts. Always talking to the surrounding residents and the residents as a whole.

Keep in mind that development will help to increase our tax base. At this point, with the LIPA glide path continuing and going into its final stages, we must be very mindful of our tax base, making sure that it’s solid.

How can the village alleviate its parking capacity challenges, balancing the competing interests of residents, businesses and tourists?

As we know, parking is a big issue in Port Jefferson because we’re not getting any more property.

One of the things I did when I started as parking liaison was work with our Parking Department head to build our Barnum parking lot. That was key.

When I found out that we have about 640 spaces in the village and over 300 were used by employees, I said, “We have to do something.” Employees need to park, but that’s a large portion of our parking capacity.

For an employee — let’s say a waitress, for example — that doesn’t make a huge salary, it would be a huge hit to pay for parking every shift they have. But if we incentivized them to park in the Barnum lot free of charge, I felt that that would be very helpful. That parking lot has 43 spaces, I believe, and it has been very successful.

I continue to work with the Business Improvement District and the chamber of commerce, adapting to their changing needs. As times changed — and during COVID, the needs changed — we were able to pivot on the fly, changing the parking for the needs of the businesses.

One of the other things I’ve done and continue to work on is the PASSPort rideshare service. The idea behind PASSPort was that even though we do have resident parking, it’s limited. To alleviate residents’ parking in the other spaces that visitors can park in, they can take the PASSPort rideshare service.

One of the other things I started about four years ago was working with an engineer and our head of parking for a potential parking structure. That’s been in the works for a few years. Initially, there was an issue with the location and cost of the structure, as well as whether it would yield enough spaces to pay for itself.

One of the things I pride myself on is never saying “no.” There’s always a path to solve a problem. When I hear, “We can’t,” I say, “How can we?” And I gather the best minds in the room to figure out the best path forward that benefits the entire community.

What is your preferred method for public engagement?

That’s the reason I ran for trustee in the first place — I ran to be the voice of residents of the village of Port Jefferson. 

I enjoy speaking to people, hearing their concerns. Having the ability as deputy mayor to take their problems to Village Hall and get that problem addressed immediately has always been very important to me.

When I see the back-and-forth on a platform like Facebook, being able to answer resident questions in real time with factual information has always been something I’m happy to do. I would continue to always be available to people on social media.

Another thing I brought to the village and would continue to expand on is technology changes. We started live-streaming board meetings during COVID, and I was a strong advocate for continuing that once COVID ended.

The other thing I started was our [Port] eReport, our newsletter. I got people on board to help write the newsletter and gather the information. It expanded and expanded, and it is what it is today because of that initiative. 

I’m a “my door is always open” kind of person. I’ve always been very proud of my openness and ability to communicate with folks on many levels.

What is your professional background, and how does it apply to the role of a village mayor?

I worked as a paralegal for almost 20 years in the Buffalo area of upstate New York and on Long Island. 

In litigation, I worked on the insurance defense side for Ford and Hyundai motor companies. I did insurance defense cases for them and did a lot of work as a family law paralegal for attorneys here on Long Island.

I have been deputy mayor for the last two years and trustee for four years. I have been commissioner of building and planning, commissioner of public safety, liaison to parking and mobility, the Zoning Board of Appeals, the planning department, beautification, the Business Improvement District and have worked closely with the chamber of commerce.

My vast experience in the village and my institutional knowledge of all of the workings of the village have all come into play to get me where I am today.

Last week’s special election for the Town of Brookhaven’s 3rd Council District has both major political parties finding silver linings.

Former Brookhaven Councilman Kevin LaValle (R-Selden) vacated his seat in February following a January special election for town clerk. To fill the vacancy and complete LaValle’s unexpired term ending in December, Republican Neil Manzella — also of Selden — defeated Democrat Alyson Bass from Centereach on Tuesday, April 25, by a 57-43% margin, according to an unofficial tally by the Suffolk County Board of Elections.

Manzella’s win reinforces his party’s stronghold on the town government. Republicans again hold a 6-1 majority on the Town Board and occupy nine of the 10 elected offices townwide. Councilmember Jonathan Kornreich (Stony Brook) is the lone Democrat.

“While I wish that there were more people that did vote,” Manzella said, “I am very happy with the decent size turnout for a special election,” which was just over 2,800 ballots cast. “I think both sides did a great job of getting that vote out.”

To Bass, he added, “I think that she should be very proud. They held an incredibly respectable campaign.”

Since the establishment of councilmanic districts in 2002, a Democrat has never held the 3rd District. Despite their historical struggles, there are some positive takeaways for the losing side. 

LaValle won CD3 in 2019 by more than 30 points. Bass cut that margin by more than half.

“Given the fact that my campaign was more of a grassroots campaign, I feel very proud for the level of fundraising that we did and with the outcome,” Bass told TBR News Media. “We were way outspent, we were outmanned. And I think that our numbers were very strong.”

Two-part election

Manzella’s victory celebration will be short-lived as both CD3 candidates are already back on the campaign trail for the general election.

“While I did win now, I will be the acting councilman but only through [December],” Manzella said. “This doesn’t stop. This campaigning continues straight through November.”

Bass also had this understanding, indicating that when she accepted the nomination for the special election, she committed to running in November regardless of its outcome.

“The four-year term was always the goal,” she said, adding that her campaign will continue through November.

Heads of the ticket

The CD3 race provides an early measure of public moods ahead of the townwide elections later this year. As the focus shifts away from the 3rd District, all eyes are on the top of the ticket, where there is an open contest.

Incumbent Brookhaven Town Supervisor Ed Romaine (R) will not headline the ticket for the first time in over a decade, instead pursuing the county’s top office in the race to succeed Suffolk County Executive Steve Bellone (D), who is term-limited. Romaine’s opponent will be Democratic nominee, Dave Calone.

Brookhaven Deputy Supervisor Dan Panico (R-Manorville) and Village of Port Jefferson Mayor Margot Garant, a Democrat, have each secured their party’s nod for town supervisor.

In separate interviews, both candidates reflected upon the outcome in Middle Country and its implications for their respective quests to succeed Romaine.

“I think Ms. Bass should be extremely proud of herself,” Garant said, referring to the 14% margin of victory. “That’s a pretty significant gain, especially in a special election where you only had about 3 percent voter turnout overall in that district.”

Despite her favored candidate coming up short, Garant said she and her party are “encouraged by that result, and we’re going to continue to work on the messaging and the issues as they exist and continue to make sure we’re knocking on doors, making people aware of what the existing conditions are.”

Panico sang a slightly different tune than his opponent, though also optimistic for November. The deputy supervisor referred to the outcome as “a very strong message for our team” as the party pivots to the general election.

Manzella’s win, Panico said, reflected the strength of the Republican committee’s efforts and the resonance of its platform with Brookhaven voters. He further regarded the outcome as a vote of confidence for the current Town Board.

“When you’re doing the right thing by the residents — and the residents are very aware — they take notice,” Panico said. “The members of the Town Board on my team, I expect, will be reelected as well” in November.

Six months out of the general election, Panico said he has already begun campaigning townwide, expressing confidence that his campaign is registering with Brookhaven residents and forecasting a favorable outcome.

“I expect to be victorious in November and plan on running a vigorous campaign on the issues that matter to the residents of Brookhaven Town,” he said.

