Brookhaven Town Councilwoman Valerie M. Cartright (D-Port Jefferson Station) is calling on the North Shore community to take her up on an upcoming tax grievance workshop to combat potential disasters at the height of tax season.

The upcoming workshop, led by Brookhaven Tax Assessor James Ryan, will teach residents how to grieve their taxes and survive tax season just in time for the big day on April 15.

The workshop is scheduled for Wednesday, April 15, at 6:30 p.m. at the Comsewogue School District Office, at 290 Norwood Ave. in Port Jefferson Station.

The event is open to all residents.

Town recycling program expands North Shore reach, teaming up with Huntington village to save money

Smithtown linked up with yet another North Shore community this week as it expands its role in the single-stream recycling program on Long Island.

The town board voted Tuesday to allow an intermunicipal agreement with the incorporated Village of Lloyd Harbor for participation in its single-stream program, making Smithtown’s recycling team that much larger. The town has already teamed up with the neighboring Brookhaven Town and the Huntington village of Asharoken over the last several months.

Town officials said Lloyd Harbor Mayor Jean M. Thatcher approached Smithtown with hopes of getting its hands on the single-stream wealth. The village currently collects about 365 tons of recycling each year.

Smithtown Supervisor Patrick Vecchio (R) inked a deal with Brookhaven Town Supervisor Ed Romaine (R) earlier this year, buddying up to reduce waste by recycling more efficiently via Brookhaven’s new state-of-the-art facility, operated by Green Stream Recycling in Yaphank.

Under the single-stream system, residents can put all recyclables at the curb together, rather than sorting paper from bottles and cans. The result is more residents recycling more materials.

Russell Barnett, Smithtown’s environmental director, said Lloyd Harbor’s recycling will be added to Smithtown’s recyclables for shipment to the Brookhaven plant. Lloyd Harbor would not pay a tip fee, nor receive any revenue for the deal, Barnett said.

“Village residents would enjoy the convenience of single-stream recycling, mileage for the village truck would be reduced and the environment would benefit from increased recycling and reduced vehicle emissions,” he said in a statement. “Smithtown would retain the $15 per ton paid by Brookhaven for recyclables delivered to the Green Stream Recycling plant to cover handling and transportation costs.”

Barnett said the town has seen a dramatic increase in recycling since penning the Brookhaven deal. And the Lloyd Harbor agreement was not a new discussion either, as Barnett said Smithtown has already finalized similar agreements with the local villages of Asharoken, Nissequogue, Head of Harbor and The Branch.

“We’ve gotten a number of calls from residents expressing support for the new program as being more convenient to them,” Barnett said in an earlier interview. “It saves Smithtown money in many ways.”

Barnett said Smithtown’s expenses have gone down nearly $600,000 annually because of single-stream’s benefits. Since joining Brookhaven, Smithtown has been shipping its recyclable waste to the Yaphank facility instead of handling the materials within the town, costing more in labor expenses.

The single-stream recycling system, which has been nicknamed the Green Stream Machine, can process 48 tons of material per hour.

In June 2014, Brookhaven Town officials announced the town’s recycling rates had increased by nearly 25 percent since the program’s launch in January 2014, therefore saving taxpayers more than $287,000 to date.

A proposal to rezone part of Route 347 near the Smith Haven Mall has the town Planning Department mulling over its roster of retail.

In November, the town board considered at public hearings proposals to construct a 30,500-square-foot building on Route 347 near Alexander Avenue in Nesconset along with another 3,100-square-foot building on Middle Country Road, making way for a potential shopping center to house restaurants and small office space, attorney David N. Altman said. But Smithtown’s Assistant Planning Director Dave Flynn approached the town board at a work session Tuesday morning to ask members to consider the application’s potential impacts, given an already robust level of business zoning in town.

Flynn said he and the Planning Department staff delved into the potential shopping center when its applicant, Sun Enterprises, Inc., asked for a rezoning for the area from residential, single-family to neighborhood business. The department then drafted a memo to the town board recommending the property be developed into garden apartments instead of retail because of what Flynn cited as a possible overabundance of business zoning in the town.

