On January 8th, 2018, six year old resident Paige Keely was tragically taken from the world when a Brain Arteriovenous Malformation (AVM) had ruptured at school. Doctors informed her family that Paige was born with this condition and that it was treatable with early detection. The Paige Elizabeth Keely Foundation, a nonprofit 501c3 organization, was founded in Paige’s honor to help prevent further loss, through early detection, AVM screenings and community awareness about this treatable disease.

In February of 2021 the Town Board, by unanimous decision, declared the week of May 24th, 2021, (in honor of her birthday; May 24th, 2011) as Paige Elizabeth Keely AVM Awareness week in the Town of Smithtown. The intent is to bring AVM awareness to the community through events and screenings which promote the early detection, identifying and treating of Brain Arteriovenous Malformations & Aneurysms.

The free screening is a simple, non-invasive, basic exam and Q & A process. Screenings take approximately 15 minutes and can help to determine if further medical detection is needed.

Brain AVM’s & Aneurysms that have not ruptured typically have little to no symptoms, until it’s too late. This is why early detection can save lives.

Suffolk County deputy presiding officer, Kara Hahn (D-Setauket), officially launched Tuesday the Park Stewardship Program, where community volunteers are selected to oversee local parks that do not have staff. 

County nature trails are in need of assistance as illegal dumping and vandalism are often discovered on the paths where local residents take their daily walks. 

“The responsibilities of the stewards would be to pick up trash and to notify the parks department if there is vandalism or dumping,” Hahn said. “We’ve had very high profile dumping issues, so it’s good to have eyes and ears on the ground.”

The stewards are also encouraged to help with signage to assist local residents with navigating through the trails. 

Hahn said it is important to create more signage to help residents such as mothers with children to ensure they know how far the trail is to reach a particular scenic spot.

County Legislator Rob Trotta (R-Fort Salonga) expressed his gratitude for Hahn’s program, as his involvement in preserving Long Island parks dates back to 2006 when he won support for the transfer of the 365-acre former Kings Park State Hospital property to New York State parks department.

“This is very near and dear to my heart, I walk through here regularly,” he said. “This is the kind of thing that starts off small but may develop into a group where we can raise money so we can make improvements to the park.”

The falling of trees throughout Long Island trails since Hurricane Sandy in 2012 has been continuing many years later. The president of Long Island Greenbelt Trail Conference, David Reisfield, has taken it upon the Greenbelt organization to remove hazardous trees on trails that caused concern for residents. “This, to me, is the best thing,” he said. “We go out every Tuesday and cover three to four miles of trail, but the more volunteers the better. I could not be happier.” 

According to Hahn, stewards are not expected to cut down trees but are welcomed to use clippers for branches that may cause blockages on the trails. 

“It’s important that people get to go out and experience this, and sometimes a candy wrapper or a water bottle can mar that experience,” she said. “So, having stewards that are there to help pick those up is a good thing.”

The Town of Smithtown Horizons Counseling and Education Center and Smithtown Youth Bureau, in conjunction with the 4th Precinct of the Suffolk County Police Department, launched the 5th Annual Pizza Box Top and Sticker Shock campaign on Friday, April 30th. This youth-led initiative works to educate and change adult attitudes regarding providing or selling alcohol to minors. Eight youth volunteers devoted their Friday afternoon to adhering a total of 1950 prevention stickers to carry-out bags at participating pizzerias and local Wine & Spirits shops.

“This is the fifth year we are holding this event. It is a great way to discuss the importance of preventing underage drinking to our community members. We hope the underage drinking prevention stickers help to open a dialogue in families that may not have happened without it. The young people, liquor stores and the pizzerias involved are wonderful to work with and very committed to our Township. Working in partnership with the Town’s Youth Bureau gives opportunity for some of their registered student volunteers to play an active, empowering role in educating peers and neighbors, and improving the health of their community.” – Kelly DeVito- Youth Services Coordinator, Horizons Counseling and Education Center

Four youth volunteers participated in the Pizza Box Top event, adhering 1,450 prevention messaging stickers on carry out bags at local Pizzerias;  Mema’s in Commack, Branchinellis in Hauppauge, Mama’s Brick Oven in Hauppauge, and Buona Sera in Smithtown. Four youth volunteers participated in this year’s Sticker Shock campaign, adhering 500 prevention stickers on carry out bags from Figari’s Liquor and Wine store and YM Liquor and Wine Store. A total of 1,950 carry-out bag were branded with prevention stickers which read; Your Decisions Matter- Preventing underage drinking is everyone’s responsibility,

Suffolk County Police Department 4th precinct Cope officers, LaVeglia and Dono gave a presentation to the volunteers about the social host law, underage drinking and the dangers of marijuana prior to the awareness activity. The New York social host law can impose liability on a social host who provides alcohol to an adult (21 years of age or older) should that person become intoxicated and cause injury to another person as a result of that intoxication.