Based on recent electoral history, Garant’s campaign faces certain obstacles this election cycle. Her party has not held the supervisor’s chair since 2012 when Mark Lesko resigned mid-term, to be replaced by Romaine. 

The Port Jeff mayor nonetheless remained hopeful about her prospects, viewing her platform as appealing to the centrist wing of the town — a faction she believes will determine the victor.

“We think that we have a good platform,” she said. “We’re going to do our best to make sure that it resonates with the people not on the extremes, but with the majority of people who live here, which are the more moderate voters.”

Assessing political strategies

Anthony Portesy is chair of the Brookhaven Town Democratic Committee. Like Garant and Bass, he regarded the election result in CD3 as promising for the Democratic slate come November. The Brookhaven Town Republican Committee did not respond to requests for comment.

“I’m very, very encouraged” by last week’s outcome, Portesy said. “When you take out the conservative line, their margin of victory was a mere 73 votes. That is incredible for that district, and it shows the quality of the candidate that we put up in Alyson Bass.”

Panico viewed Manzella’s elevation to the Town Board as favorable for Republicans. Citing his party’s sizable majority in town government, he added why he believes Republicans are registering with the electorate.

“There’s no secret recipe,” the Republican supervisor candidate said. “There’s not one thing that I would point to with regard to the electoral edge. With regard to the political composition of the town representatives, it’s simply that the people who are elected do the job they were elected to do.”

He criticized the opposition party’s messaging, stating its recent electoral track record reflects an unpopular platform with voters.

“I think the state of the local Democratic Party is part and parcel of their platform,” he said. “As they embrace a platform that has been rejected by the vast majority of residents — regardless of political affiliation — in the Town of Brookhaven, I think that is going to continue to be a problem for their party, and it shows in their elections.”

Garant rejected this notion entirely, pointing to Bass’ narrowing of the gap in CD3 as a testament to her party’s upward trajectory. The mayor suggested that the current board has not adequately addressed Brookhaven’s multiplying quality-of-life concerns, which may begin cutting into its majority.

“I think there are a lot of people who are very concerned with the declining lifestyle and the declining quality of life and the conditions in their neighborhoods,” she said.

Portesy centered his focus around the town landfill, which constitutes a significant chunk of the town’s overall public revenue and is set to close in the coming years. 

The party leader contended that the current board is ill-prepared for the looming budgetary shortfall precipitating from the facility’s eventual closure.

“The town dropped the ball on replacing the revenue for the landfill,” the Democratic committee chair said. “They love to tell you about the AAA bond rating, but the AAA bond rating doesn’t go into discussing the fact that that’s based on their present finances, not after the landfill closes and we’re losing millions and millions of dollars.”

Still, Portesy committed to recalibrating his party’s messaging over the coming weeks, working on expanding the Democratic get-out-the-vote initiative through additional door-knocking volunteers and other measures to generate voter interest and boost turnout.

“We’re going to be retooling our message over the next couple of months, making sure that we’re hitting the doors that we have to hit and making sure we’re convincing voters that our path is the path forward for Brookhaven Town,” he said.

Though beaten in round one, Bass kept an upbeat attitude for round two. “There are enough Democrats in this district and in this town to make us victorious,” she said. “We need to come across with messaging that resonates, and I think there are some strategic things we need to work on as far as unity and approach.”

She added that the small sample size last week was unreflective of the public will overall, suggesting a larger turnout in November could work in her favor.

Manzella, a former member of the town Republican committee, attributes much of his success to the party operation.

“Getting out there and spreading the word about an election, and then spreading the word of the candidate, is the most crucial part of any campaign,” the councilman-elect said. “Our committee has a lot of volunteers, a lot of people who are passionate about this. It’s that strength, as a unified whole, that is able to get this message out to the voters.”

Portesy viewed Romaine’s run for county executive as a unique opening for town Democrats. Given the scope of the town supervisor’s powers, the party chair maintained that filling that seat with a Democrat would be the committee’s primary objective.

“The vision for the town always comes from the executive,” he said. “Making sure that we get Margot Garant elected in November is going to go a long way,” adding, “Our number one goal is to take back the town supervisor.”

Both parties have just over six months before voters hit the polls on Nov. 7.

Along New York Avenue in Sound Beach, before rows of storefronts and restaurant spaces — some filled, others not — thousands gathered on Saturday, April 22, for the 2nd annual Sound Beach Spring Festival and Street Fair.

The event featured dozens of local businesses and merchants tabling outside, along with food stands, face painting, music and other festivities.

The annual festival is hosted by the Rocky Point Sound Beach Chamber of Commerce, an organization founded in 2018 to draw businesses and economic development into the neighboring hamlets.

Gary Pollakusky, president and executive director of RPSBCC, said there was a two-year gap in the first and second festivals due to COVID-19. With public health concerns abating, the chamber picked up where it had left off before the pandemic.

“We had, I’d say, over 65 vendors, and we had thousands of people come through, all seeing for the first time some of the new businesses in Sound Beach,” he said.

Bea Ruberto is president of the Sound Beach Civic Association, the leading advocacy group representing the hamlet’s roughly 7,000 residents. She has been a leader in raising awareness for this private beach community.

“One of the things that we as a civic have tried to do for years is make people aware that we exist, make our representatives aware that we exist,” she said. 

To do that, Ruberto has been forceful in distinguishing Sound Beach for its unique history and local identity. She authored “Sound Beach: Our Town, Our Story,” which was recently adapted into the documentary film, “The History Upon Our Shores: Sound Beach, NY.”

The historical uniqueness of Sound Beach established, Ruberto has her sights on the future. She said the annual spring festival represents a vital organ in drawing attention to the area. 

“I love it because it brings people outside of Sound Beach into Sound Beach,” she said. “We want people to get to know about our community.”

Though several restaurants and merchants are in business, the commercial strip is a ways away from a fully formed, traditional main street. That, Pollakusky said, will require additional advocacy work to keep occupants of the storefronts commercially viable.

“Seeing businesses come and go is heartbreaking sometimes because those are families that are local and that are losing their livelihoods,” he said. “To see a business that did everything that it could to survive and then fail, it’s heartbreaking.”

Pollakusky indicated that countering these trends will take time and effort from local organizations and government. He outlined his aspirations for the hamlet.

“I’d like to see that our storefronts are filled,” he said. “I’d like to see that people want to come to Sound Beach to live and to patronize our businesses.” The chamber president added, “I’d like to see that we have a robust business community that is self-sustaining.”

Putting this vision into action is not so cut and dry. Consistently, Sound Beach has competed for and lost out on limited grant funding against established downtown districts also debilitated by the pandemic. 

The commercial district’s small size is another limiting factor, cutting the hamlet off from certain types of grants.

“Sound Beach does not have a downtown,” Ruberto said. “We have two commercial nodes. Therefore, a lot of the downtown revitalization grant funding we can’t have.” The civic president added, “That has to be fixed.”

The Sound Beach commercial district is currently zoned J-2, a general business zoning classification typical for retail spaces. For Sound Beach to qualify for downtown revitalization funding, the Town of Brookhaven would have to rezone the hamlet to J-6, a Main Street Business classification.

Brookhaven Councilwoman Jane Bonner (R-Rocky Point) represents Sound Beach on the Town Board. Reached by phone, she commented on the difficulties of Sound Beach making use of those granting opportunities, stressing that Suffolk County should consider easing the criteria for qualification.