“I felt it was my obligation to speak with you,” Flynn said to Smithtown Supervisor Pat Vecchio (R), Councilman Tom McCarthy (R) and Councilman Ed Wehrheim (R) at the work session. “If the town board felt this should be explored, I would contact the property owner. It’s hard to measure the damage it would do.”

Vecchio, McCarthy and Wehrheim heard Flynn’s considerations for the future zoning of the area, but leaned more on the side of following through with what the board and the applicants had already started.

“The applicant did his due diligence, and I think we should do ours,” McCarthy said.

Wehrheim also said he had similar sentiments.

“The applicant went through a lot to get to this point,” he said. “And now we are going to change our minds?”

The town board heard public hearings at its Nov. 20 meeting to consider the shopping center, which Altman said would create anywhere from 20 to 50 construction jobs and 20 to 50 permanent full-time jobs. The applicant was asking for the rezoning of three separate lots into one business lot, which Altman said could increase the overall real property taxes generated for the site from $25,000 a year to anywhere from $180,000 to $225,000.

Frank Filiciotto, a hired civil engineer and traffic planner, also spoke to the board at the November meeting and said the potential development would draw from existing traffic in the area and wouldn’t significantly impact the number of cars traveling along Route 347.

“It’s important to note that all three driveways will be right in, right out driveways,” he said. “There’s no conflicting left turning maneuvers in and out of these sites. So what it does is, it draws from the traffic that’s already on the streets.”

What began as a family conversation is now an annual event that car enthusiasts across Long Island look forward to.

It was 10 years ago when John Forlenza and his wife Cindy had two children attending St. Patrick School. Their daughter Jessica was in second grade and their son John in preschool. As parents of Catholic school children, John and Cindy Forlenza said they knew well the need for fundraising. They struggled to come up with new fundraising ideas for the school, but it was their children who came up with an idea that was near and dear to their father’s heart — a car show.

John Forlenza said he was always an avid car enthusiast. His interest in cars began when he was younger when he attended car shows with his father and spent many nights as a teenager in the garage with a kerosene heater working on his car. He is also currently the proud owner of a 1957 Chevy Bel Air two-door sedan.

So with the school administration’s approval and the backing of St. Patrick’s pastor, Msgr. Ellsworth R. Walden, John Forlenza proceeded with the car show idea, starting the St. Patrick School Car Show from scratch.

Now, 10 years later, the St. Patrick School Car Show is a favorite among Long Island car enthusiasts.
This year’s Car Show is set for Sunday, April 26, with a rain date scheduled for May 3, from 9 a.m. to 4 p.m. on the grounds of St. Patrick Church. It will include a huge variety of cars, trucks and motorcycles as well as a large section of movie replica cars and monster trucks.

Admission is $5 for adults, children free. Show car admission is $15 and motorcycles $5.

This year’s show will also feature the actual U.S. National Broadway Chitty Chitty Bang Bang touring car from the stage production of the “Chitty Chitty Bang Bang” musical, the 9-11 Veterans Car, the Mach 5 Speed Racer, the Christine 1958 Plymouth Fury with the original screen used engine, interior and body parts, and the Suffolk Sheriff’s Department.

In keeping with its tradition of being a day of fun for the whole family, the show will also offer a rock climbing wall and a video game truck from Jump Around Entertainment for children and young people. A variety of vendors offer shopping opportunities for the shoppers in the family.

DJ Night Train will provide music, “blowing the dust of your most fondest memories,” the entertainer promised.

Raffles, giveaways and food will be available and, as the show takes place on the grounds of a church, a special blessing will be offered for all vehicles present.

Smithtown Highway Superintendent Glenn Jorgensen pleaded not guilty Wednesday to felony charges accusing him of tampering with public records for a town paving project, Suffolk County District Attorney Thomas Spota said.

Jorgensen, 63, of St. James, was directed to appear in First District Court in Central Islip for his arraignment, where he faced several charges, including tampering with public records, falsifying business records, filing false records, official misconduct and grand larceny, relating to incidents dating back to Nov. 18, 2014.