A new law will now keep bicyclists safe on the roadways with its 3-foot rule.

On Tuesday, April 27, Suffolk County Executive Steve Bellone (D) joined Deputy Presiding Officer Kara Hahn (D-Setauket) and members of the biking community at Stony Brook’s Stony Brookside Bed & Bike Inn to sign it in officially. 

Bellone said the legislation will help ensure the safety of bicyclists while out on the roadways requiring drivers to pass on the left and provide the riders with at least 3 feet of space. Violations of this law are punishable by a fine of $225 for the first offense, $325 for the second offense and $425 for any subsequent offenses. 

It is the first of its kind in New York state.

“For us in Suffolk County, where we love the outdoors, many of the reasons why people choose to live here is because of our incredible natural resources: our parks, our open space and the beauty that we have here,” he said. “Bicycles are such a big part of that. We are committed to, and we have to be committed to, making sure that cycling can be done safely, and people are protected as much as possible.”

He added that because of the COVID-19 pandemic, bike sales have “skyrocketed.” People want to be outside more. 

“We’ve obviously been working on these issues for some time,” he said. “But the pandemic has only made it even clearer how important this is to people’s lives — and quite frankly, to all of us, even if you never get on a bike.”

Hahn added that Stony Brookside Bed & Bike Inn attracts bicyclists from around the world who come and enjoy the area’s paths, roads and trails.

“Our roads are going to be safer now,” she said. “But there is tremendous synergy between our environment and our economy, between what we have here to enjoy where we live. And who we attract to come here as visitors, who we attract to come here as businesses, and people — especially after the pandemic — are looking for places to live, places to visit where they can recreation safely.”

Bellone noted, though, that Long Island roads can often be dangerous, and he is committed to keeping the streets safe.

“We know that bicycling on certain roads in the county can be dangerous, but we’ve been working on that issue,” he said. “We’ve taken a number of significant steps to educate drivers and improve infrastructure to create a safer environment for bicycles on the road. So, today, our efforts go one step further.”

Attorney and board member of the New York Bicycling Coalition Daniel Flanzig said that currently only 33 states have this law.

“[NY] Vehicle & Traffic Law 1122-A currently exists, but only requires a motorist to pass a cyclist at a safe distance,” he said. “What a safe distance is to me is different to you.”

Flanzig said that the new law of a 3-foot distance is a tangible, recognizable number.

“I think 3-foot distance actually makes it easier to enforce,” Hahn said. “Now there’s a set difference. Previously, the law said drivers must pass cyclists at a safe distance and that wasn’t defined.”

The Town of Smithtown Department of Environment and Waterways collected 39 tons of waste at the hazardous household waste event this weekend.  On Saturday, April 24th, approximately 860 Smithtown households participated in safely disposing 78,000 pounds of toxic items, which are prohibited in regular curbside waste pickups. This was a record number of residents for a single collection event since the hazardous waste event program began in 2009.  Residents were asked to wear face masks and not to leave their cars, to protect everyone’s wellbeing amid the coronavirus pandemic.

“I want to personally commend and Rich Kitt, the Department of Environment and Waterways, along with Neal Sheehan, his foreman Tom Passariello, the amazing team at MSF, Fire Marshall Nick Kefalos, and the Department of Public Safety, all who devoted their Saturday to tirelessly serving the community and our precious environment. We’ve added additional collection events to the calendar year and still, we are seeing growing community participation. Setting a record such as this one is proof positive that the residents of Smithtown are increasingly more committed to preserving our home and our ecosystem for future generations to come,” said Supervisor Ed Wehrheim.

Smithtown Municipal Services Facility employees worked in conjunction with the Department of Environment and Waterways Environmental Director David Barnes and Solid Waste Coordinator Mike Engelmann to safely secure over forty three (55) gallon drums, twenty seven (1) cubic yard boxes and two full 30 cubic yard roll-off containers loaded up with paints/solvents, etc. The exact weight collected was 39.00 tons (scale house net) in hazardous materials. Materials were collected and manifested for disposal by Radiac Research Corp. In addition to residents dropping off hazardous household waste, many circled their vehicles around to pick up bags of free mulch on the way out.