“Those funds are hard to come by,” she said. “I think the onus is on the county in being a little more flexible” in dispersing downtown revitalization funds.

Currently, Sound Beach has much of the look and feel of a traditional downtown despite lacking the zoning classification of one. Bonner nonetheless remained open to the proposal to rezone the commercial district to J-6, potentially giving the hamlet a proper downtown and opening it to grants. 

“If any business owner wanted to come in to become J-6, it’s certainly something that we would obviously entertain,” the councilwoman said.

The U.S. Census Bureau indicates that Sound Beach’s population shrunk by more than 2.5% between 2010 and 2020. This population decline is comparable to those of neighboring hamlets in the area, including Rocky Point, Miller Place and Mount Sinai.

Dorothy Cavalier, legislative aide to Suffolk County Legislator Sarah Anker (D-Mount Sinai), is running to fill the seat of her boss this November as Anker is term limited. 

The candidate remarked upon the need for a larger governmental initiative to return small businesses to the area and keep residents from leaving the county for the Sun Belt. 

“We’re losing a lot of people to Down South and other places, and we really need to figure out how to get them to stay here,” Cavalier said. “We need to get the small businesses back here because once we get the businesses to come back, the people will follow. They’ll stay.”

In the meantime, Bonner emphasized that the businesses in Sound Beach are still recovering from the aftermath of the pandemic. To support those businesses, she encouraged the community to continue patronizing local mom-and-pops in their hour of need.

“The pandemic really brought a lot of people to their knees financially, and our small businesses are the ones that suffered the most,” she said. “That’s why we have to invest with our dollars, to shop locally and support them.”

The general meeting of the Port Jefferson Civic Association on April 12 was briefly delayed due to a lack of chairs as over three dozen people filled the Meeting Room at the Port Jefferson Free Library.

The body approached an array of local issues, from the East Beach bluff to flooding to green space preservation, among others. With village elections along the horizon and plenty of business on the local agenda, the civic has quickly emerged as a forum for the many interests and stakeholders of the community.

East Beach bluff

Former Village of Port Jefferson Mayor Mike Lee made a presentation on historical and environmental developments at East Beach, which has eroded considerably in recent years, now endangering the Port Jefferson Country Club restaurant and catering facility from falling off the cliff.

During his administration, Lee said an engineer had advised him that a problem with the jetty system at Mount Sinai Harbor was contributing to the erosion, placing village officials in a difficult bind.

“The village was aware of [the jetty problem], but it’s not our property that we can work on,” Lee said. “We don’t have anything to do with the inlet,” which the Town of Brookhaven maintains.

Given how coastal erosion spans across municipal boundaries, Lee suggested bluff stabilization would not yield a long-term resolution. “Stabilizing, it’s going to be a never-ending battle,” the former mayor said.

Ray Calabrese, a former Brookhaven Town councilman and Port Jefferson Planning Board member, conveyed to the body engineering advice he received in the 1970s.

“Leave that bluff alone,” he said. “Nature is doing its thing. It’s replenishing that beach. Frustrate it, and you lose the beach.” He concluded, “Don’t build near bluffs.”

Civic president Ana Hozyainova noted that among other reasons, PJCA was formed to offer residents a louder voice in decision-making over the bluff.

“One of the animating reasons why we got together as a civic association was the bluff and the fact that we didn’t have a vote and a public discussion about what needs to be done with it,” she said.

Flooding

Lee also touched upon ongoing flooding concerns within Port Jefferson, which was originally called Drowned Meadow due to the phenomenon. Though stormwater infrastructure installed decades ago may have been satisfactory for its time, Lee said, the flood load has increased considerably, aggravating these historic challenges.

“We have an inadequate stormwater system,” he said. “When it was built, it was adequate for then, but we have just too much to deal with. It just floods and backs up, and the bad part about it is that it invades the sanitary system.”

PJCA member Michael Mart expressed alarm over the long-term prospects of the Port Jefferson Fire Department’s fire station on Maple Place, which in a recent climate resilience meeting was noted for heightened risk of flooding. “My question is this: Does the fire department or the village have the right of eminent domain for properties that we desperately need?” Mart said. “If we do have that, aren’t we obligated for the long run to pursue that as far as we can?”

Land use

Much discussion centered on potential code changes to protect trees, preserve open space and limit clearing of woodlands. With a village public hearing scheduled for May 1 on the future development of the Maryhaven property, the body discussed whether new development is environmentally optimal.

Civic vice president Holly Fils-Aime tied the issues of flooding and land development, stating that additional paved surfaces could exacerbate concerns over stormwater runoff.

“Everybody is seeing the flooding — the roads become rivers — and it actually ends up in the harbor,” Fils-Aime said. “None of this is really filtered in any way, and the more development we have obviously adds more stress on all of these systems.”

Citing a 2016 report from the New York State Comptroller’s Office, the vice president added that preserving existing green spaces and creating new ones serves a wide array of fruitful purposes.

The report mentions open spaces can protect water quality, protect biodiversity and promote outdoor recreation, among other public benefits.

“My real worry is that the more development we have, the less our village is going to be viable in terms of drinking water,” Fils-Aime said.

PJCA will meet next on Wednesday, May 10, at 7 p.m. in the Port Jefferson Free Library. Candidates for village offices have been invited to present to the body.

The managed parking system in the Village of Port Jefferson has undergone considerable changes this season, prompting debate among some within the community.

Beginning March 15, the village government has incorporated various technologies into its managed parking apparatus, such as automated license plate reading, which village officials say expedites and standardizes parking enforcement.

“We’re looking to make sure that enforcement is more equitable, that there’s less room for a mistake or discretion,” Mayor Margot Garant said in an exclusive interview. “The license plate reader is in at least one of the code vehicles, and when it drives through the parking lot, it scans everything very quickly.” She added, “I think it’s going to be a much more blanketed, equitable process and easier for all parties.”

Kevin Wood, the village’s parking administrator, outlined how the new tech would operate. He said pay-by-plate metering allows for more efficient enforcement of overtime parking and eliminates the need for double payment caused by temporarily leaving and losing a parking space, among other potential benefits.

Wood said digital payment also simplifies parking during future visits as the system remembers one’s plate number. “The next time you come back into town, your plate number is already filled in,” he said. “You can’t say that about a space number because you park in a different space every time.”

The village has also digitized its residential permitting process, supplanting the previous method which was performed by hand. So far, Wood said his office has received nearly 2,000 permits.

Responsiveness questions

The changes to parking procedure have met some opposition, particularly from the business community. James Luciano, owner of PJ Lobster House, has been among the opponents to the changes. 

In an interview, Luciano indicated that many of his older customers prefer the preexisting method of paying at a meter.

The new system “is a hassle for the older clientele,” he said, suggesting older customers often make multiple trips to and from their cars to pay for parking.

“I know it doesn’t seem like a lot, but when you have clientele that are in their 60s, 70s and 80s, it is a lot for them to do that,” he added.

He said he receives daily complaints over digital payment, estimating complications using the system “probably happen 25 times a day — it’s a big problem that people are complaining about.”

Luciano attributes much of the village’s parking adversity to a lack of responsiveness from the village government, suggesting his recommendations to the village have fallen on deaf ears.

“We’ve sat down in meetings, we’ve sent letters over the last two years,” he said. “They say, ‘Thank you for the input,’ and then they do what they want. They don’t want to take any recommendations from anybody.”