The district attorney alleged that Jorgensen directed a highway foreman to alter road construction reports to conceal that he had approved a contractor, Suffolk Asphalt Corporation of Selden, to pave at least eight Smithtown streets in freezing temperatures in November. The altered records misrepresented the weather conditions during the repaving work, Spota said.

Jorgensen’s misdemeanor grand larceny charge also accused him of stealing a public work order for the improper repaving and taking the official document home. District attorney detectives found the records in Jorgensen’s Hope Place residence, under his bed, Spota said.

“State department of transportation construction standards dictate asphalt must not be applied to a road surface in freezing temperatures and, in fact, the town’s own engineer has said repaving in freezing weather would result in the asphalt falling apart,” Spota said. “The repaving of a residential street doesn’t happen that often and when it does, residents are paying for a job done correctly, not a faulty repaving that will soon need pothole repair work.”

Both Jorgensen and Anthony M. La Pinta, a Hauppauge-based attorney representing him, did not return calls seeking comment.

Jorgensen has authority over 142 employees with a $30 million annual operating budget to pay for snow removal and the paving, drainage and maintenance of roughly 450 miles of roads and curbs in the town. He was first elected in 2010 to serve as superintendent, but has worked in the department for 37 years in various capacities, including as a foreman. He left retirement in 2009 when he was elected superintendent and was re-elected in 2013.

Smithtown Supervisor Patrick Vecchio declined to comment on the district attorney’s charges against the highway superintendent.

In a special election held just nine months before the term is over, Leslie Kennedy (R) was elected Tuesday to succeed her husband, Suffolk County Comptroller John M. Kennedy  Jr. (R), in the county Legislature’s 12th District.

Leslie Kennedy, a 58-year-old resident of Nesconset, bested Democrat Deborah Monaco of Smithtown in Tuesday’s special election with 993 total votes from Republicans, Conservatives and Independents versus Monaco’s 149 from strictly Democrats, according to the county Board of Election’s unofficial vote totals.

She previously served as an administrative aide under her husband when he held a seat in the Legislature.

The current comptroller was elected to his seat in November, leaving the Legislature spot vacant at the beginning of this year.

Both Brookhaven Town Supervisor Ed Romaine (R) and the entire Suffolk County Republican Committee had pegged Leslie Kennedy as their choice to succeed her husband, calling her a hard-working and popular figure in her community.

“The Democrats tried to make Leslie Kennedy an issue in the [November] county comptroller race, where John Kennedy scored a substantial victory on one line, the Republican line,” Suffolk GOP Chair John Jay LaValle said. “The move backfired terribly and cemented Leslie Kennedy’s reputation as a constituent favorite. Her record of service is unassailable and she will continue a powerful legacy of protecting our tax dollars and serving the people of the 12th District.”

Monaco, 55, had not been actively campaigning for the seat, according to Suffolk County Democratic Chairman Richard Schaffer, who said her name was on the ballot in order to provide voters with options come March 31.

She previously served as secretary of the Suffolk Democratic Committee as well as the county’s Board of Elections.

Kennedy Jr. beat Democrat Jim Gaughran, chairman of the Suffolk County Water Authority, with 53 percent of the vote to 47 percent. After his election, a jubilant Kennedy vowed to “open up the books,” in Suffolk County, while Gaughran said he had “no regrets about this race.”

The 12th Legislative District is a largely Republican-dominated region of the North Shore and includes Smithtown, Nesconset, Hauppauge, the Village of the Branch, Lake Grove and parts of Commack, Islandia and Ronkonkoma.

Their calls for change helped spark the formation of an expert-led animal shelter advisory board, but Smithtown residents still said they felt excluded from the process.

Several residents have flanked each town board meeting over the last several months with aggressive calls for change at the Smithtown Animal Shelter. In response, Town Councilwoman Lynne Nowick (R) announced a new advisory board back in February, soon after taking on the shelter liaison role from Councilman Bob Creighton (R), which included the shelter’s 30-year Director George Beatty, animal welfare experts Lucille DeFina and Diane Madden, and animal welfare attorney Elizabeth Stein. But residents still confronted Nowick at last Thursday’s town board meeting demanding answers as to why there was no Smithtown-based spokesperson involved.