A portion of the waste collected for manifested disposal include: waste oil based paints/flammable paints, gasoline, paint thinners, waste gases, petroleum distillates, flammable solids, oxidizers liquids and solids, sodium/potassium nitrates, acids, corrosives, pesticides, herbicides, fertilizers, misc. toxic liquids (i.e. Chlordane, etc.) and solids, lacquers, lithium batteries, battery acids and various other toxic compounds. The New York State DEC is expected to reimburse the Town for 50% of the contractor expense for this event.

The next Household Hazardous Waste events are scheduled for Saturday, July 10, 2021 and Saturday, October 2, 2021. These events are for Smithtown Township residents only. Proof of residency will be strictly enforced.

Residents can also dispose of Electronic waste, free of charge, at the Town Recycling Center (also located at 85 Old Northport Road). Electronic Waste such as computers, printers, TV’s, monitors, automotive and household batteries can be dropped off during regular hours for proper recycling.

Sweetbriar Nature Center in Smithtown hosted a Paint Night with an Owl event on Friday, April 23. Participants gathered in the Center’s barn to paint the star of the night, Pumpkin the screech owl. The Smithtown office of Daniel Gale Sotheby’s International Realty has partnered with the Smithtown Historical Society to assist with and donate to various community and children’s programs.  

The team kicked off the program in February with the first of an ongoing monthly donation of a cooler full of food that children can feed to the rescued farm animals in residence at the Smithtown Historical Society Farm. They also adopted a pony and a sheep, providing for their veterinary and other needs. 

In March Daniel Gale Sotheby’s International Realty sponsored “Irish Luck on the Farm,” a celebration Irish heritage with a petting zoo, Irish Step Dancing, limericks and general family fun. April found the Daniel Gale Sotheby’s International Realty team sponsoring the ever popular Easter Egg hunt at the farm, providing sunglasses, lemonade, iced tea and colored chalk for the families to enjoy.

Advocates, lawmakers, developers and tenants gathered at ELIJA Farm in South Huntington on Monday morning to announce new inclusive housing opportunities for people with intellectual and developmental disabilities.

Suffolk County Executive Steve Bellone (D) reported that an additional $10 million in funding will go to the development of 10 new housing units in Riverhead through the county’s inclusive housing pilot program.

“We’ve now funded more inclusive housing units in Suffolk County than we have seen in the state,” Bellone said. 

He first announced a pilot program in 2019 to fund projects designed to meet the regional need to develop new housing opportunities. After a successful trial run that saw a necessary demand, the program will now be permanent. A sum of $2.5 million dollars will be allocated every year for the next four years to fund inclusive housing projects for people with intellectual and developmental disabilities. 

The announcement came during Autism Acceptance Month, which Debora Thivierge, executive director and founder of The ELIJA Foundation, called “Autism Action Month.” It also falls under Fair Housing Month, celebrated every April. 

Thivierge founded ELIJA Farm as a nonprofit project in 2016. The farm’s Community Supported Agriculture program offers methodical opportunities for diverse populations and integrates members into the life and community of the farm. 

“For us its original purpose was to empower Long Island’s journey through autism and today couldn’t be a more significant day to kind of mark that mission,” Thivierge said at a press conference in Huntington last week. 

According to the New York Housing Resource Center, there are more than 25,000 adults in Suffolk County with intellectual or developmental disabilities and 63% of them live with family caregivers. Of those caregivers, 25% are over the age of 60.

Ten units in Riverhead were completed earlier this year and are now fully occupied by individuals eligible to receive services through the New York State Office for People with Developmental Disabilities. 

Gateway Plaza, developed by G2D Group, was bought as a 64-unit apartment building in Huntington Station. Part of those units will be devoted to people on the autism spectrum. 

It is the only apartment building in Huntington with a doorman and its ground floor has about 14,000 feet of commercial space.

“We’re doing everything we can so that all the individuals in our community and across our country have the opportunity to live their best lives, to reach their full potential and that they have equal opportunity to do so,” Bellone said.

Developers believe that the quality of life will be much better for these individuals if they live in an accessible and walkable area of town. With opportunities even on the first floor, residents will be exposed to integration efforts as opposed to living in a remote place and being isolated from their community. 

Jason Harris, 22-year-old son of Thivierge and self-advocate moved to one of the Huntington units in February. 

“It’s been the greatest experience I’ve had so far, and it feels like I have my independence,” he said. “But I’m not feeling alone.”