Wood suggested his office is actively coordinating with the business community and that no significant changes have been made to the system other than entering a plate number instead of a space number.

“There are no changes to navigate,” Wood said. “The parker himself only enters a plate number instead of a space number, and that’s self-evident. But that being said, my office is always available to answer questions on a one-by-one basis and/or my assistant, Rita.”

Garant said her administration remains committed to working with merchants over any concerns with the system. Nonetheless, she expressed confidence that the new system would prevail over time.

“There are some recommendations that they have and questions, and we’re answering them as we can,” the mayor said. “Obviously, with anything, you’re going to get mixed concerns. I think once everybody settles into this new system, they’ll find that it’s an easier system to use.”

Capacity: an age-old problem

Parking is a decades-old quandary in Port Jeff, confounding generations of local officials who have struggled to solve the parking puzzle. 

Richard Murdocco, adjunct professor in the Department of Political Science at Stony Brook University, summarized the issue in a word.

“Capacity — hands down, capacity,” he said. “It’s what all the villages on Long Island struggle with. How do you shoehorn in more parking without compromising the very character that people are seeking out?”

Wood concurred with this assessment. “The number one challenge is capacity,” he said. “It accounts for just about everything we are challenged with.”

Former village trustee Bruce Miller regarded the capacity constraints as all-pervasive, compounding other problems, such as traffic congestion. “It creates a lot of traffic that’s needless,” he said. “People are circling and circling and circling to find a parking place.”

Former New York State Assemblyman Steve Englebright (D-Setauket) commented on the generations of anguished parkers pressed to find a space. He regarded Port Jefferson as distinctive for its blend of bustling downtown activity and limited capacity.

“The oversubscription of use is inevitable for a place that is as attractive, and that faces the water, which is such a magnet for this whole sector of the Island,” he said. “You want to go to Port Jefferson because there are businesses, and a vibrant walk along the harbor is exciting.” 

But, he added, “It means you’re always going to have a traffic jam.”

Meanwhile, the Town of Brookhaven, which operates the marina parking lot near the ferry terminal, has set its 2023 parking rates at five times the rate of Port Jefferson’s managed lots. Wood said this could further strain the village’s already cramped lots.

“My common sense tells me that if something is $5 an hour, and they can get that same service for $1 an hour, that tells me they’re going to put more pressure on us,” he said.

Possible solutions

Murdocco said a natural tension exists between preserving the historic character of an area and expanding parking capacity. He added, however, that the capacity issue would eventually cap the village’s growth potential for its residential and commercial districts.

“Policymakers should begin exploring some more modern, viable options,” the SBU adjunct professor said. The most obvious option, he indicated, would be to construct a parking garage. 

This proposal would come with its own set of challenges, according to Englebright. “I don’t think there’s an easy answer to this because even if you add a parking garage, I think it will be oversubscribed on the first day,” he said.

Wood noted that he gives “daily thought” to this idea, which is also proposed in the village’s 2030 Comprehensive Plan. However, given the natural topography and existing built environment, the municipality remains hamstrung in specific ways.

“Now is the time where I think we would have a serious look at building multidecks [above-ground parking garages], but it’s not so easy because of the landscape of Port Jeff, the depth of the water and things like that,” he said.

Asked whether he foresees the village accommodating a garage in the coming decades, the parking administrator responded affirmatively.

“I’d like to hope that we can come to the point where that possibility could happen,” he said, adding, “If it were in the best interest of the community and residents, I’d like to think we could come to an agreement on that.”

Miller advised the village government to explore underground parking, an option he said would boost capacity without disrupting the area’s historic character.

“A lot of the residents and public do not want an above-ground parking garage — we’re not rural here, but we just don’t see ourselves as urban,” he said. “The advantage of underground parking is that it doesn’t make your town look urban. You don’t have underground structures protruding from the ground.”

Another alternative the village is actively seeking is shared parking, that is, entering into agreements with nearby businesses to facilitate access to their lots during nonbusiness hours.

Wood said he and trustee Rebecca Kassay are working to enter into shared-use parking agreements, particularly with hospitals and medical offices in Upper Port.

“There’s not a lot of commercial activity happening uptown, but that will change,” Wood said, adding that shared parking would offer “immediate parking to people frequenting uptown.”

Kassay, who also serves as the village’s environmental commissioner, said the shared parking proposal would help minimize the need for building new parking lots uptown, as well as the clearings and heightened flooding characteristic of such construction.

Shared parking “would prevent more square footage uptown from being hardscaped, which is a contributor to the flooding because water is not being collected, recharged and filtered in the way it naturally would,” she said. 

The trustee added, “The issue of parking is very real, but the creative solutions, like shared parking, are a way that we as a village can solve parking issues, be environmentally conscious and save taxpayers money by not building and maintaining additional lots.”

Parking committee

Garant, who had coordinated with a parking committee composed of residents and merchants earlier in her tenure, recounted the history and role of that body.

“We had a committee for upward of eight or nine years,” she said. “I think that they brought great concerns, and we heard from them.”

Asked whether the village should reinstitute the parking committee, she responded, “I’m on my way out, so I’ll leave that to the next administration,” adding, “I think Kevin is doing a great job, so I’m going to let the next elected mayor make those decisions going forward.”

Wood emphasized that a committee would not resolve the core issue permeating all parking woes villagewide. “The one thing we all end up talking about is the lack of capacity,” the parking administrator said. “All the committees in the world won’t fix the immediate need for more capacity.”

He added, “We get feedback all the time. We take it under advisement. But again, it usually leads back, after everything is said and done, to lack of capacity.”

Wood, instead, encouraged concerned parties to take their concerns to the village board. For him, public comments during village board meetings provide community members the proper forum to be heard. 

Public comment “is the best way to communicate what you are trying to say about any subject,” Wood said.

Luciano, on the other hand, advocated for the reinstatement of the parking committee as a means to properly filter concerns from the greater community. 

“The parking committee needs to exist, and the village needs to take the recommendations from the parking committee,” he said.

Detailing why he believed the committee had disbanded, Luciano again suggested a lack of responsiveness from the village. “They got rid of it because they didn’t want to hear input anymore and because they were going to do what they wanted to do.”

Ana Hozyainova, president of the Port Jefferson Civic Association, has joined the call for resurrecting the parking committee. In an email statement, she said a parking committee would reintroduce debate to the parking decision-making process.

“The Port Jeff Civic Association fully supports the reestablishment of a parking committee composed of representatives from all stakeholders,” she said. “Reinstituting the parking committee would provide a transparent forum for discussion and decision-making.”

The civic president added, “It would also help ensure that we face our parking challenges in a manner that addresses the needs and concerns of all our residents and still preserves the character and appearance of our beautiful village.” 

Englebright regarded the proposal for a parking committee as necessary for promoting public participation.

“If you live in the village, there has to be some sense of being able to participate,” he said. “There needs to be some reasonable balance between the commercialism that dominates parts of the downtown and the needs of the residents, which should not take second place.”

He added, “I don’t know how you do that without some sort of forum other than the regular meetings of the village board. It would seem to me that some democratization would be logical.”

Local legislative elections are shaping up, with candidates across levels of government gearing up for county, town and village races.