Angela Cano, a Smithtown resident, was only one of several residents to call on Nowick to give Smithtown natives a seat at the advisory table to help shape the shelter’s future. She thanked Nowick for assembling the board, but spoke as a member of a Smithtown mothers’ Facebook group in saying she and her neighbors felt shut out of the process.

“They feel very strongly that while we are thankful for the women on the advisory board, we feel at least one resident should be more involved in what is going on in the shelter,” she said. “There are thousands of people backing that up.”

Nowick defended the advisory board and said they were already making great strides toward addressing accusations and concerns over animal neglect and institutional failure under Beatty’s watch.

“There is a Smithtown resident on the board,” Nowick said, causing a brief moment of confusion throughout the room. “I am a lifetime resident of Smithtown. I believe I have an advisory board that is working.”

Nowick said the board was looking to meet every two weeks until tangible changes are enacted, and each step of the decision-making process would be done publicly.

Liz Downey, a volunteer Humane Society district leader in the state’s 1st Congressional District, defended the advisory group as proof that Smithtown and its elected leaders were serious about shelter reform. She asked the residents of the community to embrace the board and stand behind Nowick rather than challenge her.

“The Smithtown Animal Shelter has already taken the unprecedented step of appointing an advisory council comprised of known animal advocates,” she said. “This is a step that other shelters do not take, proving that the Smithtown Animal Shelter is serious about making changes. Now is the time for advocates who brought the issue to light to roll up their sleeves and work with the council as it reviews, recommends and institutes a plan that better serves the animal[s] moving forward.”

Town Councilman Tom McCarthy (R) also stood behind his colleague and said the town was doing whatever it needed to do to make sure the shelter stepped up its game to the satisfaction of its own animal advocates.
“Everyone on this board is committed to make it a state-of-the-art, best animal shelter on Long Island,” he said.

Currently, Nowick said the town’s Parks Department was working with the town board and Supervisor Patrick Vecchio (R) to help shelter volunteers keep the space clean. She also said any residents who felt they were being disenfranchised from the process could give her office a call at any time to brainstorm potential ideas, or check in on the progress of her advisory board.

“When the board was formed, I didn’t say, ‘Where do you live?’” Nowick said. “I said, ‘What is your background?’ I have faith in the board. They’re doing the job.”

Town takes lead on latest Suffolk County initiative saving money by reducing fossil fuel consumption

Smithtown has flipped the switch on energy savings.

The town board voted unanimously last Thursday to make Smithtown the first town in Suffolk County to adopt a new county-developed alternative energy geothermal code for residential and commercial properties, paving the way for more energy-efficient construction practices. The motion was brought before a public hearing at last week’s town board meeting and met with praise from those close to the model code.

“There is an energy crisis on Long Island. We have some of the highest electric rates in the entire nation,” said Smithtown resident Mike Kaufman of the Suffolk County Planning Commission, who helped draft the model code. “Fossil fuel energy has high costs and we have severe environmental costs when fossil fuels are used. Town of Smithtown residents need to think globally and act locally by going green as much as possible.”

Smithtown Building Director William White said the code was drafted with help from several state and local agencies with hopes of capitalizing on geothermal technology, which draws energy from the earth to provide heating, cooling and hot water for homes. The benefits, he said, include a reduction in the use of fossil fuels, the lowering of heat consumption and costs, and nearly quadrupling the efficiency of fossil fuel systems.

“The installation of geothermal systems has been increasing statewide,” he said. “And best of all, there are no changes in building permit fees necessary.”

Suffolk County Executive Steve Bellone (D) stood beside the Planning Commission as well as PSEG Long Island and the Long Island Geothermal Energy Organization back in November to unveil the new energy code and urged for all towns to consider its adoption. When the code was made public PSEG also announced it would provide implementation assistance of $10,000 to each township and $5,000 to the first 10 villages with a population greater than 5,000 residents across Long Island that adopted the code by March 31.