The ground floor will have a cafe and office space where residents will have an opportunity to work and be integrated in the community as well as the commercial side of Gateway Plaza. 

“This is a game changer for people with autism, and intellectual and developmental disabilities,” said Patricia Calandra, master housing navigator at the New York Housing Resource Center. “We are so grateful to be able to start this bigger, better model of acceptance and inclusion for our loved ones in the local community.”

Calandra is the mother of Joey and Jenna, who are both on the autism spectrum, and have lived independently in a community apartment complex in Coram for the last four years. 

She mentioned all the ways her adult children have gained independence and a sense of community from living alone, despite their disabilities. They’ve built relationships with neighbors, taken on work opportunities in the community, and gained the confidence to get out of their comfort zone and venture out on their own, she said. 

“Autism Awareness Month is now Autism Acceptance Month,” Thivierge added. “And ELIJA really feels that it’s ‘Autism Action Month’ because we have to start doing things that are really going to make change.”

Suffolk County Executive Steve Bellone (D) announced at a press conference on April 22 at Lake Ronkonkoma a $100 million in funding to eliminate outdated cesspools and septic systems identified by scientists as the primary source of excess nutrients that have fouled local bays, contributing to harmful algae blooms, beach closures and fish kills.

The funding from a combination of federal, state and county sources, will be used to complete long-awaited sewer projects along south shore river corridors, and to boost funding for the landmark county program that provides grants to homeowners who choose to upgrade to new nitrogen reducing septic systems.

“With the help and support of our colleagues in state government, the business and environmental communities, and our friends in the building trades and organized labor, Suffolk County has made more progress over the past five years than had been made in the prior four decades in efforts to address the lack of wastewater infrastructure that has harmed water quality and been a drag on our economy,” Bellone said. “This new investment will allow us to take significant next steps in implementing a long term plan to improve water quality.”

Under the funding plan, a total of $30 million in funding would be invested in the County’s grant program for homeowners, including $10 million recently awarded by the State Septic System Replacement Fund, and $20 million from the County’s Drinking Water Protection Program.

An additional $70 million would be invested to complete two long awaited sewer projects along south shore river corridors that comprise the Suffolk County Coastal Resiliency Initiative, which will eliminate nearly 6,000 cesspools and septic systems by connecting parcels to sewers.

The new funding includes $24 million from a county reserve fund to connect homes in Sewer District #3 Southwest to the existing sewer system, and $46 million from the county’s allocation under the $1.9 trillion American Recovery Plan to address the increased cost of projects to connect parcels along the Carlls River (Babylon) and Forge River (Brookhaven). 

The sewer projects are being funded primarily with Post-Sandy resiliency funding, but constructions bids received during the COVID pandemic were significantly higher than pre-bid construction estimates.

Bellone thanked Senate Majority Leader Chuck Schumer (D) for making sure that the American Rescue Plan funding can be used for sewer infrastructure. “We are hopeful that there will be a separate federal infrastructure bill, but the timetable for Congress to act is not clear yet, and these historic sewer projects are ready to begin now,”  he added.. “Thanks to the leadership of Senator Schumer, the County has the ability to use a portion of its ARP funds to address the cost increases driven in large part by the uncertainties of the COVID pandemic.”

Suffolk County’s Septic Improvement Program, the first of its kind, was established in 2017 and provides grants of up to $30,000 in State and County funding to homeowners who choose to replace their existing non-performing cesspool or septic system with a new Innovative/Alternative Onsite Wastewater Treatment System.

The program was recognized earlier this month by New York State as the winner of an Environmental Excellence Award, and has twice been awarded 70% of a $15 million statewide allocation of funding from the New York State Septic System Replacement Program.

To date, more than 2,300 homeowners have applied for grants under the program. County funding for the program was originally established at $2 million per year, but increasing interest on the part of the public prompted the County Legislature to approve $3.7 million in additional water quality funding last July because the pace of applications exceeded the amount of funding available.

 “The high level of interest in the program, even during the COVID 19 pandemic, shows just how strongly the people of Suffolk County feel about the need to improve water quality,” Bellone said. “This additional funding will help make sure that the amount of grant funding keeps pace with the number of applications we are receiving.”

Senate Majority Leader Chuck Schumer added, “I worked hard to deliver over $10.8 billion in aid directly to New York’s counties, towns, and villages as part of the American Rescue Plan, in addition to the $300 million I secured for this project after Sandy. I’m glad to see County Executive Bellone use a portion of this aid to help fill the funding gap and advance these long-awaited sewer infrastructure improvements. These projects are vital to the health and well-being of Suffolk residents, and are essential to improving the quality of life in the county for years to come.”