Suffolk’s 5th District

Suffolk County Legislator Kara Hahn (D-Setauket), whose 5th District encompasses Port Jefferson, Port Jefferson Station/Terryville and Three Village, is termed out due to 12-year term limits for county legislators. To fill the open seat, former New York State Assemblyman Steve Englebright (D-Setauket) and former congressional candidate Anthony Figliola have stepped up.

Before receiving his party’s nomination, Englebright had previously occupied the seat from 1984 to 1992, after which he entered the state Assembly. He described this year’s bid as “coming home.”

“It’s been some 30 years in Albany, but my heart is always here in the community,” he said. “There’s a lot of work to be done.”

The core issues facing the 5th District, Englebright contended, are those related to the environment and public health. He stated his core priorities are protecting Long Island’s sole-source aquifer and its coastal waters.

“Science has advanced, and the connection between our drinking water and our tidal waters is more explicitly understood now,” the former assemblyman said. “The challenges are awaiting a legislative response to the science, so I’d like to be a part of that. I think I can make a meaningful contribution.”

He said he hoped to continue working toward preserving open space if elected and also emphasized protecting the Setauket and Port Jefferson harbors from contamination. He viewed restoring the county’s information technology systems, promoting affordable housing and limiting sprawl as central.

Figliola was the third-place finisher in 2022 during the GOP primary for New York’s 1st Congressional District. Among his professional credentials, he has served as deputy supervisor of the Town of Brookhaven and is currently executive vice president of a government relations and economic development business. A resident of East Setauket, he will represent the Republican Party in this year’s 5th District contest.

“With Kara leaving, we need someone who has a plan for the future of our district to make sure that we represent everybody,” he told TBR News Media. “I’ve done a tremendous amount of work with small business, with the environment and volunteerism in this community.”

He added, “I just jumped at the opportunity to be able to represent the people that I live and work with.”

Like Englebright, Figliola stressed the importance of water quality in the Setauket and Port Jeff harbors. He said he would also explore opportunities for more sewers, addressing electrification of the Port Jefferson Branch line of the Long Island Rail Road as an area of concern.

“I want to continue the work that I’ve been doing on a volunteer basis for almost seven years, which is to help bring the electrification of the Port Jefferson rail line here,” he said.

He added that supporting small business districts, preserving and developing parks, and encouraging community-based planning will be in focus.

Brookhaven’s 1st Council District

Incumbent Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), the sole elected Democrat in the town, is up for reelection this year. He entered the Town Board after a special election in March 2021 to replace former Councilwoman Valerie Cartright (D-Port Jefferson Station), who had won a seat on the state Supreme Court.

“Serving this community is something I’ve been doing for almost two decades through service on the [Three Village] school board, the [Three Village] Civic Association and other nonprofits like the Boys and Girls Club,” he said. “Community service is really my life’s passion.”

Kornreich stated that land use would remain a top-level interest if reelected, expressing concerns with Gov. Kathy Hochul’s (D) housing proposal for Long Island.

“One of the big looming policy issues that we’re facing is this potential threat from the governor’s office about seizing zoning control and handing it over to bureaucrats in Albany who don’t understand our communities,” he said.

The incumbent added, “We do have an affordable housing crisis — it’s just very difficult for people to find affordable places to live, and we have to address that. But we have to address it in a thoughtful way that’s sensitive to the makeup of these communities and the built environment where they currently exist.”

He also touched upon the quality of life issues that affect his constituents, such as overdevelopment and sprawl. He pledged to focus on building viable downtowns and parks while protecting the environment.

Carrying the Republican Party’s nomination in the race for CD1 is Gary Bodenburg, a special education teacher who ran for the Comsewogue Board of Education last year.

“I believe good government is needed at all levels, so I plan on continuing the mission and vision of [Brookhaven Town Supervisor] Ed Romaine [R] in maintaining fiscal responsibility by controlling taxes and spending, addressing environmental concerns and also keeping a close eye over the overdevelopment of our suburbs,” Bodenburg said.

The Republican candidate addressed other policy concerns, such as streamlining services within the town government to “provide better value for our tax dollars.”

“Specifically, I think it’s important that we address a 25A corridor study,” he said, adding, “I also look to finalize plans with Lawrence Aviation, as well as better enforcement of housing codes for problems with off-campus student housing.”

Bodenburg said that reducing the impact of traffic and improving town parks and marinas would also be on his agenda.

Port Jefferson’s Board of Trustees

So far, only two candidates have emerged in the villagewide race for the Port Jefferson Board of Trustees election on June 20. Two seats are up for grabs — one uncontested, as Deputy Mayor Kathianne Snaden is running for mayor.

Trustee Stan Loucks will seek his fifth election, having joined the board in 2015. During his tenure, he has served as trustee liaison to the parks department and Port Jefferson Country Club, coordinating with the administration on stabilization plans for the East Beach bluff.

“I love working for the village, specifically the areas that I’m assigned to,” Loucks said. “I just want to keep going. That’s the bottom line.”

Asked what policies he would seek to implement in the coming term, Loucks said reinvigoration of PJCC would be a continued area of emphasis. “I’d like to see more social activities and more community get-togethers focusing around what I think is the gem of the village, and that’s the country club,” he said.

Between new racket sports facilities, recreational programs and the finalization of coastal engineering projects along the bluff, he expressed optimism for such a revival of PJCC. “I want to see it come back,” he said.

Former village clerk Bob Juliano is also in the running. He has had considerable professional experience in municipal government, holding various administrative posts throughout his career in Port Jeff, Westbury and Lindenhurst villages.

“I have the knowledge and experience of being a clerk and a treasurer for the past 30 years for three different municipalities,” Juliano said. “I figured I could use that expertise and my knowledge and my know-how and put it to good use for the community that I live in.”

If elected, Juliano said he would like to “slow down what’s going on uptown.” Like Kornreich, he expressed apprehensions over Hochul’s housing priorities. And similar to Loucks, he proposed exploring a better use for PJCC.

“I’m very concerned about the country club,” he said. “I know they’re progressing with the wall and everything, which is a fantastic thing, but I’d like to see the country club be more viable as well as more welcoming.”

Municipalities throughout Suffolk County will undergo significant leadership changes in 2023.

Three-term incumbent Suffolk County Executive Steve Bellone (D) cannot run for reelection due to 12-year term limits for county offices. Bellone’s absence at the top of the ticket has triggered a game of musical chairs across local governments, with an Election Day picture coming into focus.

County executive

Two major party candidates have emerged to fill Bellone’s seat. Businessman and former federal and state prosecutor Dave Calone entered the race last summer and has since gained the backing of the county’s Democratic Committee.

Between increasing economic development initiatives and expanding transportation options, Calone regarded Suffolk as a place of growing opportunities.

“I felt like we needed someone with a private-sector background to help capitalize on those opportunities for our region,” he said, adding that his prosecutorial experience could help alleviate the issue of crime throughout the area.

Calone said he would connect law enforcement personnel with new technologies if elected. “I come from the technology sector and feel we can do more when it comes to law enforcement, giving police the tools and training they need to fight crime and help prevent crime,” he said.

He emphasized county support in promoting small business sectors and encouraging those wishing to start a new business.

Calone may have a tall task ahead as recent election results suggest county residents are moving toward the right, with Republicans gaining a majority in the county Legislature in 2021 while flipping the district attorney’s seat. 

To counteract these trends, Calone pledged to focus on local issues, which he suggested are matters of personal qualification rather than party affiliation.