Smithtown was also one of the first of 10 towns to sign onto another model code crafted at the county Planning Commission for solar energy, which helps municipalities evaluate proposed solar energy systems for residential and commercial properties. Since its adoption, an estimated 6,000 solar installations have been finished throughout Long Island.

Kaufman praised the board for taking the lead as the first Suffolk town to sign onto the code after it was introduced back in November, with his help. Under the new code, he said the town will reduce greenhouse gases and use less electricity while expanding clean technology and making sure it is installed correctly.

“We wrote a model code, and a number of towns have begun the efforts to adopt them. But Smithtown is the first to actually get up to the plate and adopt it,” he said. “This town is one of the leaders in Suffolk with going green efforts and it is a pleasure to see my hometown leading the way and stepping up.”

The Suffolk County Legislature stood united Tuesday as it approved a new bill that will change the way police and advocacy agencies approach domestic violence by taking a new look at different risk factors.

The bill, which County Executive Steve Bellone (D) said he will sign into law, emphasizes a three-pronged approach: directing county police to assign grades of recidivism risk to offenders, providing domestic violence victims with self-assessment opportunities, and linking them up with advocates to deliver more resources. County Legislator Kara Hahn (D-Setauket), who introduced the bill, plugged the measure alongside Bellone, Presiding Officer DuWayne Gregory (D-Amityville) and other Suffolk leaders just hours before the Legislature voted Tuesday evening, with 16 legislators in favor and one absent at the time of the vote.

“One out of four women in the United States will experience some type of domestic violence during her lifetime, and every year more than 1,500 of these women will be killed by their abusers,” Hahn said. “Key to addressing this issue is to realize that over half of domestic violence victims who are murdered, or are the victim of an attempted murder … did not accurately perceive his or her risk.”

According to the state Division of Criminal Justice Services, 38 domestic violence-related homicides have been reported in Suffolk County between 2009 and 2013.

The legislation plays off of a Portland, Ore., police initiative that assesses risk for intimate partner violence — an initiative that Suffolk police used on a limited basis. The 20-question assessment, lawmakers argued, helps victims see how much danger they are in while also linking them up with advocacy groups near them.

As far as the offenders go, Bellone and Sgt. Kelly Lynch, commanding officer for the Suffolk County Police Department’s Domestic Violence Bureau, said cops will use a new danger assessment tool to identify at-risk victims and assign a level of risk to previous offenders on a scale of one to 13, with the highest number meaning they are most likely to repeat an offense.

“This computer program automatically collects and analyzes data from internal police records and produces a score that will identify offenders who are most likely to ‘recidivate’ in domestic violence offenses,” Lynch said. “Domestic violence officers will use this tool to contact the victims and families who are associated with these high-risk offenders.”

Bellone called the legislation both a personal and professional endeavor for Hahn and described domestic violence as one of the most important issues facing the county.

“As the police are some of the first people to come into contact with victims of domestic violence, it is important that they have access to proven assessment tools and the most effective resources to best serve and protect victims,” he said. “This legislation will do just that.”

Laura Ahern, executive director of the Crime Victims Center at Parents for Megan’s Law, said the 20-question self-assessment will better identify certain risk factors, making violence more predictable and preventable. She said lawmakers must pay close attention to the victims of such crimes and help empower them to prevent future incidents.

“This is an enormous step,” Ahern said. “All three components of this bill empower domestic violence victims. The police department will then use objective means to assess, identify and help these victims.”

Skeletal remains were spotted in Setauket on Sunday, prompting a police investigation, officials said.

Suffolk County police were seen investigating the human remains soon after they were found, around 4 p.m. on Sunday near at a stretch of the hiking and biking Greenway Trail off of Gnarled Hollow Road, police said. The cause of death was unknown, and it was still unclear whether the remains belonged to a male or female, cops said.

The medical examiner’s office is still determining the cause of death, police said.

The Greenway Trail runs 3.5 miles between Setauket and Port Jefferson Station. It starts at Limroy Lane on the western end and goes to the state department of transportation’s Park and Ride lot near Route 112.