John Cameron, Chairman of the Long Island Regional Planning Council said that water is the life blood of Long Island.

“County Executive Bellone’s initiatives protect our sole source aquifer-the drinking water supply for more than 2.8 million Long Islanders,” he said. “These investments will also help reverse the negative impacts that nitrogen pollution has had on coastal wetlands, coastal resiliency and the overall quality of life in Suffolk County and all of Long Island. They will additionally create numerous economic development opportunities by strengthening our downtowns, increasing tourism and recreation.”

Adrienne Esposito, Executive Director, Citizens Campaign for the Environment added that the announcement brings Long Islanders closer than ever to restoring clean water in Suffolk County.

“Year after year, we witness water quality impairments and harmful algal blooms from nitrogen pollution plaguing nearly every bay, lake, river and estuary in our county. However, we are now seeing growing success of the county’s program to combat nitrogen pollution from sewage and replace these antiquated septic systems,” she said. “This infusing of critical funding will ensure we are well on our way to once again seeing healthy waterways and productive ecosystems throughout Suffolk County.  We applaud our county and state leaders for working to add funding for this crucial clean water program and we cannot think of a better Earth Day present!”

With vaccination eligibility opening up, and supply increasing week by week, it has become easier to get a vaccine appointment. Still, some of the most vulnerable New Yorkers — the homebound residents — have been struggling to gain access to vaccines.

Port Jefferson EMS, which serves Port Jefferson, Belle Terre and Mount Sinai, announced April 8 it would offer homebound residents the opportunity to book at-home appointments in the coming weeks. 

However, PJEMS had to cancel all of the appointments when supplies were not received. The department’s deputy chief, Michael Presta, said PJEMS was approved by the New York State Department of Health a little over a month ago to be a vaccine distribution center, meaning they could set up pods and give vaccinations on-site. 

They were also approved to distribute in-home vaccines through the state Community Paramedicine Vaccination Program. But despite requesting doses once a week, they have yet to receive any doses. 

As they already set up the equipment, vehicles and staffing necessary for the at-home program, Presta said PJEMS reached out to the county to see if it could help. He said he was initially told the county was willing to allocate doses but has since been informed the department will need to get their doses from the state. 

In an email to Presta obtained by TBR dated April 12, Dr. Jason Winslow, director of EMS and Public Health Emergency Preparedness of Suffolk County, wrote that the county was not permitted to redistribute the doses it received from New York State.  

“The office of Suffolk County EMS has no involvement in the vaccination events other than to provide any EMS support the county requires,” the email read. Winslow suggested EMS providers join the county Medical Reserve Corps, and volunteer to give the vaccine at Suffolk vaccination pods.

The Town of Huntington was coordinating with several partners, such as the Visiting Nurse Service, to offer vaccines to residents, according to Lauren Lembo, the town’s public information officer. 

When New York State ceased using the one-shot Johnson & Johnson vaccine, the 24 appointments the town had scheduled were canceled. The town was also in talks with the Health Equity Task Force of Suffolk County to coordinate with Northwell Health to have homebound appointments, which also did not come to fruition due to the Johnson & Johnson temporary pause. 

County spokeswoman, Marykate Guilfoyle, said the county vaccinated 198 homebound people before the Johnson & Johnson vaccine was put on hold. The county is waiting to see if this vaccine will be resumed before making a determination as to the next steps of the program. Appointments were made by residents who called the 311 hotline number, Guilfoyle said.

The Town of Smithtown has had similar struggles. They are looking into collaborating with St. Catherine of Siena Hospital to vaccinate the homebound, though they would likely only be able to vaccinate 10-to-20 people per week, and would only offer the program monthly due to the logistical challenges it poses. 

Smithtown public information officer, Nicole Garguilo, said that refrigeration requirements for certain vaccines, as well as the 15-minute time constraints for having to observe residents after they are vaccinated, make the feasibility of the program challenging. 

According to the Centers for Disease Control & Prevention, vaccines should not be unrefrigerated for more than eight hours. 

In Nassau County, a vaccination program was launched in order to provide vaccinations to homebound seniors. That, too, was put on hold after the temporary pause of the Johnson & Johnson vaccine. 

In New York City, a program was launched at the beginning of March using the Johnson & Johnson vaccine, and was suspended. The city is now continuing with the Moderna vaccine.