“I think Suffolk County is less about left versus right, but who is going to have the vision to move Suffolk County forward,” the Democratic nominee said.

Opposing Calone is Town of Brookhaven Supervisor Ed Romaine (R). He received his party’s nod during a nominating convention held Thursday, Feb. 23, in Ronkonkoma. Before becoming supervisor, Romaine was county clerk for 16 years starting in 1989 and did two separate tours in the county Legislature, one before and the other after his tenure as clerk.

“I’m running to work for the future of our county and its residents,” he told TBR News Media. “This is an opportunity to move Suffolk forward. And, quite honestly, nothing is more expensive than a missed opportunity.”

The town supervisor added that he intends to campaign on the issues and policies he has overseen at the town level. He offered that fiscal responsibility and public trust in government remain top priorities.

“I’m looking to hold the line on taxes,” he said. “I’ve done it five different times with our budget, and I would like to do that with the county, reduce the county debt and improve the county bond rating to AAA.”

Romaine also addressed his environmental concerns, such as water quality and quantity. He proposed modernizing information technology systems, filling critical posts within the police department and resisting Albany’s development agenda for Long Island.

“I’m not a fan of the governor’s plan to urbanize our suburban communities,” he said.

Despite recent electoral history, a Republican has not occupied the county executive’s chair since Bob Gaffney left office in 2003. Asked why 2023 should be any different, Romaine suggested the coming election offers county voters a new direction.

“I think this is an opportunity to chart a new course,” he said.

Town supervisor

In declaring for county executive, Romaine vacates his post as town supervisor. Brookhaven Deputy Supervisor and Councilman Dan Panico (R-Manorville) and Village of Port Jefferson Mayor Margot Garant (D) have stepped forward to fill the seat, securing their parties’ respective nominations last week.

Panico, whose 6th Council District consists of the town’s southeastern hamlets, was first elected to the Town Board in 2010 following the untimely death of Councilman Keith Romaine (R), the supervisor’s son. Panico had previously served on the Brookhaven Planning Board and as a senior deputy Suffolk County clerk.

“I believe in the power of town government to have a dramatically positive effect on the lives of the people that we represent and the communities that make up Brookhaven,” Panico said in an interview.

The deputy supervisor emphasized fiscal stability and open space preservation as two signature campaign positions. 

“My record on open space preservation and the environment, I believe, is unmatched in this race,” he said, adding, “I am also fiscally conservative, and I have been able to work effectively with the town boards that I’ve served on … to accomplish meaningful goals in this town.”

Republicans currently hold eight of the 10 elected positions within the town government, with one council seat vacant. Councilmember Jonathan Kornreich (Stony Brook) is the lone Democrat. 

To replicate its success at the ballot box, Panico said his party “must continue to listen to the people whom we represent.”

On the opposite side of the aisle, Garant seeks to become the first Democratic town supervisor since Mark Lesko resigned midterm in 2012. In early February, she announced her retirement from the Port Jeff village government after serving 14 years as mayor.

“There was no intent or forethought that I was retiring to put my hat in the ring,” she said. However, plans for her run came together shortly after the announcement when town Democratic leaders asked for a meeting.

“It was believed at that time that Romaine would be going up to the county executive level, which kind of left an interesting opening,” Garant said.

The outgoing village mayor said she plans to apply the lessons learned at the village level to town government.

“The [Brookhaven] landfill fees represent 42% of the overall revenue in the town,” she said. 

Given her background negotiating with the Long Island Power Authority in a tax grievance dispute settled in 2018, she considers herself uniquely qualified to tackle the loss of public revenue.

She added, “A self-sustaining waste management plan that speaks to utilizing the current infrastructure without expanding the carbon footprint, that’s something I’m very interested in grappling with.”

Along with the landfill closure, Garant said she would continue to focus on development, arguing that the town must “balance the quality of life and get some development done.”

While acknowledging that her party has “a lot of work to do” to be competitive this November, she remained optimistic.

“We have a very awesome slate” running for Town Board, she said. “I’m enthusiastic about what the slate brings, and I think the message we’re bringing is going to resonate.”

Port Jeff mayor

With Garant taking herself out of the running, Deputy Mayor and trustee Kathianne Snaden is the first declared candidate in the race for Port Jefferson Village mayor.

“When I first ran in 2019, my reason for running was to be the voice of those who never thought they had a voice,” she said. Since then, Snaden has gradually assumed greater responsibilities with more committee assignments, saying, “I think I’m in an even better position now to do that for the community.”

As the village’s public safety commissioner over the last four years, she considered the issue a paramount policy concern. “That has always been my number one concern in the village — to keep the community and the residents safe,” Snaden said.

More recently, she was assigned trustee liaison to the building and planning departments. “Over the last year or so, I’ve been doing a lot of work up there to help streamline and make the process easier for anybody looking for an application,” she said. “That’s something that I want to continue to work on.”

Snaden also mentioned that close coordination with the school district, greater parking opportunities and improved resident mobility would be areas of focus if she were elected mayor this June.

Snaden is currently alone in the mayoral contest. Whether others step forward to run, she said she remains “focused on the work that I’m doing now and [that’s] what I will continue to do in the future.”

Local elected officials held a press conference Friday, Jan. 20, to make it clear that they don’t agree with Gov. Kathy Hochul’s (D) New York Housing Compact proposal.

Republican state senators and assemblymembers, county legislators and town supervisors from Suffolk County gathered at the Perry B. Duryea State Office Building in Hauppauge with a message for Hochul. The elected members speaking at the press conference said zoning, land use and development matters are best left to local elected officials.

In her State of the State message earlier this month, Hochul proposed a housing strategy calling for 800,000 new homes to be built in the state over the course of a decade to address the lack of affordable housing. Among the plan’s requirements would be municipalities with Metropolitan Transportation Authority railroad stations to rezone to make way for higher-density residential development. All downstate cities, towns and villages served by the MTA would have a new home creation target over three years of 3%, compared to upstate counties that would need to build 1% more new homes over the same period.

But speakers on Jan. 20 called her proposed initiative “government overreach” and “misguided,” and they said municipalities should create zoning laws, grant building permits and urban plans based on the individual needs of their communities. Many added that a blanket state housing proposal wouldn’t work on Long Island due to lack of sewer systems, also infrastructure and environmental concerns.

The press conference was led by state Sen. Dean Murray (R-East Patchogue).

“We all agree that we have an affordable housing problem,” he said. “What we don’t agree on is how to fix it.”

He added, “The governor apparently believes that one size fits all is the way to go, that heavy-handed mandates are the way to go.”

Murray said the Village of Patchogue is the model of revitalizing villages and downtowns across the state. He added local issues must be considered, such as environmental concerns, traffic issues and parking options. He said Patchogue officials worked to rebuild the village’s infrastructure, invested in and expanded sewer plants, repaved 85% of its streets, invested into pools, parks and the Patchogue Theatre for the Performing Arts. Murray added 700 new residential homes were built since 2003, 575 of them are within walking distance from the train station and village.

Town supervisors speak up 

Town of Brookhaven Supervisor Ed Romaine (R) said they were all concerned about what Long Island will look like in the future. He added there is a need for sewer systems in most towns, and local infrastructure needs improvement. He said the three rail lines that cross the town depend on diesel fuel, and he added overgrowth has also contaminated the waters.

“Governor, before you start talking about more housing, how about the infrastructure to support it?” Romaine said. “How about electrifying the rail? How about making sure the roads work? How about making sure that there are sewers?”

Town of Smithtown Supervisor Ed Wehrheim (R) said the town is manufacturing affordable housing “to the extent it’s possible” based on its infrastructure.

In the last five years, he said the town has approved the construction of 450 rental units, 10% of which are classified as affordable per state law.

“The only elected officials that know how to do that on Long Island are your local elected officials with the help of our county, state and federal officials as well,” Wehrheim said. “So, we are doing what the governor wants, but we’re doing it the right way.”

Town of Huntington Supervisor Ed Smyth (R) said New York politics “is not Republican vs. Democrat. It’s New York City versus New York state.” He said the governor is affected by New York City extremists. 

“I implore the governor to form a working coalition of centrist Democrats and centrist Republicans in the state Legislature to govern from the center as the vast majority of New Yorkers expect of you,” Smyth said.

State Assemblyman Mike Fitzpatrick (R-St. James) said when he hears the governor talk about local control, he feels she is aligning with the progressive left. He added “everything they touch they destroy,” listing the economy, energy independence and the southern border.

“They want to destroy our local zoning, and they will destroy what makes Long Island and New York state the wonderful place to live that it is,” Fitzpatrick said. “Local control works, and we seek a cooperative relationship, a carrot approach rather than the stick approach that she is putting before us.”

Eric Alexander, director of Vision Long Island, also spoke at the press conference. He acknowledged there is a housing problem on the Island and said the town supervisors have provided hope with past projects.

“They have been behind getting affordable housing in their communities,” Alexander said, adding 20,000 units of multihousing have been approved on Long Island over the past 17 years.

According to Alexander, 10,000 more units are coming down the pike, and 50 communities have had buildings built near transit stations.

State Assemblyman Keith Brown (R-Northport), who has been a zoning attorney for more than 20 years, in an interview after the press conference said incentives and funding are needed.

He said Brookhaven’s Commercial Redevelopment Districts are excellent zoning examples of redevelopment and multifamily houses where there are incentives such as being near transportation and connecting to sewers.

“Those are the incentives that we should be talking about, not creating super zoning boards, and more bureaucracy,” Brown said.

In a statement to TBR News Media, Town of Brookhaven Councilmember Jonathan Kornreich (D-Stony Brook), who was a former president of the Three Village Civic Association, said, “We have to be wise enough to recognize that the land under which our aquifers sit can only bear so much development.”

He gave the example of a parcel of land in Port Jefferson Station on Route 112 and near the train station. The large, vegetated parcel has restrictive covenants to limit the type of development on the site.

“This place is a vital area of green space, where trees can grow, where oxygen is produced and where rainwater is filtered before it goes down to the aquifers we drink from,” he said. “The governor’s proposal would throw all that planning out the window and turn this into a potential development site for hundreds of new units.”

Former state Assemblyman Steve Englebright (D-Setauket), who was chair of the Assembly’s Environmental Conservation Committee between 2015 and 2022, attended the press conference and in a phone interview said, “This is a proposal that attempts to meet one need, but has a likely outcome, if advanced, of completely overriding environmental concerns. Our first limiting factor for sustainable communities is the environment, in particular water — drinking water.”

He added the proposal to increase the density of housing not only overrides local planning but threatens communities’ quality of life.

He added, for example, a village such as Poquott wouldn’t be able to build more housing as it’s “essentially a completely built-out community.” Or, a hamlet such as St. James wouldn’t be able to add more housing near the train station.

“If you impose from above a mandate to change the land use, you’re basically impacting the environment immediately and, for the long term, the quality of life of a community,” he said.

Englebright and current elected officials are concerned that the housing legislation would be included in the state budget similar to bail reform.

Hochul’s administration has said more information on the housing proposal will be released in the near future.

When residents of the Setauket Fire District vote on Tuesday, Dec. 13, for fire commissioner, they will find one candidate on the ballot for a five-year term.

Current fire commissioner Anthony Todaro is running unchallenged to retain his seat on the board, and he said first and foremost on his mind is recruiting and retaining more volunteers.

He joined the department in 1999 and became certified as a firefighter and EMT. Since then he has been a lieutenant, captain, assistant chief,  chief of department and has served on the board of directors. After leaving the chief’s office in 2014, he has been the department safety officer.

The 43-year-old has lived in Setauket for more than 30 years. He is married to a lifelong Setauket resident and is the father of two boys, 9 and 3.

Todaro started his career as a first responder at Stony Brook University Hospital where he was an emergency medical technician with the hospital’s EMS team. He later transferred to the university’s Environmental Health and Safety as a campus fire marshal.

For the past 13 years, he has been the senior fire marshal with the Town of Brookhaven’s Department of Public Safety, Division of Fire Prevention.

Todaro answered a few questions in an email about why he chose to run for another term.

Why did you decide to run for commissioner again?

I was elected fire commissioner five years ago and as a board we have accomplished a lot in that time frame. We have seen the opening of our new Main Street firehouse; we have upgraded our communications infrastructure and purchased new radio equipment; computers for the apparatus (MDTs); and we have purchased new fire apparatus and ambulances and currently have a new ladder truck on order. We have upgraded equipment such as battery-operated extrication equipment and self-contained breathing apparatus (air packs) and personal protective equipment for the firefighters and EMTs. As a board we have provided our responders with the best possible gear, equipment, vehicles and facilities while staying under the tax cap and keeping an eye on spending. 

I am running for reelection because I feel there is more work to be done and that I can contribute to helping the department and my community. I currently enjoy working with my fellow fire commissioners and feel that we work well together as a board. 

Is there an issue within the district that you would like to tackle?

One of the issues that we need to address as a board is recruiting and retaining more volunteers. Our community is blessed with dedicated and skilled volunteers who respond to calls at all hours of the day. These volunteers give so much of their time to serve their community while balancing their own careers and family obligations, but it is becoming more difficult. Volunteering is down nationally, and call volume continues to rise. Additional training requirements have increased over the years that add to the time volunteers have to devote to the department including new hazards faced in modern building construction, new technologies such as lithium-ion batteries and stored energy facilities and how to respond to these incidents, newer vehicle designs that require special knowledge during motor vehicle accidents and of course COVID just to name a few. 

How would you go about it?

A few years ago, we added part-time career firefighters in addition to our career EMTs and paramedics. This was not done to replace the volunteers but to shoulder some of the burden and help during the daytime when typically most members are working, and response was limited. The chief’s office is working hard to get the most out of the membership and it’s the board of fire commissioners responsibility to assist the chief’s office and provide them with the tools needed to accomplish their mission.

Setauket FD election day 

Residents of the Setauket Fire District duly registered with the Suffolk County Board of Elections as of Nov. 21 are eligible to vote in the Tuesday, Dec. 13, election. Voters can cast their ballots between 2 and 9 p.m. at the firehouse located at 394 Nicolls Road, Stony Brook.

The five-year fire commissioner term commences on Jan. 1, 2023, and ends on Dec. 31, 2027.

Stony Brook FD fire commissioner race

Like the Setauket Fire Commissioner race, Stony Brook Fire District has one candidate for one position. Current fire commissioner Brian McAllister will look to retain his seat for a five-year term beginning Jan. 1, 2023, and terminating on Dec. 31, 2027.

Voters in the Stony Brook Fire District who have registered with the Suffolk County Board of Elections on or before Nov. 21 are eligible to vote.

Voting will take place Tuesday, Dec. 13, between 2 and 9 p.m. at Station 2, located at 1410 Stony Brook Road, Stony Brook.

In New York’s 4th Assembly District race, incumbent Steve Englebright (D-Setauket) is up against Republican Party challenger Edward Flood. During an office debate with TBR News Media, the two candidates confronted various issues, from affordability to the environment, prescription drug costs and more.

Introductions

Before entering government, Englebright was a trained geologist, museum curator and educator. He served as a Suffolk County legislator and then ran for the state Assembly, where he has served since 1992. 

He is chair of the Assembly’s Committee on Environmental Conservation. He said he is running for reelection to continue his work promoting clean air and water, among other legislative issues. 

Flood is a practicing attorney based in Port Jefferson. He is also an assistant town attorney for the Town of Brookhaven, where he tries quality-of-life cases and environmental crimes. He said he is running because he has observed changes in the area’s cost of living and heightened public safety concerns, and seeks to rectify those issues.

LIRR electrification

On the subject of electrifying the Port Jefferson Branch line of the Long Island Rail Road, Englebright advanced his multiphased approach. First is cleaning up any remaining contamination of the Lawrence Aviation Superfund site, a 126-acre property at the core of the electrification plan.

The assemblyman then favors moving the terminus of the North Shore line onto the Superfund site, enabling a new rail yard to support the electrification process. 

“At this point, we have something that has transformational potential for the entire region,” he said. “We should be looking at this as what it is, which is a regional, statewide and even national model.”

Flood agreed with Englebright, referring to electrification as “the common sense thing to do.”

“It’s kind of a win-win because it will reduce contaminants going into the air … and it will also help speed up the process of getting rid of the Superfund site,” he said. “Like any other project with the MTA, the MTA drags their feet.” The challenger added, “I think we get the short end of the stick with them as Suffolk County residents, where they like to have our money but don’t like to give us a seat at the table.”

Declining student enrollment

One of the critical issues facing policymakers of this region is declining student enrollment in school districts throughout the area.

For Englebright, attracting families with students requires cutting costs where possible. He cited the Comsewogue School District, which put solar panels on top of the Terryville Road Elementary School, as an example of exploring creative ways to limit costs within the district.

“That was an experiment of sorts,” the assemblyman said. “That installation was completed in ‘96. Today it’s saving that school district $40,000 a year, just that one roof.”

Flood held that attracting and keeping families with children on Long Island is a matter of lowering the cost of living.

“I think that’s the overwhelming reason why you’re seeing a decrease in enrollment,” he said. “The only way that’s going to change is if we can make Long Island a more affordable place for the youth to stay. … We have to make Long Island more affordable so people can afford to raise families here.”

Affordable housing 

The problem of affordability is not limited to the youth, according to Englebright. He advocated expanding affordable housing options to those living beyond or entering retirement age.

“Part of the housing issue is not only providing housing for young people but also for the pioneers of suburbia who now have three or four empty bedrooms in the house,” he said. “They need housing opportunities that will, in turn, enable them to stay in the community, so we don’t lose them.”

To remedy the housing and unaffordability problem, Flood supported exploring more opportunities for mixed-use development. “We do need to find cheaper housing,” he said. “Going to a Fairfield, or something like that, where they’re just going to build these giant complexes and charge astronomical fees … doesn’t really do much for our community.”

Englebright added that the housing crisis is linked to the ability of Albany to support the creation of new jobs. “The issue of housing continues to be a barrier,” he said. “The antidote to that is developing new jobs so that people can afford to stay. Too many young people are just priced out.”

For Flood, the state government can support local communities by lowering taxes. “I do believe on a statewide level that we can reduce the tax burden by canceling contracts that are no longer effective, doing a better job with how we spend money,” he said.

Prescription drugs

Flood was given the opportunity to respond to a letter to the editor published last month criticizing his platform on prescription drugs. [See letter, “Flood’s dangerous rhetoric on prescription drugs,” The Port Times Record ePaper, Oct. 6.]

Responding to this critique, Flood said his platform acknowledges the realities of business. “The only way to reduce the cost to the citizenry is to reduce some of the costs to the manufacturer,” he said. “Obviously, you can sue — and you can still sue for massive amounts — but the insurance for what pharmaceutical companies are paying is astronomical.” 

He added, “It’s not saying that the individual, if there was an issue, wouldn’t be compensated. It would just be that it’s a common-sense measure to say that they can’t increase the cost to the pharmaceutical companies so much that they have to, in turn, turn it around on you [the consumer].”

Englebright retorted Flood’s position: “My distinguished opponent is obviously biased toward business,” the assemblyman said. “I was not surprised by the answer, but what we really need is, if we’re going to have a benefit of doubt, it should be in the direction of the consumer.”

Environment

The candidates debated some of the pressing environmental phenomena unique to the area. Englebright firmly supported the continued preservation of open spaces.

“If you preserve open space in a community plan, that allows open space to give its benefits, including environmental benefits to nearby streams from runoff,” he said. “Many of the woodlands that have not been built [upon] deserve preservation.”

Tangentially related, communities along the North Shore are experiencing the effects of eroding bluffs and cliffs. Most notably, the Village of Port Jefferson is deciding on a proper action plan concerning the village-owned country club atop the East Beach bluff.

Englebright did not favor manmade efforts to armor these bluffs. “The entire coastline is a dynamic reality,” he said. “Port Jefferson would be wise to reconsider the advice that they’ve been given by the engineers that they’ve hired. Engineers tend to think they can fix it.”

He expressed his support for the upcoming $4.2 billion state environmental bond act: “We need that money. About a third of it will be for coastline stabilization and activities that are related to climate change.”

Flood also supported the bond act, stating, “I agree with the bond act, and I agree we need something to step in.”

As for the eroding cliffs, he said he would follow the expertise of scientists. “I would rely a lot upon the advice of those people who are scientists, the people who work in this field every day and come up with a solution.”

Partisanship/polarization

In a period of intense partisanship and polarization at all levels of government, the candidates offered their favored approach to working across party lines and building common ground.

Flood said many issues confronting the state government do not lend themselves to vehement policy disagreements. He attributed the lack of bipartisanship to an inability of legislators to treat each other with respect.

“At the end of the day, people want safe streets, they want economic opportunity for their children, people want clean water and clean air, people want an ability to advance their careers,” Flood said. “Two people are able to sit across the table from each other and express their ideas. Maybe they don’t agree, but they can do it in a fashion that is respectful of each other.”

Englebright said his record indicates that he “keeps an eye on the prize,” not allowing partisanship to get in the way of progress for his constituents. He invoked his productive working relationship with former state Sen. Ken LaValle (R-Port Jefferson) as the kind of work that can occur when policymakers check their party affiliation at the door.

“The prize is getting things done for the people that sent you [to Albany],” he said. “I actually enjoy working across the aisle. When Senator LaValle was there, we did a whole variety of really important bills.”

The assemblyman added, “If somebody is also willing to pursue the objective of the overarching public benefit and set partisanship aside, I will be the first to work with them.”

Voters will decide upon their preferred state Assembly candidate for the 4th District on Tuesday, Nov. 8.
